Brief Introduction to Bortala Mongolia Autonomous Prefecture

一、
1. General Situation of Geographical Position and Population
Bortala Mongolia Autonomous Prefecture (hereinafter referred to as Bo-prefecture) is located at the hinterland of Eurasian Continent，southwest brink of Zhungar Basin, 315km long from the east to the west and 125km wide from the south to the north， covering an area of 27,000 sq. km， of which cultivated area is 119,900 ha., grassland area 1.6242 million ha., forest land area 175,600 ha.. Under its jurisdiction there are Bole City, Jinghe County, Wenquan County, Alashankou Port Administration Zone and Salim Lake Scenic Spot Administration Committee as well as 11 regimental farms under the Agricultural Division No.5 of Xinjiang Production and Construction Corps (XPCC). The prefecture’s government is located at Bole City. Bo-prefecture neighbors Tacheng Prefecture in the east, Yili Prefecture in the south and Republic of Kazakhstan in the northwest. The border line is 385km long. In the prefecture live 38 ethnic groups, including Mongol, Han, Uygur, Kazak and Hui, etc. At the end of 2006 the prefecture reported total population of 464,500.
Bo-prefecture is located at the inland area and enjoys typical temperate belt continental climate characterized by long sunshine time, big temperature difference between day and night，extremely highest temperature of 44℃,extremely lowest temperature of -36℃，annual average temperature of 3.7℃—7.4℃ and frost-free period of 153—195days. Bo-prefecture, with landforms rising gradually from the east to the west，is suitable for growth of multiple crops such as cotton, Chinese wolf berries, wheat, maize, rice, oil-use sunflower, licorice, ephedra, tobacco, beet, grape and many fruits and melons.

2. Development thought during the“11th Five-Year Plan”Period
To stick to the“Top Priority”，implement“Three Big Strategies” and realize“Three Breakthroughs”，so as to lift the Autonomous Prefecture’s economic and social development level. Namely sticking to giving top priority to development；three big strategies: advantageous resources transformation, rejuvenating Bo-prefecture through science and education and strengthening the prefecture through talents and sustainable development, with view to making breakthrough in aspects of new–type industrialization, agro-industrialization and export-oriented economic development.

3. Overall Situation of Economic Development
Bo-prefecture’ economy, with agriculture and animal husbandry as the main player, has preliminarily formed leading industries of cotton, beet, grain and oil, Chinese wolf berries, animals and poultry and cold water fish, etc. Its industrial system also mainly relies on agricultural products and byproducts resources，forming the processing industrial system of cotton spinning, sugar making（beet sugar）, brewing, pharmacy, grain and oil processing, building materials, salt chemicals, Chinese wolf berries and bittern-worm deep processing, export of timber, leather and scrape and used metals, etc. In 2006 Bo-prefecture local gross production stood at 5.01 billion yuan，local fiscal revenue 413 million yuan and completed fixed assets investment of 1.386 billion yuan.

4. Industries under Key Support Program
Relying on two main fields of Alashankou Port’s import and export processing industry and advantages resources transformation processing industry，key efforts will be made to develop nine major industries of petroleum processing and natural gas chemicals, smelting and metal processing, agricultural products and byproducts processing, minerals development, salt chemicals and other chemicals, cotton textile processing, building materials processing, timber processing, leather and fur processing, etc. A series of policy in terms of talent and funds will be formulated in order to intensify supports to new industrialization construction.

5. Regional development advantages
（1）Geographical advantages
Bo-prefecture, as the No. 1 gateway in West China，is a link for West China to go west and exchange with the east. Exchanging with the east, there are inland provinces for economic cooperation; going west, it is broad Central Asian and European markets, two markets of domestic and foreign ones, two kinds of resources and railway, highway and pipeline petroleum transportation for energy in“3-in-1”manner, and meeting of strategic resources passage in Alashankou，injecting new energy for Bo-prefecture economy to take off.
With completion and operation of Sino-Kazakhstan oil pipeline，Alashankou Port has become an important hub and platform for Xinjiang even the whole China to open up to Central Asia and Europe through land. Since offering provisional railway cargo transport in 1991，Alashankou Port has reported cargo handling volume increase of 25% or so on average year on year，which accounts for more than 90％ of the total of Xinjiang’s 16 ports. Of the land ports of China, Alashankou Port is only next to Manchuli Port，and has ranked No.2 of China’s land ports for 11 consecutive years，making remarkable contributions to China. Now Alashankou Customs has completed H986 customs clearance test project，constructed the largest public bonded warehouse in Xinjiang and constantly perfected“general customs clearance”coordination system. The port’s economy continuously maintains the leap-forward development momentum and has become the “locomotive” leading Bo-prefecture’s economic growth and the Autonomous Region’s foreign economic and trading growth. With smooth Alashankou— Duostek Port, Kazakhstan highway transport route, completion and operation of Sino-Kazakhstan oil pipeline，the port’s strategic position as land passage for energy resources safety keeps rising，and cargo handling volume through the port constantly increases. In 2006 Alashankou Port registered full-year cargo handling volume of 14.627 million tons（of which accumulated 1.386 million tons of crude oil was imported through Sino-Kazakhstan oil pipeline），up 30.6%；import and export totaled USD 4.5 billion，up 12.6%；tariff paid to higher authority and import value-added tax reported 3.25 billion yuan, accounting for 90%, 48% and 91% of Xinjiang’ total respectively. Bo-prefecture’s enterprises completed import and export volume of USD 1.596 billion，accounting for 17% of Xinjiang’s total foreign trade volume.

（2）Resources advantages
A. Forest resources
Bo-prefecture’s forest resources consists of natural forest and artificial forest，of which natural forest covers an area of 175,600 ha., artificial forest reserve area is 8000ha. Of the natural forest resources, mountainous region forest distributes centrally and has big value for utilization. The entire prefecture has total stock volume of forest in mountainous region of 8.195 million cu. m，of which forest stock volume 6.928 million cu.m，sparse forest and scattered forest stock volume 1.267 million cu. m. The Autonomous Prefecture is rich in tree variety resources，consisting of tree of 17 families, 49 genera, 108 species, bush and semi-bush of 16 families, 27 genera, 135 species.
B. Bio-resources
Bo-prefecture is rich in wild animals resources，including 100 kinds of wild animals. It is preliminarily verified that rare wild animals are from three classes, 10 orders, 17 families and 39 species. Of which nine belong to national protected animals class I （mainly including sable, snow leopard, Capra ibex, golden eagle, imperial eagle, pallas, bearded vuiture, beaver, Great Bustard, etc），27 animals under class II protection（main brown bear, stone marten, snow hare, alpine snow cock, red deer, great swan, little swan and Xinjiang salamander, etc）；and two are the Autonomous Region protected animals class I（red fox and white ferret）， one is under protection class II （Least weasel）.
　　 C．Mineral resources
Bo-prefecture boasts multiple metallogenetic geological conditions. Now 39 kinds of mineral and more than 140 deposits and mine points have been found. Of which salt and mirabilite resources are rich，being advantageous minerals.　

Building-material minerals mainly include limestone, gypsum, pearlite, marble and granite, etc in more than 20 places. Total limestone reserves are 5.75 million tons，gypsum reserves more than 30,000 tons，pearlite reserves 10 million tons，marble annual output up to 4300tons，total granite reserves 5.83 million cu.m. In addition, clay mine, asbestos and graphite mineralization points are relative rich.
Chemical minerals mainly include four kinds such as salt, mirabilite and phosphorus, etc. Salt and mirabilite are mainly distributed around Aibi Lake in Jinghe County. In 1976，Qinghai Lake Institute under Chinese Academy of Sciences estimated that Aibi Lake salt mine has edible salt reserves of 125 million tons，potash salt two million tons ，mirabilite 97million tons，magnesium sulphate107 million tons，boron 60,000 tons，bromine 20,000 tons，inodine four million tons. Phosphorus mine is distributed in southwest of Jinghe County，six sites found while four sites proven，with total reserves of 12.98 million tons.
Metal minerals mainly include iron mine, copper mine, lead zinc, molybdenum mine, etc with 56 deposits. Iron mine is found in nine places while three proven，with reserves of 337,000 tons. Copper mine in six places，with reserves of 1.566 million tons. Lead zinc mine in five places，estimate lead reserves 3398tons，zinc reserves 1625tons. Molybdenum mine in six places，with reserves of 10256 tons. tungsten, tin mines in eight places，with reserves of 5626.5 tons. In addition, gold mine is founded in three places，but reserves need to be proven further.
D. Tourism resources
Bortala means “green grassland”in Mongolian. In history it was an important passage on northern route of Silk Road，and reputed as“Holy Land Beyond the World”. Unique geographical environment and long history make Bo-prefecture’s special tourism resources. According to resources classification in Specifications on General Survey of China’s Tourism Resources，Bo-prefecture at least boasts 19 kinds of the 68 basic types of China’s tourism resources. The tourism resources here are characterized by complete varieties and special features. The famous natural scenic spots include Salim Lake combining high mountains, lake and grassland as a whole; state-level white sacsaoul natural reserve with the largest area in Asia and the Autonomous Region-level Aibi Lake wetland natural reserve, Xinjiang northern salamander natural reserve and Xiaerxili natural reserve. Particularly Xinjiang northern salamander, “living fossil” older than dinosaur and solely in the world, wrigglers；wonderful, world-rare mountain stone landscape——jagged-rock valley ，zigzagged Hariturege River Valley；Aerxiati Spa with reputation of Fairyland Spring, Heaven Spring and Holy Spring, Etuokesair Spa and Bogedar Spa ，having magic curative effect on arthritis and skin diseases, etc. Bogedar Spa is a recuperation resort famous around Xinjiang；human tourism resources include widely-distributed relics of ancient cities, rock drawing groups, ancient tomb groups and unearthed cultural relics； yearly“Nadam”Grassland Festival, one of Xinjiang’s three big tourism festivals, combining cultural and sports activities as well as ethnic custom as a whole. Urumqi —Alashankou —jagged-rock valley —Spa —Salim Lake three-day tour has been placed on Xinjiang’s“five-prefecture three routes” overall tourism plan. Tourism resources that can be further developed include original ecological tour, desert exploration, sand therapy and alpine skiing, etc.
6. Introduction to Important Products
（1）Cotton
Bo-prefecture’s cotton gains great grace of domestic and foreign business people with its high whiteness, high elasticity and low sugar content, etc. In the prefecture the planting area steadily stand at 700,000 mu or so per year，and total yield up to 1.5 million dan，making it an important quality cotton export base of Xinjiang. In 2006 the prefecture reported 129kg of cotton output per mu，and Bole City and Jinghe County joined the family of one-million-dan counties，realizing historically leap-forward development in cotton production .

（2）Chinese wolf berries
Through tens-year development, Bo-prefecture Jinghe County has ranked top in China in terms of Chinese wolf berries planting scale, quality, total output and export. Tuoli Township of the county as major production area of the berries has been called “Home of Chinese Wolf Berries of China”. Jinghe’s Chinese wolf berries also won origin certificate trademark by the State Administration of Industry and Commerce. With completion of Chinese wolf berries wholesale and transaction market and gradual development of deep processing industry with Chinese wolf berries as raw material，Chinese wolf berries industry will become bigger and stronger quickly.
（3）Fine wool sheep
Bo-prefecture is also Xinjiang’s important fine-wool sheep production base. The entire prefecture now boasts fine-wool sheep of 510,000 heads，annual fine wool output of 2380tons. With Xinjiang “Sapale”brand，Bo-prefecture’s fine wool sells well in Nanjing auction market every year.
（4）Cold water fish
Since 1998，Bo-prefecture has introduced nearly 30 million high-protein salmon and deep-eye white salmon eggs from Russia for six consecutive years and incubated fry of 14 million, successfully breeding them in Salim Lake, with annual commercial fish output of 300—500 tons，being the first in China to introduce and breed alpine cold water fish. In order to solve the problem of fish self reproduction，the prefecture established cold water fish breeding base，which was named “National Demonstration and Popularization Base for Introduced Foreign Intellectual Results”. Salim Lake has become the largest cold water fish breeding and introduction base and organic food production base in China.
（5）Agricultural products and byproducts processing industry
Bo-prefecture is rich in special agricultural products and byproducts resources and ecological environment to produce green agricultural products. Utilizing hi-tech to lift and improve traditional industry，and develop pollution-free green food has great market potentials. During the“11th Five-Year Plan”，we will greatly introduce a batch of leading enterprises to strive to make agricultural products and byproducts processing industry bigger and stronger by sticking to market orientation, relying on six big agricultural industries, being based on existing enterprises，and following the principle of company + farmer professional household cooperation organization + farmer household and integration of trade, industry and agriculture, science, industry and trade，through policy and funds guideline and technical support. Overall requirements：to make scale larger, chain longer, brand more popular and added value higher to realize win-win of enterprises and farmer household.
（6）Tourism
Bo-prefecture, relying on the“golden brand” of the state-level and the Autonomous Region-level scenic spot and natural reserves, etc，further intensifying propaganda promotion and introduction of tourism scenic spots and input in infrastructure construction, and actively conducting comprehensive consolidation of scenic spots，has made tourism rising gradually. Bole City’s project striving for status of China’s Excellent Tourism City has passed acceptance by relevant national authority and been granted certificate，Bortala ecological tourism scenic spot has been appraised as national AAA-level scenic spot and winter snow tour has been launched. In 2006 the prefecture received domestic and tourists of 544,000 person/times, and realized tourism income of 80.36 million yuan.

LPG Separating and Processing Project
Description of project：polypropylene resin is widely used in sectors of packing, chemical fiber, light industry, construction, automobile and consumer products, etc, and a variety meeting the quickest demand growth of the five major universal thmeralplastic plastics. In recent years，domestic demand for polypropylene grew faster，making great market gap. MTBE is a chemical product developing fastest in recent 20 years，and mainly used as gasoline additive to increase gasoline oxygen content, promote clean combustion and reduce pollution from harmful gas emission. Alashankou Lead Zinc Ore Processing Project

Jinghe County Pollution-free Chinese Wolf Berries Series
Products Deep Processing
Description of project：Chinese wolf berries seed is very rich in nutritional ingredient. 100g Chinese wolf berries contain 4.49g coarse protein，2.33g coarse fat，9.12g carbonhydrate，96mg carotenoid ，0.053mg thiamime，0.137mg riboflavin，19.8mg ascorbic acid，0.26mg beet alkali, rich elements of potassium, sodium, magnesium, iron, manganese, and zinc, etc，and 22 amino acids and multiple vitamins. The effective component is Chinese wolf berries polysaccharide, which has functions of immunity adjustment, reducing blood sugar and blood fat, delaying decrepitude and anti-fatigue, etc. Chinese wolf berries seed is rich in linoleic acid, oleic acid, vitamin E and carotene, etc，with functions to reduce blood vessel cholesterol，prevent atherosclerosis，enhance eyesight，prevent glaucoma，whiten, moisten and protect skin and reduce pigment, etc. Jinghe County is one of the largest Chinese wolf berries production bases in China, with Chinese wolf berries planting area up to 60,000 mu，commodity volume accounting for more than 1/5 of the total in domestic market，export for about 1/3 of China’s total export and annual output of quality dried Chinese wolf berries of 8000tons. Main products include organic Chinese wolf berries beverages, Chinese wolf berries leaf tea, Chinese wolf berries healthcare wine, Chinese wolf berries honey and Chinese wolf berries pollen, etc. The county has also developed projects for organic Chinese wolf berries haematochrome, Chinese wolf berries oil and Chinese wolf berries cosmetics, fresh Chinese wolf berries juice and fresh-keeping products. Alashankou Bonded Warehouse Logistics and Distribution Cooperation Project
Description of project：with implementation of national development strategy of“connecting the east to go west”，Alashankou Port’s cargo handling volume keeps increasing greatly year after year, port trade economy witnesses quick growth，making port’s capacity of goods storage, transport and reloading not meet the needs. In order to fully solve the problem, it is needed to construct a bonded warehouse，including special quasi-rail or wide-gauge-rail line and goods yard, renew equipment, and construct administration center comprehensive office building, facilities for electromechanical equipment, communications and commanding system, goods transaction hall, logistics and transport facilities, bonded factory and international cargo agency, etc. Construction site is located at Alashankou Port. Description of project：Salim Lake Scenic Spot is located in Bortala Mongolia Autonomous Prefecture, with lake surface altitude of 2073m，deepest point of 92m，water transparency of 10—12m，lake water area of 458sq. km and total area of 1300sq. km. It is planned to take scientific planning as basis to construct skiing course, skating rink, ice yacht, ice fishing and snow motorcycle, etc. Planned investment: 27 million yuan，joint venture wanted；（4）Salim Lake Scenic Spot power transmission and transformation project. In order to guarantee all construction works in Salim Lake Scenic Spot and meet demand of tourists，it is needed to introduce external power supply （100km 35KV power line, one power transmission and transformation substation）or solar energy, wind energy and diesel power generator to generate electricity in order to make electric power meet the need of total load of 3700KW. According to overall plan of the scenic spot，it is planned to construct two swan watching points, Xihai (West Sea) grassland flowers and plants view-enjoying platform, ancient Wusun tombs watching platform, rim-lake nine view-watching platforms, wooden walkways. It is planned to construct one three-star or four-star tourism hotel（with about 400 beds）and auxiliary facilities.
