I. Background:
The Tianli Paper Industry Co., Ltd. of the 2nd Agriculture Division of the Production and Construction Corps is the newsprinting paper production enterprise with largest annual production capacity in Xinjiang. The project, considering the large scale promotion drip irrigation cotton planting mode in Xinjiang cotton area, with the local abundant cotton stem resource as raw materials, uses potassium hydroxide replacing sodium hydroxide to do caustic cooking to cotton stem, uses potassic paper pulp black liquor to produce drip irrigation use liquid organic compound fertilizer, the cotton stem paper pulp is used to be made into packing board, kraft and toilet paper, and after being washed to be made into top grade culture paper etc. Through resource utilization of using black liquor to produce liquid drip irrigation fertilizer, it makes black liquor reaching zero discharge, other solid wastes are used to prepare solid organic compound fertilizers, the whole process has no waste effluent. Liquid fertilizer preparation greatly reduces the black liquor treatment and fertilizer preparation cost, the drip irrigation planting patterns provides optimal platform for liquid fertilizer utilization.
The project has finished the feasibility study report.
II. Construction Contents:
To build 20 thousand tons paper pulp mill, to jointly produce 120 thousand tons of liquid fertilizer and 20 thousand tons of solid fertilizer.

52 million yuan.

The investment recovery period is 3.5 years.
