I. Background:
The biology diesel oil is typical green energy source, is high quality supplementary energy source for petrochemical diesel oil. One of the major raw materials for biology diesel oil production is cotton seed oil. The Xinjiang Production and Construction Corps acts actively in response to the biological fuel working conference spirit of the State Development and Reform Commission, arranges biology diesel oil project implementation with the Xinjiang Sailimu Modern Agriculture Joint Stock Limited Company the leading enterprise in oil and fat industry of Xinjiang Production and Construction Corps as main body. The Company at the present time has 200 thousand mus of cotton production base, the annual seed cotton output is about 70 thousand tons, it is planned to make the production scale reach 200 thousand tons within the future 5 years. At the present time, the annual cotton seed oil output of the project area is about 40 thousand tons, together with the cotton seed oil and other oil crops of the peripheral area (Yili Prefecture), they can provide sufficient materials for the project production. The implementation of the project is in favor of speeding up and enhancing the cotton industrialization levels, prolonging the cotton byproduct processing chain, and enhancing added value of cotton seed oil products.
This project has finished feasibility study report, and has passed the environmental impact assessment report.
II. Construction Contents:
To adopt foreign advanced biology diesel oil continuous esterification production process equipment, and annual output 50 thousand tons of biology diesel oil production line. To import one foreign biology diesel oil continuous esterification production line, build workshop buildings 4140 square meters, storehouse 300 square meters, Office 800 square meters, to build tank foundation and enclosing wall etc the auxiliary facilities and other supporting facilities.
III. Total Investment:
Total investment is 160.14 million yuan.
IV. Benefit Estimation:
The annual profit（after tax） is 9.42 million yuan, the investment recovery period（after tax） is 17 years.
