Overall Target:
The main targets of construction on West China’s International Trade and Commercial Center (international trade and commercial center called hereinafter): Within 15-20 years or so, Xinjiang will be built into the most important collecting and distributing place for international commodities in west China with modern comprehensive matching service functions with large scale of international trade activities and some influence on the international market price for part of commodities, ranking among national major customs areas.

Target for 2000-2005:
It takes five years to set up textile and light industrial products market, livestock product exchange market, daily necessities market and electromechanical market oriented towards central Asia. The function of international distribution and collection has been basically formed for textile and light industrial products, foodstuff and feature farming produces and sideline products. The position as a bridgehead for westward opening campaign and collection as well as distribution has been established mainly through direct introduction of commodities in the coastal area as a means, which is synchronized with the development of conference, tour, telecommunication, transportation and some other service sectors as well as international expansion, thus forming expedient circulation channel for both cargos and men.
By 2005, the international trade scale of 45 hundred million USD will have been achieved (including frontier trade, the same as below), including export of 25 hundred million USD mainly for textile and light industrial products, foodstuff, cotton and petrochemical products; import of 20 hundred million USD mainly for basic raw material and technical equipment. During the same period, the annual average increasing rate in foreign trade reached 10% or so, 2 percent point higher than the average increasing rate of GDP. The dependence on foreign trade will grow from 13.73% in 2000 into some 18% in 2005.
The construction on international trade and commercial center will be emphasized on the matter of “ functional innovation”. Cities, ports, finance, communication and telecommunication will create essential and good functions geared to international cargos trade, service trade, staff mobility, information exchange and export-oriented economy. The key of functional innovation lies in software, that is, the infrastructure facilities will be grouped through scientific organization, reasonable supplement and essential investment to meet the need of new function for international trade or convert low-efficiency operational function to high-efficiency one, Great effort must be made to make four comprehensive international trade and commercial sections (Urumqi---Changji, Shi Hezi---Kuitun---Karamay, Yining---Bole---Tacheng, Kashi---Artux) display their own advantage, carry out superior realignment and form systematic open function.
Market construction must be formed and developed in a planned and progressive way, which includes the collecting and distributing markets for some main commodities, such as: cotton and textile material market, energy and chemical industrial products market, textile and light industrial products and food market.

Central Cities:
The central cities are one of the main mainstays in foreign-trade development, with combined advantage in capital, communication, and talent flow, highlighted by the function of commodity circulation. The central cities must be constructed as a main breakthrough of international trade and commercial centers make them centers for cargos collecting and distributing centers, capital circulation center and information converging center for international trade and commercial development. The collecting and distributing for important commodities must be mainly constructed in central cities.
Urumqi, as a political and political center in Xinjiang, takes a special position in the construction on international trade and commercial centers. The function as a central city must be fully used and the international trade position taken by Urumqi is established in both hardware and software. In the aspect of communication, a three dimensional pattern, integrating railway, highway and aviation is to be built to cope with the demand of collection and distribution for various commodities. In respect of finance, capital circulation and exchange system with convenient, safe and low cost to meet the need of international trade. Concerning urban function, the infrastructure conditions involving tour, accommodation, conference, information and telecommunication to adapt to the need of modern international trade. In the way of policy, the stimulating system beneficial to the implementation of the laws and regulations for international trade is to be established. The customs and commercial inspection sectors must learn advanced management and catch up with them in the coastal region in order to switch to international habitual practice. In the aspect of staff, large batches of foreign trade professionals are to be drawn and cultivated. The system of entry and exit through customs convenient for international businessmen and tourists must be geared to international habitual practice.

Railway and Highway:
Corresponding transporting means must be developed to direct at various commodity types and various trade region. The further westward extension project on South Xinjiang railway and westward extension towards Hotan must be pushed ahead; the connection of northern Xinjiang railway with Yining and Altay must be facilitated to form a system of cargos circulation covering the railway transportation network with relatively-lower cost.
In the light of the feature for oasis economy and the distribution of population and resources, the highway transportation system is to be greatly developed and reformed to facilitate the circulation of raw material, industrial products and passengers. Special priority must be given to the construction and management on international highway so as to make it cope with the development of international development. Through bilateral and multi-lateral relation, the international transporting system dominated by railway transportation is to be realized. In the ports with better conditions, international container highway-transporting system is vigorously to be developed to make trade move further.
The pipe transportation must be developed and modern pipe transportation network be first set up in west China.
Air transportation service for both passengers and cargos to make flow of passengers and circulation of commodity, information and capital help and promote each other. Transporting cost and price must be lowered to switch on international track bit by bit.

Port transportation:
The transshipping capability for railway ports must be greatly enhanced. The port with better infrastructure must make full use of its condition to develop frontier people’s reciprocal trade port with corresponding management system. Modern customs clearing means must be set up. Electronic network must be used to exercise electronic management over the people going through customs in terms of certificates and registry especially for frequent traveling traders to realize high efficiency. Modern international material circulation is to be greatly developed to match with international combined transportation on the one hand and application transporting condition available on another to raise the efficiency of material circulation.
