I. Background:
The project plans to be selected being built in the Yili New District, which is 1.5 kilometers north away to the No. 218 national highway, 6 kilometers east away to the center of the Yining City, 0.5 kilometer away to the Yili River, and 12 kilometers away to the Iron Works Gutter Coal Mine and the Gangou Coal Mine of the 4th Agriculture Division Zhenxing Central Plant, meeting with the State's pit-head power plant construction policy. The Yili New District Management Committee gives strong support to this project, and put forward that after the project being built-up, it is mainly to solve the bottleneck problems of the Yining City industrial electricity price being too high, and the centralized steam supply for cooperation district being difficult, and the committee requires this project to supply industrial electricity and steam for the cooperation district within 30 square kilometers; in the long-term development planning for the cooperation, the committee require this project shall consider the power consumption of industrial enterprises in the industrial parks of the Bayandai Town, Kaerdun township, Panjin township etc of the Yining City.
The project has finished the feasibility study report.

2×50MW combined thermal power generation set construction.
III. Total Investment:
500 million yuan.
IV. Benefit Estimation:
The unit construction cost per kilowatt is 5105 yuan, the power production cost is 0.12 yuan / kw.h, the grid power rate including tax is 0.26 yuan / kw.h, the heat price is 20 yuan / GJ； within 10 years, all the investment can be returned.
