Alaer City 50 Thousand Spindles of Combing Spin Cotton Mill Construction Project

I. Background:
Alaer City is a key base of our country for cotton production, the cotton species are many, qualities are good, the yearly planting cotton is 100 thousand hectares, of which: the staple cotton 33.8 thousand hectares, and upland cotton 66.20 thousand hectares; the total cotton output is 220 thousand tons, of which: staple cotton 65.2 thousand tons, and upland cotton 154.8 thousand tons. The total cotton output occupies 4% of that of the whole country, 15% of that of the Xinjiang cotton, and the staple cotton export occupies 65％ of the total export quantity of the whole country. The regional richly produced "Xinnong" brand cotton obtained the title of " Xinjiang Famous brand Products " awarded by the Strategy Promotion Committee in August 2003, and obtained the title of "the Accepted Top Ten Best Sale Brands in Chinese Cotton Markets" awarded by the Chinese Famous Brand and Market Strategy Promotion Committee in November of the same year, being regarded as the best quality cotton area of the whole country by many textile enterprises, and in the recent years, they are all along listed in export inspection free products. The textile industry will become one of the important main industries of the Alaer City.

The financial internal rate of return is 13%, investment recovery period is 7.6 years, and the profit ratio of investment is 11.63%.
