1. General Situations of Geographical Position and Population of Altay Prefecture
Altay Prefecture is located at the northwest frontier of China, south of the middle section of Altay Mountains. The prefecture is 402km wide from the east to the west and 464km long from the south to the north，covering and area of area 118,000sq. km. It is under jurisdiction of Yili Kazak Autonomous Prefecture，and administrates 41 townships and 13 towns from six counties and one city as well as 10 regimental farms of the Agricultural division No.10 of Xinjiang Production & Construction Corps (XPCC). By the end of 2006 the prefecture registered total population of 637,800, of which agriculture population is 318,600, minority ethnic groups’population 366,600, accounting for 57.48% of the total population. Altay Prefecture is in middle temperate belt with annual average temperature of 3—4.5℃；precipitation is more influenced by landforms, generally it is more in mountain area, but less in plain and hills；sunshine time is 2480—3445hour，sunshine percentage up to 54—76％.

2. Overall Situation of Economic Development in the Prefecture in 2006
In 2006 the prefecture reported gross production of 7.4 billion yuan，industrial added value of township and over-township level was two billion yuan，local fiscal income topped 400 million yuan. 47 industrial enterprises over designated sizes realized profit of 1.17 billion yuan, farmers and herdsmen per capita income reached 3805 yuan.

3. Overall Requirements and Expected Goal of Economic Development
Overall requirements of the prefecture’s economic work：guided by Deng Xiaoping’s theory and “three represents”important thought to implement scientific concept of development in an all-round way，stick to the principle of“being based on local conditions, differentiated treatment and giving guidance according to different types”，intensify economic structure adjustment，practically transform economic growth mode，make key efforts to enhance protection of ecological environment，greatly implement advantageous resources strategy and greater enterprise and greater group strategy，continuously cultivate and strengthen special advantageous industries， further deepen reform, enlarge opening-up, firmly take the road of“enriching farmers with agriculture and animal husbandry, strengthening the prefecture with industry and prospering the prefecture with tourism and commerce and trade”，in order to make breakthrough in income increase of farmers and herdsmen, new-type industrialization drive, tourism and commerce and trade，speed up building socialism harmonious society and drive the prefecture’s economy develop better and faster.
Main goals：the prefecture gross production reaches 8.73 billion yuan，increasing 15%；industrial added value of township and over-township level 2.8 billion yuan，up 40%；local fiscal income 610 million yuan，up 50%；local fixed assets investment 3.22 billion yuan（not including investment in provincial highway），up 30%；total retail sales of consumer goods 2.2 billion yuan，up 15%； farmers and herdsmen per capita income increase exceeds 350 yuan, up to 400yuan；registered unemployment rate in cities and towns is controlled within 3%；population natural growth rate is controlled within 12‰.

To build the Autonomous Region’s important animal product base；non-ferrous metal, ferrous metal, rare metals, noble metal mineral resources exploration and development base； ecological, holiday, refreshment and tourism base；fresh water resources supply and cold water fish breeding, producing and processing base；important import and export corridor to and from Russia, Kazakhstan and Mongolia and export commodity assembling and processing base.

5. Brief Introduction to Geographical Advantages and Resources Advantages
Altay Prefecture, richly endowed by nature, is rich in resources and unique in Xinjiang, and has long enjoyed the good reputation of “gold mountains and silver water”.
The first is rich water. in its territory there are Erqis River, Wulungu River and Jimunai mountain stream three big water systems consisting of 56 rivers(of which，Erqis River is the only international river flowing into the Antarctic of China)，surface water annual average runoff is 12.34 billion cu. m， accounting for 14.3% of Xinjiang’s total, making the prefecture the second largest water-abundant region in Xinjiang. The prefecture also boasts water area of 3.38 million mu，extremely rich and precious natural wild cold water fish such as taimen, mullet, pike perch, bass and white-speck pike, etc prepares good conditions for development of special fishery. At the same time, the prefecture has theoretical hydro energy deposit of 4.75 million kW ，installable capacity 2.12 million kW. Currently 120,000 kW have been developed，accounting for only 6%.
The second is vast land. Altay Prefecture land is very rich in grassland resources，boasts advantageous ecological conditions and is equipped with environment and conditions for developing quality, ecological and safe agriculture. The prefecture has arable land of 16 million mu，of which 2.65mu is developed，farmer per capita land 15mu；grassland area is 150 million mu，herdsman per capita area more than 1000 mu，raising animals of 5.3 million heads，being a traditional big area of animal husbandry in Xinjiang. During the“11th Five-Year Plan”, through construction of a batch of key water conservancy projects，newly increased and developed land reports 1.5 million mu. And works have been done to quicken construction of pollution-free agricultural and animal husbandry product base. At the same time, the prefecture continuously makes efforts to introduce big leading enterprises to its territory and center on pollution-free agricultural product and animal products of dairy, meat and skin, etc to speed up agro-industrialization， with a view to building Altay into a important quality animal product base in Xinjiang.
The third is prosperous forest: Altay Prefecture is the second largest natural forest area of Xinjiang, boasting forest land area of 15.71 million mu，total timber accumulation of 100 million cu.m, making it an important ecological screen in northwest China.
The fourth is rich minerals. Altay Prefecture is located at the middle section of world-level metallogenic belt，mineral resources are extremely enriched，making it the cradle of China’s rare metals industry，and origin of Xinjiang’s non-ferrous metal industry. Xinjiang’s key in development of advantageous mineral resources is rightly in Altay Prefecture. By far，96 minerals have been found here，with reserves of beryllium, white mica and potash spar rank top in China，and ensured resources reserves of main minerals such as copper, nickel, lead, zinc, gold and mica, etc account for more than 70% of Xinjiang’s total，all ensured resources reserves of rare metals of Xinjiang are from this prefecture%，proven mineral resources reserves account for 57% of Xinjiang’s total，resources economic value is 58 billion yuan. In its territory there are also the large-sized copper mine with the highest grade in China——Ashele Copper Mine，Xinjiang’s largest magnetic iron mine——Mongku Iron Mine and largest copper nickel deposit ——Kalatongk copper nickel mine. Keketuohai rare mine is famous around China of abounding in rare metals such as lithium and beryllium ，having long enjoyed the good reputation of“rare minerals exhibition hall”. Ensured beryllium reserves account for 87% of Xinjiang’s total. The completed beryllium copper smelting plant is the 5th beryllium smelting plant in the world. The prefecture has also reserved resources with great potentials，and the country has placed Altay Prefecture on the list of nationwide 16 key metallogenic zone/belt and 16 key minerals prospecting regions. Proven volume of main minerals’proportion is very low to total forecast reserves，the highest is iron, accounting for less than 40%，the lowest is copper, accounting for only 10%.
The fifth is wonderful landscape. Altay Prefecture boasts 185 tourism attractions of glaciers and snow-capped mountains, forest grassland, lakes and rivers, stone figure, ancient tomb, deer stone rock drawing, custom and folkways, etc，including 29 basic types of six big kinds of tourism resources，making the prefecture a region with high grade compact tourism resources in Xinjiang even in China. Kanas Lake, reputed as the “only Switzerland scenery in Asia”by Mr. Zhou Guangzhao, a famous Chinese scientist, has been listed in China Agenda 21st Century as one of two priority projects in Xinjiang with its highest grade, best combination and most beautiful and attractive landscape in west China, and potentials for application for world natural and cultural heritage. At present, the lake has been listed as a member with national forest park, national geological park, national civilized demonstration scenic spot, human and nature biosphere circle reserve, and granted with titles of China photographer base, one of China top 10 autumn sceneries, No.1 of top 10 scenic spots of Xinjiang, a member on the world natural heritage list and national AAAA scenic spot, etc. Now Kanas Tourism Area Overall Plan launched by National Tourism Administration and worked out by Zhongshan University has passed examination and appraisal by experts officially. The scenic spot boasts planned area of more than 2000 sq. km，the largest planned ecological tourism area in China.
The sixth is distinct geographical advantages. Altay was a place covered by ancient grassland Silk Road，and an important passage to Central Asia and Europe of ancient China. Today’s Altay Prefecture neighbors Kazakhstan, Russia and Mongolia, all the one city and six counties are those opening up to neighboring countries. Here there are four land ports opening up to Kazakhstan and Mongolia respectively, of which Jimunai Port is the third largest port in Xinjiang and opens to the third country. Particularly“Sino-Russia Direct Transportation Corridor”project under active preparation, as the most convenient, shortest and most express transport passage of China to Siberia Federation area in middle Russia, has attracted attention from high-level leaders of China and Russia wit active consultation. At the same time, with Altay Mountains as the link, the frontier areas of China, Russia, Kazakhstan and Mongolia are characterized by rich in resources and less advanced economy， and strong wishes to cooperate to develop and for mutual benefit. Particularly Siberia area, Russia, which is opposite to Altay Prefecture, is a world famous resources treasury. Sino-Russia natural gas pipeline has been basically determined to enter Altay Prefecture directly from Siberia, Russia.

Buerjin County Kekesentao Copper Nickel Abnormality Verification Project

Description of project：Kekesentao copper nickel abnormal belt is located at the place about 20km south-to -west of Buerjin County, Altay Prefecture. The mine field has good transport and altitude is 753－1100m. It is preliminarily proven that in Kekesentao copper nickel abnormal area one copper nickel mineralization alteration serpentine stone rock body is selected，in manner of vein on surface，4200m long and 50－260m wide on average，in north-west and south-east run，copper average grade 0.11×10－2，the highest 0.21×10－2；nickel average grade 0.18×10－2，the highest 0.22×10－2.

Buerjin County Tuerkubantao Copper Nickel Abnormality Verification Project
Description of project：Buerjin County Tuerkubantao copper nickel abnormal area is located at South Mountains area of Buerjin County，and prospected two times by Physical Prospecting Team and Team 706 of Xinjiang Non-ferrous Geological Prospecting Bureau respectively. The first prospecting area is 17.98 sq. km. Physical magnetic method measurement shows that the abnormality is mainly caused by rock body No.2, 3, 4，of which rock body No.3 has larger abnormal scale. The prospecting verified metallogenic geological conditions and selected one copper nickel mineralization body. Here copper average grade is 0.29%，nickel average grade 0.24%. The second prospecting area is 3.48sq. km，finding the mineralization body has segregation style mineralization, and showing the place is the ideal section to search for nickel mine.

Buerjin County Jilabai Gold Mine General Survey Project
Description of project：Jilabai gold mine is located at Kuopa Area in Buerjin County. Within the area of 13.77 sq.km prospected，total four veins have been found in Jilabai gold mine field. Of which vein No.1 contains main gold vein，in deep place of which two along-vein tunnels have been constructed，section height at 40m. of which the first middle-section altitude is 675m, controlling vein 245.3m long in total，vein thickness 0.62m，average gold grade 8.70×10－6； the second middle section altitude is 635m，controlling ore body thickness 0.85m，gold grade 54.6×10－6. Over this vein a gold mine has been selected with six ground works，of which two have ore found continuously，with average thickness of 1.55m，average gold grade of 11.22×10－6，estimated pre-gained （334）resources volume：ore volume 70483 tons，gold metal volume 1615kg.

Habahe County Mine Industry Risk Prospecting and Development Cooperation Project
Description of project： Habahe County is rich in geological mine reserves. The 1500sq. km med-hills area north of the county seat is a field for prospecting of noble metal and non-ferrous metal mines. This area has very complicated geological structure，multiple deposition tectonics，frequent magmatic activities and advantageous geological conditions，with main metallogenic belt of Duolanasayi gold mine field, Asheleduo metal mine field and Tuokuzibay mine field. Within a range of about 1200sq.km in northern mountains more non-ferrous metal, ferrous metal and gemstone mine are distributed. At present nearly 30 kinds of minerals have been found：①ferrous metal：iron, manganese ；②non-ferrous metal：copper, zinc, lead；③rare metals：beryllium, niobium, tantalum, lithium ；④noble metal：gold, silver；⑤ rare metals gallium, cadmium, selenium （all associated）；⑹smelt metals auxiliary raw materials，refractory clay；⑦chemical raw materials：sulfur（associated mine） potassium （associated mine）, barite ；⑧gemstone and crystal：Sea Blue and Green-jade like；⑨building materials and others non-metals：limerock, granite stone, mica, tourmaline, mineral water. Total 18 mineral places are found，of which four belongs to large-sized deposits（one is associated mine）；12 small-sized deposits and 102 mineralization points. Main minerals that are mined and utilized include gold, copper and zinc. Total project investment, depending on prospecting extent，is 20 million yuan.

Jimunai Port Export Processing & Assembling Industrial Park Construction Project
Description of project：Jimunai Port export processing & assembling industrial park has been placed on the plan for processing trade park of Altay Prefecture“11th Five-Year Plan”. The park is located at the north of Jimunai County Bian’an Street with planned area of 500,000 sq. m，consisting of trade area, processing area and management service area. Trade area has planned area of 200,000 sq. m with key to develop and construct trade network and professional market；processing area has planned area of 250,000 sq. m as export processing & assembling industrial zone；management service area has planned area of 50,000 sq. m， mainly for construction of information center, comprehensive office building, high-grade hotel, shopping supermarket, distribution center, talents exchange center, cuisine city and culture and entertainment city, etc. In the park infrastructure of five availabilities and one leveling works have been completed，and Jimunai County Bingfeng Liquor Brewery, stone plant and Guangming Flour Factory, etc operate. Jimunai County Kazakhstan Brick Factory Construction Project
Description of project：East Kazak State, Kazakhstan now has quicker urban construction，making great demand for building materials, particularly red brick. Of which Wushikamian City is the capital city of the state with population of 450,000，reports annual demand for brick of 30—50 million pieces. Saimi City, another large city, is the traffic hub and commodity circulation center of the state, with a population of 350,000，and reporting annual demand for brick of 30—50 million pieces. In addition, in 2006 Regiment No.186, Agricultural Division No. 10 of XPCC cooperated with Saimi City for construction a brick factory in Kazakhstan with capacity to annually produce five million pieces. The brick factory will be put into production in 2007 as plan. Construction of a brick factory with the above-mentioned size in the East Kazakh State, Kazakhstan needs investment of 500, 000 yuan，and market benefit is good. Labor needed for the factory can be supplied from China in manner of labor service. Each brick factory needs labor about 40 on average.

Fuhai County Dakalasu Tantalum Niobium Mine Development Project

Description of project：Dakalasu niobium tantalum mine is located at the place 15km north of Fuhai County and west of Shaerbulak, frontal compression belt，belonging to south syncline，with altitude of 900——1100m. The area boast rich water sources，good climate，simply-built road for transportation，a relatively convenient transport. The mine was launched in 1963 on general survey level, and mined jointly by China and former Soviet Unit. As of 2003 the mine held niobium tantalum resources reserves of 144tons. Total project investment: 30 million yuan.
Profile of employer：Fuhai County Mineral Industry Development Office was established in 2006, legal representative: Xiong Shiqiang，place: back terminal of Fuhai County People’s Government Building. The office is mainly responsible for investment promotion in mineral industry and mineral prospecting, signing of mining contract (on behalf of the government), administration of mine prospecting and mining right of mineral resources in the county. Fuhai County Kukalagai Spodumene Mine Development Project

Description of project：Kukalagai Spodumene mine field is 110 km north-east of Altay City，at the middle section of northern mountainous area of Fuhai County, with relatively convenient transport by simple road available to access. In terms of administration, it is under jurisdiction of Fuhai County, Xinjiang. The area has med- and high mountain landforms with altitude of 2000——2400m, enjoys continental climate and relatively developed water systems. It is a rare metals （lithium, beryllium, tantalum, niobium, etc）metallogenic belt. Master vein of the mine is vein No.650，with vein in shape of slab，1230m long，9.88m thick on average and 200m extension. The whole vein is evenly mineralized，with Spodumene as main component， beryl，lithium mica and small-volume niobium tantalum iron mine the next. At present controlling reserves are 2.41 million tons with average grade about 1.1%. Total project investment: 30 million yuan.

Fuhai County Urtengsayjin Multiple Metal Mine Project
Description of project： this mine field is located in Fuhai County, Xinjiang，geographical coordinate： 88°52′00″-88°53′30″E， 47°07′30″-14°08′00″N, belonging to low hills，higher in the north and lower in the south，altitude 740-810m. The area belongs to Sarbulak-Kalatongk copper nickel gold metallogenic belt，with mineral varieties and many mine points of gold, copper, copper nickel, iron and limerock, etc. The proven mines include large- and med-sized deposits such as Kalatongk copper nickel mine, Suoerkuduk copper molybdenum mine and Sarbulak gold mine, etc，and tens of gold and copper-gold mine points and mineralization points, including Laoshankou and Qiaoxiakala, etc have been found. By far 27 copper ore body have been found with average grade between 0.32～3.32×10-2. In copper ore body there is gold mineralization display，gold grade 1.6×10-6 the highest.

Fuhai County Hulugong Rare Metals Mine Geological Prospecting Project
Description of project：this mine field is located at the south of Altay Mountains, with altitude of 1150-1600m，largest height difference of 460m. Ore-bearing seams on the granodiorite and extrusive rock contact belt，and ore and mineral are mainly beryl. Of which vein No.10 is 400m long in total，3.1m thick on average. Vein No.11 is 600m in total，3.6m thick on average. Main minerals include microcline，soda feldspar, quartz and white mica.

Fuyun County Manganese Iron Alloy Construction Project
Description of project: Fuyun County is very rich in iron mine resources with proven reserves of 260 million tons；two manganese mine places have been proven with proven resources reserves of more than 10,000 tons，the other four manganese mine fields are under prospecting. In the county there is a furnace and a 500,000-ton special steel production line is planned for construction. Accumulated proven quartzite resources reserves are more than 10 million tons，with high resources grade and good mining conditions. At the same time the county boasts cheap and rich power resources. Manganese iron alloy products are main deoxidant, desulphurizer for steel and alloy additives，and can improving steel strength. Against the backdrop of actual annual total output less than 700,000 tons by China’s existing manganese iron alloy enterprises，the county plans to construct 20,000-ton-a-year manganese iron alloy production line. Total project investment: 150 million yuan.

Fuyun County Super-Pure Iron Powder Construction Project
Description of project：reduced iron powder is a basic material for powder metallurgy,characterized by wide applications，big consumption and mainly applied in automobile, motorcycle, agricultural machinery, machinery, welding, torch cutting, household appliances, chemicals, aerospace, electronics, office appliances, food, medicine and water treatment, etc. While super-pure iron powder is a quality raw material for making reduced iron powder. This project utilizes magnetic iron mine to produce super-pure iron powder，and can further adopts advanced preparing process to produce high-purity quality reduced iron powder so as to meet the demand of high-grade powder. The county is very rich in iron mine resources，with proven iron resources reserves of 230 million tons, good ore quality, high proportion of rich mine and coarse crystal grain size. The project will build new 25,000-ton-a-year super-pure iron concentrate powder production line with total investment of 15 million yuan.

Fuyun County Sabulak – Kalatongk Metallogenic Belt Risk Prospecting

Description of project：this metallogenic belt is located in Altay geosyncline’s fold system Erqis fold belt， extending west till Fuhai County，east into Qinghe County, north from Kalatongk Valley and south till Jiawuer，in shape of north-west – south-east belt，100km long, 25km wide，with area of about 2500 sq. km, including Sarbulak — Qiaoxiahala gold, copper, iron and Kalatongk two class A1minerogenetic region. Sarbulak —Qiaoxiahala gold, copper, iron minerogenetic region: in shape of north-west – south-east narrow strip，70km long，5～6km wide，with area of 400sq. km. Forecast minerals mainly include gold, iron and copper. Kalatongk copper nickel minerogenetic region：located in south side east section of Sarbulak -Kalatongk copper nickel, gold, iron metallogenic belt，with area of about 400sq. km. Forecast minerals are copper and nickel，then facing gabbro. Estimated total investment: 30 million yuan，prospecting cycle 2-3 years.

Fuyun County Kelumut-Keketuohai rare metals risk geological prospecting

Description of project：Keketuohai – Kuermutu rare metals and white mica metallogenic belt is in shape of North-west – south-east belt，with two ends extending into Qinghe County and Fuhai County respectively, 110km long, 30～40m wide，covering an area of 4000 sq. km. In terms of regional structure it belongs to Altay geosyncline’s fold system class Ⅲ structure -Halong-Qinghe anticlinorium secondary anticline class Ⅳ tectonic -Bala Erqis anticline；the stratum belongs to “barren” stratum. According to absolute age sample measurement data，the stratum should belong to Cambrian period. Anticline core section has been occupied by para-original Devonian period mixed granite，anticline’s north-east and south-west sides and north-west, south-east end are industrial white mica pegmatite, rare metal pegmatite and gemstone pegmatite centralized yield area. This metallogenic belt abounds in industrial white mica and rare metals of beryllium, lithium, niobium, tantalum mine. Estimated total investment: 20 million yuan，prospecting cycle about three years.

Fuyun County Kalamaili Region Gold Mine Risk Geological Prospecting & Development

Description of project：Kalamaili gold, tin, chromium and non-metal metallogenic belt is 75km long，30-45km wide，with area of about 3800sq. km. In-region structure belongs to northeast brink of Zhungar platform Mesozoic sedimentary basin. Elements of gold, nickel, chromium, barium, tin and copper, etc show higher geochemistry abnormality，large range and high strength. Main minerals found include gold, chromium and tin，non-metals include zeolite, pitch stone, bentonite clay and quartz, etc related to volcano.
This region is an important gold minerogenetic region in the county. The mine points that have been found include Qingshui gold mine, Beilaoyaquan gold mine, No.1189 highland gold mine, No.1059 highland gold mine, No.1052 highland gold mine and Dishuiquan gold mine, etc in tens of gold deposits. The region has good geological conditions for searching for gold mine and tin mine.

Qinghe County Talede Gold Abnormal Area Prospecting Project
Description of project：Talede gold abnormal area is located at the place about 70km south of Qinghe County Seat，about 10km southeast of Ertai，geographical coordinate： 90°16′50″E， 45°54′43″N, prospecting area is about 20sq. km. In the region six gold-bearing tectonic alteration zones have been found and 14 gold mine (mineralization) body and six gold mine bodies have been selected preliminarily. Rough estimate shows that 333+334 gold resources reserves are 240.42kg，gold grade mostly under 1g/ton. On the periphery of the mine field Shemutesay AS-32 comprehensive abnormal area is found. Through efforts it is expected to find broken alteration rock copper mine points. Works on Talede abnormal area is in a limited extent at present. On the basis of deep research regional mineralization conditions and ore controlling factors，works should be done to enlarge mine searching range and strength deep exploration to look for concentrated mineralization belts，by which can it be hoped to find a small- and med-sized gold deposit.

Qinghe County Sarbulak Gold Mine Risk Prospecting Project
Description of project：in terms of administration, the working area is under jurisdiction of Qinghe County. Mine field geological conditions belong to an extrusive rock series stratum, mainly including augite andesite, apricot-kernel-shape andesite，andesitic porphyrite, andesite-tuff, tuffaceous silt stone, etc in terms of rock character. In Sarbulak general survey region there are a gold-silver mineralization points and two alteration mineralization zone，intermittently more than 500m long and 10-30m wide，Samples with micro gold analysis result higher than 200ppb report more than 10. Alteration zone spreading direction is about 300°，dip 30°，dip angle 70°，in accordance with regional tectonic line. Alteration types include siliconization, carbonatization,ochre, kaolinization, jarositization, limonitization，very favorable for gold mineralization.

Description of project：Buerjin County is located at the north of Xinjiang，southern foot of Altay Mountains，north of Zhungar Basin and the banks of Erqis River. As Jimunai Port does not open in Saturday and Sunday，five-day outbound tour is scheduled to depart every Monday, Thursday and Friday. Description of project：project sites are distributed in sub-farm No.3, 4, 7,and 8 of Farm No.1 Aquatic Products Company of Fuhai County. Production technology and production process：（1）purchase of special fish such as white-speck pike, crab, etc. （2）project expansion on the basis of existing ponds，fry pool improvement of 1000mu. （3）according to technical standard of introduction, breeding and reproduction worked out by the state to carry out in large area introduction and breeding and popularization of native, famous, unique and excellent fish and multiplicative original improved variety. Estimated investment: 50 million yuan. Main construction scale and contents:（1）improvement of 2000mu ponds for white-speck pike fine breeding and semi-fine breeding. （2） practice 10,000-mu crab breeding in area along main canals in subfarm No.7 and 8. （3）to construct a laboratory with preliminary capacity to execute aquatic products germ plasm test, water quality test, fish disease diagnosis and feed analysis.

Fuhai County Dairy Industrialization Construction Project

Description of project：project site is in Fuhai County. Total investment: 82.4 million yuan. Main construction（production）scale and contents：（1）.to introduce high-yield quality pure Holstein cow of 5500 heads. （2）. to construct 65 village-level moving and fixed frozen-embryo breeding station with area of 100㎡ each. （3）to train 70 technicians and 1000 farmers and herdsmen as well as laid-off workers for cattle frozen-embryo breeding （4） to construct one 300-plus-head intensive and scale cow farm in each of townships, farms and towns, equipped with a milking hall. （5）.to popularize silo maize planting area of 15,000 mu every year with subsidy of 30 yuan for per mu in Fuhai County. （6）. the county animal husbandry and veterinarian station is responsible for monitoring of Bang’s bacillus and tuberculosis. （7）. Subsidy for culling out of cattle with positive reaction to the above-mentioned two disease will be given to farmers and herdsmen directly.

Fuhai County Jili Lake Organic Fish Industrialization Base Construction Project

Description of project：project site is in place 15km south of Fuhai County Seat and beside Provincial Highway No.318. Technique and production process to be adopted：techology to be adopted:（1）silver carp, bighead breeding technology：stipulation on breeding variety, specification and quality of fish variety for breeding, released density and allocating proportion；（2）white-speck pike breeding technology：pike fry reproduction, breeding and fish disease prevention and treatment technology. Total investment: 65.5 million yuan. Fuhai County Qibawuyi Feed and Grass Base Construction Project
Description of project：project site is located in Qiganjidie Township of Fuhai County.
Total investment: 50 million yuan. Main construction scale：construction of feed and grass base of 65773 mu，building farmland shelter forest of 4500mu；main construction contents：irrigation and discharge canals: 171.32km，seepproof canal 45.5km，canal system buildings 284 units.

Qinghe County Green Food （Beef, Mutton）Deep Processing Project
Description of project：Qinghe County has top animal breeding capacity of 614,000 heads，annual offtake animal of 210,000 heads，beef and mutton output of 6000tons. Fresh beef and mutton are in line with GB2708-81 standard through test by foodstuff quality supervision and test office under the Ministry of Agriculture. Their appearance standard is in accordance with class I standard, actual test results of indexes such as volatile, DDT, DDVP and mercury, etc all meet the requirements of class I product, for which the beef and mutton have been confirmed as green product by China Green Food Development Center. Estimated investment: 21million yuan. Project construction （production ）scale：to newly increase one automatic slaughtering and meat products deep processing production line to produce small package fresh beef and mutton as well as prepared products.

Qinghe County Cashmere and Wool Processing Project
Description of project：Qinghe County’s cashmere is mainly white and has pure color，good luster，high fiber strength and length of 3.0cm----5.0cm. The county has annual cashmere output of more than 60 tons. In addition, after Takeshiken Port is open, more than 100 tons of cashmere can be imported from Mongolia every year， making it one of the largest cashmere base in North Xinjiang. In addition, Qinghe County can annual produce wool of 400 tons，camel hair of 30 tons，and can import camel hair and wool of more than 1000 tons，offering extremely rich cashmere and wool resources. Estimated investment:16.34 million yuan. Project construction （production ）scale：cashmere processing production building 2300 sq. m，two sets of combined comber, 20 sets of cover comber，with annual production capacity of 25800--43008kg. Given cashmere yield of 55%，the project can process 40 tons of raw cashmere and produce wool-free cashmere of 22tons.

Qinghe County Quality Cashmere Goat Base Project

Main construction contents：to develop 1000 professional households of quality cashmere goat breeding，including 25 household breeding groups（core group），250-household demonstration group，725-household popularization group. Reaching production period, the project area can realize annual average sales of 44.5713 million yuan with total cost of 33.6681 million yuan， annual profit of 10.4032 million yuan，annual tax of 500,000 yuan. Profit margin on investment is 33.89%, IRR 38%，financial net present value（discount coefficient 12%）47.6627 million yuan，static investment recovery term three years，dynamic investment recovery term five years.

Qinghe County Cattle Embryo Transplanting Project

Construction scale：to construct one pure cattle breeding center，develop 400 professional demonstration households for improved variety cattle breeding, 100 demonstration households for fattening, one slaughtering and processing workshop and 10,000mu artificial feed and grass land. Reaching production period， the project can realize annual average sales income of 113.4258 million yuan with total cost of 86.6968 million yuan，annual profit of 17.1499 million yuan and annual tax of 9.5761 million yuan. The profit margin on investment is 51.7%, pre-income-tax financial IRR 38%, financial net present value（discount coefficient 12%）72.7371 million yuan, investment recovery term five years, after-income-tax financial IRR 35%，financial net present value 57.9914 million yuan and investment recovery term 5.5 years.
