I. Background:
Along with integral development of economic situation of our country, the peoples' living standards rising continuously, and textile products application areas continuously enlarging and varying, textile industry is stimulated having obtained relatively big development, the top grade combing purified cotton yarns produced with new types of quality cottons are ideal raw materials for different kinds of knitting and weaving fabric materials, at the present time, the market demand in domestic and abroad is strong, even takes on tendency of supply falling short of demand.
The 7th Agriculture Division located in the economic development zone of north slope of Tianshan is the main quality commercial cotton base of the Corps, the Xinjiang Changheng Textile Co., Ltd can produce 50 thousand tons of high quality lint per year, various kinds of cotton yarns 15000 tons, cotton cloth 6.5 million meters, which form the advantaged resources for the project implementation.
II. Construction Contents:
80 thousand spindles combing frame spinning free knotting yarns and counterpart 3500 heads rotor spinning production scale, to purchase the most advanced cleaning-combing equipment at the present time, and combing spinning technology, to utilize the local quality cotton resources, to produce high-tech, high added value combing products, with annual combing 32S cotton yarn output 5840 tons, combing 40S cotton yarn 1500 tons, combing 60S cotton yarn 860 tons, and OE16S cotton yarn 6700 tons.
III. Total Investment:
320 million yuan. Of which: 1, the fixed investment 213.2 million yuan（including building works 33.53 million yuan, equipment purchase and installation cost 163.67 million yuan, reserve fund 6 million yuan, and miscellaneous cost 10 million yuan）. 2, the liquid fund: 100 million yuan. 3, the interest during construction: 6.8 million yuan.
IV. Benefit Estimation:
The annual sales revenue 297.80 million yuan, annual profit 40.8 million yuan, profit ratio of investment 12.79%, and investment recovery period （including construction period two years）6.21 years.
