1. General Situation of Geographical Position and Population
Akesu Prefecture is located at the southern foot of Tianshan Mountains，northern brink of Tarim Basin and middle of South Xinjiang. It is about 350km wide at the widest place from the south to the north, and about 510km long at the longest place from the east to the west，and covers land area of 132,000 sq.km. The prefecture has cultivated area of 5.5 million mu（not including that of Agricultural Division No.1，the same below），wasteland suitable for reclamation of more than 40 million mu，forest resources of more than 10 million mu，grassland of more than 50 million mu. Enjoying warm temperate continental climate，the prefecture has annual average temperature of 10.76℃，annual precipitation of 92.59mm and frost-free of 201days in plain area.
Akesu Prefecture administrates eight counties and one city, consisting of 83townships, 48 state-owned agricultural, forest and animal husbandry farms. Agricultural Division No.1 of XPCC, Alar City and 16 regimental farms under the division are in the prefecture. At the end of 2006 the prefecture reported total population of 2.3102 million，of Uygur population accounts for 72.9%，Han people 25.8% and other nationalities 1.3%，making it a prefecture with Uygur as main section and 36 ethnic groups living in compact community.
2. Economic Development Strategy
To implement “four development strategies” and deeply push ahead with “6122” project. “Four development strategy” means advantages resources transformation strategy，strengthening-Akesu-through-industry strategy，rejuvenating-Akesu-through-science-and-education and strengthening-Akesu-with-talents strategy and “leading city driving” strategy. “6122” project：to make efforts to build Akesu into Xinjiang’s important petroleum chemical base, coal power base, coal coking base, cotton industry base，quality fruits base centering on jujube and walnut, build Akesu’s tourism brand of “Site of Former Qiuci Kingdom, Cream of Western Region” so as to make the prefecture an important tourism destination in Xinjiang even in China. Key efforts will be made to enhance construction of two leading cities of Akesu City and Kuche County in order to make them become the east and the west regional economic radiating centers; to build “Qiuci Culture” and “Duolang Culture” two major local special brands to lift regional cultural grade.
3. Overall Situation of Economic Development
In 2006 Akesu Prefecture reported gross production of 31.735 billion yuan（including petroleum exploiting and the Agricultural Division No.1 of XPCC），and primary, secondary and tertiary industries’ structure proportion read 33.09:27.40:39.51，local fiscal income 2.072 billion yuan（of which general budget revenue 1.856 billion yuan），and fixed assets investment of 7.541 billion yuan was completed. Annual average salary of employees in-service stood at 14882 yuan，urban residents disposable income 7890yuan，farmers and herdsmen per capita net income 3385yuan. Total retail sales of consumer goods of 3.69 billion yuan completed.
4. Regional Development Characteristics
Key efforts will be made to develop “two economic rising belt”. In terms of overall layout of economic development，efforts will be made to give impetus to formation of “Ku（che）—Bai（cheng）” and “A（kesu）—Wen（su）”economic rising belt. In its east, centering on Kuche，with Ku—Bai as the trunk line，to centrally develop projects of petrochemicals, heavy chemicals, energy and electric power, etc so as to form east economic rising belt and drive development of Xinhe and Shaya counties；In the west, centering on Akesu City, with A—Wen as the trunk line，to build “A—Wen alliance and cooperative development” pattern to centrally develop projects of light industry and textile, heavy chemicals, electric power, agricultural products and byproducts processing, building materials and petrochemicals, etc, so as to form west economic rising belt and drive development of Awati, Wushi and Keping counties.

6. Introduction to Advantageous Special Resources and Important Products
（1）Petroleum, natural gas resources
At present，in territory of Akesu Prefecture proven petroleum reserves stood at 845 million tons，condensate reserves 86.1574 million tons，natural gas reserves 748.562 billion cu. m，accounting for more than 88.58% and 93% of proven petroleum and natural gas and condensate reserves in Tarim Basin respectively. “west-east-gas-pipeline”, all “one large-sized and five-med-sized” backbone gas fields are distributed in Akesu Prefecture. In Akesu Prefecture, seven natural gas tectonic have been found，forecast natural gas reserves report 1.5004 trillion cu. m. Rich oil and gas resources make Akesu Prefecture the major battlefield for Tarim oil and gas prospecting and development and main gas source place for “west-east-gas-pipeline” project.
（2）Coal resources
Akesu Prefecture boasts coal reserves of 35.87 billion tons，accounting for over 90% of proven reserves in South Xinjiang. In 2006 the prefecture produced raw coal of 4.5 million tons. It is expected that by 2007 raw coal output will reach more than seven million tons.
（3）Hydroenergy resources
Akesu Prefecture is one of the areas with the richest water resources of Xinjiang，boasting 1293 glaciers covering an area of 4098 sq. km and with water reserve of about 215.4 billion cu. m，and three major water systems of Akesu River, Weigan River and Tarim River and more than 60 big streams. The prefecture reports annual surface water runoff of 12.94 billion cu. m，total ground water reserves of 10.62 billion cu. m，dynamic reserves of 5.12 billion cu. m. More than 70% of Tarim River’s flow belongs to rush-down water from Akesu River.
（4）Mineral resources
At present 79 kinds of minerals have been found from 294 sources，46 kinds report proven reserves，17 kinds are placed on the list of minerals reserves from 30 sources. 58 kinds of important non-oil/gas minerals have been found from 137 sources，of which 32 belong to large-sized sources. Nine kinds have reserves and resources volume ranking top in Xinjiang. Proven coal resources reserves report 35.87 billion tons，gypsum 3.2 billion tons，phosphorus mine 30 million tons. Of the all metal minerals, those with certain reserves, reliable grade and available for development and utilization in short term include iron, copper, manganese, zinc, aluminum and magnesium, etc，which are characterized by wide distribution, more mine points and being suitable for scale mining and utilization. Non-metal minerals mainly include rock salt, limerock, andalusite, barite and fluorite, etc. Total Limerock minerals reserves are over 100 billion tons，rock salt mine 6000tons and surface open reserves of 20 billion tons，ranking top of China.
（5）Agriculture resources
Now the prefecture boasts cultivated land of 5.5 million mu，wasteland of more than 40 million mu suitable for cultivation，forest resources of more than 10 million mu，grassland of more than 50 million mu. Its total cotton output reports more than 10 million dan，accounting for 1/3 of Xinjiang’s total，and 1/9 of China’s total, and being the “Home of Long-staple Cotton of Xinjiang”. With total grain output of about 1.2 million tons，the prefecture is one of important grain production bases of Xinjiang. The prefecture also has amount of livestock of 6.1 million heads and forest and fruits area of about 1.9 million mu，enjoys the reputation of “Home of White Apricot of China” and “Home of Red Fuji Apple of China”，and main production area of Xinjiang’s quality special fruits such as fragrant pear, thin-skin walnut and jujube, etc.
（6）Tourism resources
Akesu, once named “Gumo”，was an important posthouse on the ancient Silk Road. The“Ancient Qiuci Kingdom” of the 36 kingdoms in western region in history was in this area. The prefecture boasts Tuomuer Peak,No.1 peak of Tianshan Mountains，mysterious Taklimakan Desert ，Tarim River, the largest inland river of China，Yadan Landforms with thousands of postures，mysterious Tianshan Mountains Canyon, a wonder in the world, Tianshan Mountains Holy Wood Garden with wonderful springs and trees, great grassland dotted with cattle and sheep, and alpine lakes against snow-capped mountains.

Description of project：China boasts a large population，making resources short relatively. And China’s energy supply fails to sufficiently meet the need of national economic development and improving people’s living standard. At the same time, China every year consumes energy equivalent to more than 600 million tons of standard coal，half of which is gained by utilizing crop straw and cutting trees，making ecological environment degraded and desertification aggravated. artificial tornado, with high wind velocity, strong power and constant wind force，can be utilized for construction of big power wind power station. artificial tornado power station needs investment similar to that needed for common wind power station，but its benefit is far higher than that of natural wind power generation and coal-burning power generation after completion and being put into production. In addition, artificial tornado power generation can provide continuous and stable big-power green energy. Development and utilization of renewable energy such as wind energy, solar energy and bio-mass energy and construction of wind force, wind energy and artificial tornado power generation project can relieve short power supply to industry and short supply of energy，reduce environmental pollution and promote dissemination and popularization of artificial tornado wind power generation technology，meaning this project has very broad prospects. Akesu 50000-ton-a-year Coal-based Active Carbon Project
Description of project：active carbon is a structurally-complicated carbon absorption material with a range of product varieties, and is widely used in decoloring and purification of glyside, medicament and grease, etc, gas separation and purification as well as various treatment, etc. In addition, after special treatment and processing, active carbon can also be used as high-efficient desulphurizer, catalyst and catalyst carrier. Acid, alkali and heat resistant, added with easy regeneration of granular active carbon after saturated absorption, active carbon is an essential carbon absorption material in modern industrial production and environmental protection. Akesu Prefecture boasts rich coal resources and complete varieties，with coal reserves of 35.87 billion tons，accounting for 90% more than of proven reserves in South Xinjiang，making the prefecture a major coal and energy base in South Xinjiang. In 2006 the prefecture produced raw coal of 4.5 million tons. It is expected that by 2007 the raw coal output can reach more than seven million tons，preparing sufficient quality coal as raw materials and abundant raw materials for production of coal-based active carbon. Akesu 100,000-a-year Methanol Protein Project
Description of project：methanol protein is a single cell protein（SCP for short） produced with methanol as martrix，called the second-generation one-cell protein, and a somatic protein by microbe fermentation, reproduction and production on methanol nutrition. With very high nutritive value，it is an ideal nutritious additive for animal and poultry feed. Akesu Prefecture is very rich in natural gas resources, and has great potential for development of petrochemical industry. At present in the prefecture proven petroleum reserves have reached 845 million tons，condensate reserves 86.1574 million tons，natural gas reserves 748562 million cu. m，forecast petroleum geological reserves 79.427 million tons and natural gas 100.16 billion cu. m. Rich oil and gas resources provide this project with raw materials guarantee. Construction scale and contents：to construct a production ling with capacity to annually produce methanol of 100,000 tons，which needs raw materials for methanol of 150,000 tons, consisting of one set of methanol protein production device, matching two sets of methanol production device and others auxiliary equipment （facilities）and public utilities. Akesu 500,000-ton-a-year Coal-water Slurry Project
Description of project：coal-water slurry is a slurry fuel produced by mixing coal, water and chemical additive. It has liquidity as oil, can be pumped, atomized and ignited for burning. Its heat productivity is as half as oil and substitute for oil (gas) as fuel for industrial boiler, power station boiler, industrial kiln and furnace. coal-water slurry as a fuel is characterized by low operation cost and less pollution to environment，making it a most practicable clean fuel suitable for national situations of China. National “11th Five-Year Plan” for Saving and Substituting for Fuel Oil has clearly stipulated that “taking coal-water slurry technology to substitute for fuel oil” will be the development direction in the future. coal-water slurry as a fuel substituting for oil has the same market as fuel. China’s annual market demand for coal-water slurry is more than 100 million tons，meaning total output value of slurry making sector can be more than 40 billion yuan. With rich coal resources，Akesu Prefecture is one of major coal and energy bases in South Xinjiang. The prefecture reports coal reserves of 35.87 billion tons， accounting for more than 90% of proven reserves in South Xinjiang. Now the prefecture has capacity to annually produce raw coal of 4.5 million tons and will realize raw coal output of more than seven million tons in 2007. This project is in accordance with relevant national industrial policy and with very broad development prospects. Construction scale：it is planned to construct one 500,000-ton-a-year coal-water slurry production line with production scale enough for interrupted operation of 40 sets of 20T/h boiler, or for continuous operation of 100 sets of 4T/h boiler. Description of project：humic compound fertilizer is a new variety of organic compound fertilizer processed and produced by utilizing weathered coal humic acid and chemical fertilizer through modern production process. It contains multiple nutritious elements with stable, even, enough and proper organic combination formation for absorption and utilization. It fundamentally overcomes bad property such as being sharp, fierce, short and easy to burn crops, etc，can meet different soils and crops demand for different nutrition, increase soil activity and improve soil. According to survey report of Xinjiang Geological and Minerals Administration, Akesu Prefecture boasts 500 million tons of open weathered coal resources，with weathered coal humic acid content of 50%—70%，and humic acid section reserves of 6.89 million tons，a top raw material for production of humic acid fertilizer. Implementation of this project can both relieve the short supply of chemical fertilizer for agricultural use, and make high value of rich weathered coal and waste gangue resources in Akesu Prefecture, realize localization of raw materials, production and sales， cut down agricultural production cost, improve soil structure and increase agricultural output value，boasting remarkable economic benefit and social benefit. Akesu 100,000-ton-a-year Adipic Acid Project
Description of project：adipic acid is a white crystal and has a smell of burned bone，slightly soluble in water, and easily soluble in most organic solvents such as alcohol and ether, etc. It is an important fatty binary acid and can have condensation reaction with compound of multifunctional group，for example, adipic acid. Industrially condensation reaction of adipic acid and hexamethylenediamine is utilized to produce nylon 66 salt（AH salt for short），which will have further polycondensation to get nylon 66 resin. In addition，adipic acid can also react with alcohols to produce adipate, serve as plasticizer, synthetic lubricant and polyester polyol, etc. Now the world boasts adipic acid production capacity of 2.662 million tons and output of 2.085 million tons per year, and China’s adipic acid production capacity is 400,000 tons per year. At present in domestic and foreign markets adipic acid is in short supply, and supply is far behind market demand, meaning broad project prospects. This project plans production device scale of 100,000 tons a year，with byproduct of hexamethylene of 17700tons. Total investment: 1.06396 billion yuan.

Akesu 800,000-ton-a-year Methanol Project
Description of project：methanol is one of important basic chemical raw materials. Of the chemical products in the world, output of methanol is just next to ethylene, propylene and benzene，ranking the fourth. It is widely used in chemical productions for organic intermediate, medicine, pesticide, dyestuff, coating, plastic, synthetic fiber and synthetic rubber, etc, and as solvent and industrial and civil fuel, etc. At present hundreds of methanol products are used in chemical production，its main derivatives include formaldehyde, acetic acid, methylamine, dimethyl ether, methyl formate, dimethyl sulfate, DMT, chloromethanes and synthetic fuel, etc. With increasing methanol consumption, it is expected that by 2010 or so China’s demand for methanol will reach 7.3 million tons. This project is planned to mainly match production of methanol downstream products such as dimethyl ether and acetic acid, etc to product chemical fine methanol. Akesu Prefecture is very rich in natural gas resources and has great potential for development of petrochemical industry. The prefecture now boasts proven petroleum reserves of 845 million tons，condensate reserves of 86.1574 million tons，natural gas reserves of 748.562 billion cu. m, accounting for more than 88.58% and 93% of proven petroleum and natural gas and condensate reserves in Tarim Basin respectively. Forecast natural gas reserves in the prefecture are 1.5004 trillion cu. m. Rich oil and gas resources prepare raw materials guarantees for implementation of this project. Construction contents：with natural gas as raw material to produce methanol product by adopting pure oxygen two-section gasification conversion process for making gas and low-pressure synthesis technology，combined with three-column distillation technology， on the basis of construction of 800,000-ton-a-year methanol production device. Total investment: 1.08000 billion yuan.

Akesu 450,000-ton-a-year Formaldehyde Project
Description of project：formaldehyde is an important organic chemical raw material and one of basic carbon chemicals. It is chemically active and easy to polymerize，making it an important intermediate in chemical synthesis. Formaldehyde is mainly used for making various synthetic materials and chemical products such as thermal polymerization ureaformaldehyde, phenol aldehyde and melamine formaldehyde resin, melamine formaldehyde resin, polyformaldehyde and vinylon，and is widely used in multiple fields of adhesive, coating, resin plastic, explosive, dyestuff and medicine and pesticide, etc，of which adhesive is the top consumer of formaldehyde. Globally 60% of formaldehyde resin is used in adhesive for timber industry. Akesu Prefecture is very rich in natural gas resources and now boasts proven petroleum reserves of 845 million tons，condensate reserves of 86.1574 million tons，natural gas reserves of 748.562 billion cu. m, accounting for more than 88.58% and 93% of proven petroleum and natural gas and condensate reserves in Tarim Basin respectively. “One-big-and-five-small”gas fields for“west-east-gas-pipeline” are all in the prefecture. And in this area seven natural gas tectonics have been found with forecast natural gas reserves of 1.5004 trillion cu. m，offering great potentials for development of petrochemical industry. In order to give full play to the resources advantages with very broad prospects for development， it is planned to develop a 450,000-ton-a-year formaldehyde project. Construction scale and contents：planned production scale: to construct a 450,000-ton-a-year （given 37% of formaldehyde） project with capacity of 441,200 tons. Formaldehyde produced is mainly for matching simultaneously-planned polyformaldehyde, para-formaldehyde and ureaformaldehyde resin projects. Product plan: 55% high concentration formaldehyde. Total investment：247.01 million yuan

Description of project：polypropylene is an important synthetic material and a basic raw material for organic chemical industry. It is characterized by light mass, heat resistant, electrical insulation and good chemical stability and easy processing, etc, and is widely used in production of injection-molded products （such as automobile parts and medical equipment, etc）and as raw material for synthetic polypropylene fiber, etc. At present domestic polypropylene production capacity can only meet 60% of the demand, making great market gap to be filled by import. Akesu Prefecture is very rich in natural gas resources and now boasts proven petroleum reserves of 845 million tons，condensate reserves of 86.1574 million tons，natural gas reserves of 748.562 billion cu. m, accounting for more than 88.58% and 93% of proven petroleum and natural gas and condensate reserves in Tarim Basin respectively. And in this area seven natural gas tectonics have been found with forecast natural gas reserves of 1.5004 trillion cu. m，offering great potentials for development of petrochemical industry. Construction scale and contents：production capacity: 150,000 tons/year . Product plan：to mainly produce high property material for three products of injection-molded, film and polypropylene fiber, etc，and acrylic monomer of 26,000 tons /year at the same time. Total investment：105 million yuan，of which：500 million yuan for 100,000-ton-a-year propylene dehydrogenation production device，450 million yuan for 70,000-ton-a-year polypropylene production device，and 55 million yuan for public utilities.

Akesu 200,000-sq. m White Marble Slab Production Line Construction Project

Description of project：in modern architecture，marble and granite are most popular construction decoration materials，even have become one of marks of luxurious degree of buildings. Akesu Prefecture is rich in stone resources, with dolomite mine’s geological reserves of 4.28 billion tons，and granite stone, represented by “Tianshan Lanbao (sapphire)”, one of most famous stone brands of Xinjiang, enjoying high reputation domestically and internationally. Besides boasting quality granite resources, Akesu Prefecture is also very rich in marble resources and with good quality. Most of the marble products have noble colors such as grey, white and grey-black, etc，very popular in market. Xinjiang Guanghui Stone Co., Ltd began to mine the stone in 2000 with annual mining rough stone block of 3000cu. m. Slab processed with this stone, named “Tianshan Lanbao (sapphire)，is very poplar in market. At present，the slab has been sold to Taiwan, Guangdong, Jiangsu and Xiamen, etc, falling short of demand. In order to give full play to the resources advantages，it is planned to construct a 200,000-sq. m white marble slab processing factory，and the project has broad market prospects.
