100 Thousand Spindles Spinning Mill Construction Project

I. Background:
The Tianbei New District is located at the north of the Kuitun City urban area, being a new city area approved by the Xinjiang Yili Kazak Autonomous Prefecture Party Committee and People's Government and entrusted to the 7th Agriculture Division of the Xinjiang Production and Construction Corps with full powers to take charge of development, construction and management. The total area of the Tianbei New District is 61 square kilometers, of which the area of water area is 8 square kilometers. the New District has developed trafficking and convenient communication, the No. 217, 312 national highways, Wu (Urumqi) – Kui (Kuitun) expressway, Kui(Kuitun)-Sai(Sailimu Lake) high grade highway, and Eurasia railway traversing the east, west, south, and north of the New District. the New District has abound resources, the " Jin" brand cotton and subsidiary agricultural products, land, water source, tourism, and labor force resources etc are in enrichment. The Corps cultivation culture is profound, the development prospect is very wide.
The 7th Agriculture Division of the Corps has cotton planting history of near 50 years, the cotton is the mainstay industry of the whole Agriculture Division, the produced "Jin" brand cotton has whiteness color and luster, good fiber length, high strength, obtaining the first-place of the top ten famous brand cotton in sequence three years, having the good reputation of "First Cotton of China", the overall lint production of 7th Agriculture Division in 2006 was above 120 thousand tons.
At the present time, the Kuitun area has capacity of 300 thousand spindles of cotton spinning spindles, the textile employees are about 6000 persons, of which the technical and management staffs occupy 15%. The project, relying on the cotton resource advantage, textile talented person advantage, geographic position advantage of home area, and industrial policy advantages of the West Development of China, is devoted to Xinjiang advantage resources transforming, to adopt international advanced technology and equipment to build a 100 thousand spindles cotton spinning enterprise.
The project has finished the feasibility study report.
II. Construction Contents:
To build cotton spinning production scale of frame spinning 100 thousand spindles, occupying 130 mus of land, with annual cotton yarn output 13 thousand tons.
III. Total Investment:
306.38 million yuan. Of which the fixed investment 266.38 million yuan, the liquid fund 40 million yuan.
IV. Benefit Estimation:
The internal rate of return is 14.92%, profit and tax investment ratio is 18.71%. And the investment recovery period is 6.81 years.
