I. Background:
Xinjiang is a province with abundant resources, it has rich petroleum, natural gas, and coal resources. Up to 2008, the crude oil throughput of the China Petroleum Urumqi Petrochemical Branch will reach 6 million tons per year, and the 1 million tons per year aromatic hydrocarbon project will be built up and put into production, at the due time, there will be about 95 thousand tons of benzene being sold out per year (in 2009, it will reach 320 thousand tons per year), they are mainly transported to inland. In order to do well the comprehensive utilization to these part of benzene resource, to produce market demanded and high added value products, and to transform the local resource advantages of Xinjiang into product advantages and economic advantages, now, it is put forward to build 100 thousand tons per year caprolactam project.
II. Construction Contents:
To utilize toluene resource, adopting toluene method process route, and utilize domestic advanced technology and do certain transformation （including: " packaged technology of ammonization cyclohexanone to cyclohexanone oxamidine", "cyclohexane bionic catalytic oxidation preparing cyclohexanone technology ", " hexahydrobenzene formic acid—cyclohexanone oxime jointly producing caprolactam combination process）, it is to build an annual output 100 thousand tons caprolactam production plant.
III. Total Investment:
1.5 billion yuan.
IV. Benefit Estimation:
The total amount of annual profit and tax is about 420 million yuan, the financial internal rate of return after income tax is about 13.3％, the investment recovery period after income tax is 8 years (including 2 years of construction period）.
