29th Regiment 50 Thousand Spindles Cotton Mill Expansion Project

I. Background:
The 29 Regiment locates at the north border of the Takelamagan Desert and alluvial fan plain of Tianshan Mountain south foot, is 40 kilometers away to Bazhou capital Korla, the No. 314 national highway and the south Xinjiang railway transit the Regiment, having good traffic network. The sunshine resources are abundant, diurnal amplitude is big, and the Regiment is the high quality grain, cotton and fruit production base of the Xinjiang Production and Construction Corps. The annual lint production is above 15000 tons.
The Yinfang cotton industry co., Ltd now has cotton spinning production capacity 65000 spindles, the annual cotton yarn production is 9000 tons, the products are sold to places of Shanghai, Zhejiang, Dalian, Guangzhou and Hongkong etc, with unhindered marketing channel. In order to enhance the products grade, and gain preferable economic benefit, it is to newly increase 50000 spindles production capacity（to be built by stages, the first stage 20000 spindles have been built up).
The project has finished the feasibility study report.
II. Construction Contents:
To newly build workshop buildings of 18400 square meters; to newly increase production lines for 50000 spindles of combed yarn, according to product position requirements, to adopt the present age advanced processing equipment at domestic and abroad.
III. Total Investment:
199.49 million yuan.
IV. Benefit Estimation:
The financial internal rate of return before income tax is 15.81%, and the investment recovery period is 6 years. The financial internal rate of return after income tax is 13.9%, and the investment recovery period is 7.64 years.
