50 Thousand Spindles Tight Spinning Comb Production Line Construction Project

I. Background:
The 5th Agriculture Division is a quality cotton production base of Xinjiang, the annual output of "Beijiang" brand lint is 65 thousand tons, together with the cotton output of the periphery villages and towns, the total annual lint output is 120 thousand tons, for the cotton of this area, the quality is good, color and luster is white, sugar content is low, the Micronaire Value is moderate, the produced cotton yarn is top-grade raw material for middle and high grade textile fabrics, to develop textile industry is the strategic demand for industrial development of the 5th Agriculture Division, and is also the best cut-in point for 5th Agriculture Division to develop industry. The 5th Agriculture Division plans to extend 50 thousand spindles tight spinning comb production lines based on the existed 40 thousand spindles cotton spinning industry, to establish solid footing for future development orientation of participating competitiveness in domestic and international markets for the textile industry of the 5th Agriculture Division, and at the same time, to develop cotton industry chains is not only meeting with national policies, but also meeting the real situation of the 5th Agriculture Division.
The project location is in eastern suburbs of 5th Agriculture Division industrial district of Bole City, only in the existed plant area, the construction can be completed, there is no need to use cultivated land, the original plant has auxiliary facilities, which can reduce investment. It is 30 kilometers away to Kui (Kuitun)-Sai (Sailimu Lake) expressway, 70 kilometers away to Alashankou, having the best obvious geographic position advantages for linking to the East and reaching out to the West.
The project has finished the feasibility study report.
II. Construction Contents:
To build workshop buildings of 16680 square meters. To purchase frame spinning 51408 spindles, combing machine 18 units.
III. Total Investment:
184.42 million yuan. of which: civilwork 18.27 million yuan, equipment and installation works 136.3101 million yuan, reserve fund 7.919 million yuan, interest during construction 3.12 million yuan, primary stage charges 3.8 million yuan, and the liquid fund 15 million yuan.
IV. Benefit Estimation:
The annual sales revenue 136.3009 million yuan, profit 17.6621 million yuan, profit ratio of investment 9.58%, investment recovery period after income tax（including construction period）7.09 years.
