Brief Introduction to Ba-Prefecture

1. General Situation of Geographical Position and Population
Bayinguoleng Mongolia Autonomous Prefecture is also named Ba-Prefecture for short. “Bayinguoleng ” means “fertile basin” in Mongolian. Ba-Prefecture is located at the southeast of Xinjiang Uygur Autonomous Region，more than 800km long from the east to the west and the south to the north respectively. Its administrative area is 471526 sq. km，accounting 1/4 of Xinjiang’s total area， making it the largest prefecture-level administrative area in terms of area. Ba-Prefecture administrates Korla City, Luntai County, Yuli County, Ruoqiang County, Qiemo County, Yanqi County, Hejing County, Heshuo County an Bohu County, totaling eight counties and one city consisting of 62 townships, 23 towns, five subdistrict office and one administrative area. Prefecture capital city is Korla, which enjoys titles of state-level hygiene city, China Excellent Tourism City, National Model City of Environmental Protection and China Glamour City. At the end of 2006，the prefecture reported total population of 1.1894 million，including population of minority ethnic groups of 501,800，accounting for 42.2％ of the prefecture’s total.
Ba-Prefecture med- and warm temperate continental climate with annual surface water runoff of 10.6 billion cu. m frost-free of 208days ，sunshine time of 2822hours /year, very suitable for growth of multiple agricultural crops such as grain, cotton, industry tomato, fruits and melons, etc，good conditions for development of modern scale agriculture and deep processing of special agricultural product.
2.Economic Development Strategy
During the“11th Five-Year Plan”，Ba-Prefecture will follow the three major targets of “large prefecture to make powerful, fertile and beautiful, peaceful and harmonious prefecture” put forward by the 8th Representative Conference of the Party Committee of Ba-Prefecture to implement “20-word”strategy in an all-round way so as to form the strategic frame of “Korla-Yuli integrate, three counties four sections, enriching Qiemo and Ruoqiang through mineral industry and proper Bohu and Heshuo through special industries”, greatly develop special economy，actively culture and expands five pillar industries of petrochemical industry, special mineral industry, electric power, special agricultural product processing and special tourism，quicken the pace of enriching people and strengthening the prefecture；stick to take the road of new-type industrialization，make efforts to push ahead with new-type industrialization, agricultural industrialization and urbanization. To reach the target, the first is to make petroleum petrochemical industry bigger and stronger by fully supporting PetroChina and Sinopec to enhance oil and gas prospecting and development in the prefecture, rely on two petrochemical industrial park in Korla and Luntai，take natural gas comprehensive utilization and heavy oil processing as the key, encourage solid enterprises and social funds to participate in development of petroleum and petrochemical downstream products so as to build the leading power of South Xinjiang petrochemical industry. The second is to quicken development and utilization of advantageous mineral resources, make efforts to build the largest potassium sulfate production base in the world, Xinjiang’s fine chemical base, green agricultural products and byproducts fine deep processing base and non-metal material processing base and South Xinjiang iron steel production base. The third is to make special product processing industry better and deeper, enlarge planting scale of special forest and fruits with competitive advantages such as fragrant pear, jujube, apricot and grape to build the Autonomous Region’s rim-Tarim Basin special forest and fruits production and processing base, namely the “leading power”. The fourth is to greatly develop cotton series processing industry，properly extend three industrials chains of ginning, textiles, dyeing, ready-made garment； linters, linter pulp, filament product；refined cotton seed oil, feed protein and edible protein，complete construction of the Autonomous Region’s important series processing base. The fifth is to actively develop green energy, properly develop hydropower in Kaidu River Basin and encourage development of coal, power and smelting integration and heat-power joint production project and construct the Autonomous Region’s important supporting power supply and green energy base.

3. Overall Situation of Economic Development
In 2006 Ba-Prefecture realized gross production of 40.98 billion yuan，agriculture, forest, animal husbandry and fishery’s total output value of 10.029 billion yuan，local fiscal income of 1.693 billion yuan，farmers and herdsmen per capita net income 46.57 yuan，year-end deposits balance with all financial institutes of 28.652 billion yuan.
4. Introduction to Advantageous Special Resources and Important Products
（1）Petroleum natural gas ：Ba-Prefecture is the major battlefield of Tarim oil battle，and 2/3 of Tarim Basin area is in Ba-Prefecture. PetroChina Tarim Oil Field Company has in Tarim Basin proven 38 oil- and gas-bearing tectonics, 14 oil fields and 14 gas fields in total，forming Lunnan, Donghe, Tazhong and Hade four oil field groups and Kuche -- Tabei, Bach--Taxinan and Tadong three natural gas enriched areas，proven petroleum reserves of 400 million tons, natural gas geological reserves of 65.79 billion cu. m，controlled natural gas geological reserves of 250.204 billion，forecast natural gas geological reserves of 475.136 billion，class-III reserves up to 1.38 trillion cu. m ，which can guarantee annual gas transmission of 18 billion cu. m and realize stable production for more than 30 years. At present，Tarim has been established into the No.5 oil and gas field in land of China，and become China’s important strategic petroleum base.
（2）Mineral resources：Ba-Prefecture has many mineral resources deposits. By far 54 kinds of minerals have been found, including Roseite, asbestos, potash salt, gold, jade, coal, granite, andalusite, manganese, magnesite and mirabilite, of which Roseitereserves stand at 101.61 million tons, accounting for 92% of China’s total；asbestos reserves 63.34 million tons，accounting for 30% of China’s total. Preliminary prospecting shows than Lop Nor is super-large-sized potash salt mine with reserves of 290 million tons，accounting for 54.4% the total proven reserves of China. In the potash salt mine potassium sulfate content is 1.55—1.72%，meaning economic value more than 500 billion yuan. Ba-Prefecture boasts nationwide largest andalusite mine—Yanqi Huolagou andalusite mine with prospective reserves（class C+D minerals）of 231 million tons，ranking first in the world. The mine field is characterized by easy prospecting, high grade，big reserves and low impurity, etc, with very broad development prospects.
（3）Coal resources ：Ba-Prefecture is rich in coal resources, with accumulated proven and forecast geological reserves of 1.074 billion tons.
（4）Korla fragrant pear：Korla fragrant pear is characterized by color pleasing the eyes, thin skin and crisp meat, more juice, less residue, being fragrant, sweet and tasteful, rich nutrition, storage and transport resistance and sugar content over 9.75%. It can be used not only for fresh eating, but also for making pear wine and pear paste, etc， and has medical role of “moistening lung, making heart ease, reducing inflammation, and relieving sore and liquor heat”. In Han and Tang Dynasties, the pear was introduced to India through “Silk Road” and was reputed as prince of fruits. From 1950 Korla fragrant pear has won champion for many times in national fruits appraisal. Since 1987 when it began to be marketed in international market, it has been selling well. “Korla Fragrant Pear” geographical mark has been appraised as China famous trademark by the State Administration of Industry and Commerce, making it the third geographical mark appraised as famous trademark of China after Jiangxi Jingdezhen porcelain and Fujian Anxi Tieguanyin tea. “Korla Fragrant Pear”geographical logo consists of pattern like peacocl fanning its tail and Korla Fragrant Pear five Chinese characters. In 2006 fragrant pear fruiting area reached 200,000 mu and output 168,600 tons，and the fruit was approved to enter US market.
（5）Bluish dogbane：is mainly distributed on Banks of Tarim River and Kongque (Peacock) River, covering an area of about eight million mu. It has common name of wild hemp，or “oleander hemp”, “tea flower hemp” and“tea plant”, etc. It is so named as it grows around Lop Nur people villages, Lop Nor in the prefecture. Bluish dogbane has many important functions in all its parts，its stalk can be used as paper-making raw material, leave and flower as tea，the emulsion liquid contained in can be used to extract rubber and bluish dogbane skin is a good fiber raw material, rot resistant，and can be used for making high-grade shells，net thread，leather thread，raincoat and high-grade paper, etc. Bluish dogbane fiber is finer than sesame，single fiber absolute strength is 56 times of cotton，fiber content is higher than common hemp，and can be used to spin 60s pure fine yarn and 160s blended fine yarn，and weave high-grade shells such as gabardine and valitine， etc. Bluish dogbane also has very high medicinal value, slightly cold, bitter，can reduce fever，calm the liver, dispel wind and cure headache, dizziness and anhypnia, etc . Its leaf contain apocynein，with function of enhancing heart. After being made into bluish dogbane tea，bluish dogbane tablet and bluish dogbane cigarette, etc, it can treat high blood pressurec, etc, having good medicinal value.
（6）Korla Economic & Technological Development Zone：Korla Economic & Technological Development Zone（hereinafter referred to as“Development Zone”）was established on July 21, 2000 through approval by the People’s Government of Xinjiang Uygur Autonomous Region，and enjoys preferential policies for provincial economic & technological development zone. Phase II project has planned area of 80sq. km，and Phase II 60sq. km，so as to finally form a 140sq. km “professionally integrated, investment centralized, intensive resources and benefit gathered” modern comprehensive development zone centering on natural gas chemicals and combining textiles, machinery manufacturing, new-type building materials, minerals fine and deep processing, special forest and fruits industry and bio-medicine healthcare. The prefecture will put forth effort to construct petrochemical industrial park, cotton spinning industrial park, high energy-consuming industrial park and agricultural products processing park，and form four industrial groups of petroleum, petrochemical and natural gas，textile industry，high energy-consuming industry and agricultural product processing industry, etc. The development zone has advantageous position conditions： it extends north to South Xinjiang railway, south to Xilir Reservoir, neighbors Xinfei Airport on the west and stands along the foot of Huola Mountains. At present，Korla Economic & Technological Development Zone’s infrastructure is basically completed, ecological environment good and comprehensive pipelines are laid in place，making it well equipped with meet the needs for various projects to station at the zone.
（7）Special agriculture：Ba-Prefecture is very rich in water, land, light and heat resources，boasts unique regional advantages for developing special agriculture. Special agriculture has become the key player in agricultural production，and plays important role in prospering rural economy and increasing farmers income. At present a development pattern of regional layout, scale production, industrialized operation and quality product has been formed. The prefecture boasts annual special agriculture planting area of 600,000 mu，annual total output of more than 1.6 million tons and annual output value up to one billion yuan，accounting for 30% of total agricultural output. The special agriculture in the prefecture consists of red pepper, processing-use tomato, vegetables, beet, watermelon and sweet melon, Dagua Melon, fennel, white melon seeds, marigold flower, aromatic herb, Chinese medicinal materials, strawberry, hops and equipment agriculture, etc.
（8）Forest and fruits industry：Ba-Prefecture has basically formed the forest and fruits industry development pattern with fragrant pear mainly planted in Korla City, Yuli County and Luntai County, grape mainly in four northern counties, apricot mainly in Luntai County and jujube mainly in Qiemo and Ruoqiang Counties. The prefecture has preliminarily formed the four special forest and fruits industry development pattern，and various economic forests have entered fruiting period in succession. Preliminary statistics shows that orchards in counties and cities of the prefecture has fruiting area of about 450,000 mu (of which：fragrant pear: 200,000 mu，grape: 45,000 mu, jujube: 95,000 mu, apricot: 90,000 mu, others: 20,000 mu ). In 2006，counties and cities of the prefecture reported newly planted special fruits trees with area of 99,800 mu，of which：fragrant pear: 39,100 mu, grape 9800 mu, jujube 31,600 mu, apricot 17,300 mu, others: 2000 mu. Local total fruits output reached 289,900 tons，(of which：fragrant pear: 168,600 tons, apricot: 69,000 tons, grape: 32,000 tons, jujube: 5300 tons, and others: 15,000 tons）.
（9） Tourism ：Ba-Prefecture has long history. The area was political,military, economic and cultural center in western region， and southern and middle routes of“Silk Road”passed through the prefecture. Ba-Prefecture’s tourism resources are unique with 53 basic types consisting of natural landscapes of Tianshan Mountains, Kunlun Mountains, Aljin Mountains, Taklimakan Desert, Bosteng Lake, Bayinbuluk Grassland, original diversiform-leaved poplar forest, etc and a lot of historical relics and famous human landscapes such as relic of Loulan Ancient City, Xikeqin Thousand-Buddha Cave, relic of Milan and Iron Gate Pass, etc as well as a batch of tourism scenic spots with local characteristics such as Golden Beach, Egret Sandy Islet, Ahongkou, Lop Nur people village and Tarim River Park, etc，which are equipped with certain reception capacity, and has become hot points for tourism consumption gradually.

Korla Development Zone 60，000-ton-a-year Melamine Project
Description of project：total investment: 500 million yuan for construction of production line with capacity to annually produce 60,000-ton melamine. Melamine is a basic organic chemical intermediate product with wide uses. It is mainly used as raw material to produce melamine/formaldehyde resin （MF）. The resin has hardness higher than that of ureaformaldehyde resin，is not inflammable, water, heat, ageing, arc and chemical corrosion resistant, has good insulation property, lustrousness and mechanical strength，and is widely used in timber, plastic, coating, paper-making, textiles, leather, electric and medicine sectors, etc. This project is designed to utilize 450,000-ton synthetic ammonia, 800,000-ton urea device of Tarim Petrochemical Company’s greater chemical fertilizer factory that is going to be completed to realize device matching and product extension development，and will have high economic benefit. Korla Development Zone 40,000-ton-a-year Polyformaldehyde Project
Description of project：project total investment：one billion yuan for construction of production line to annually produce 40,000-ton of polyformaldehyde，polyformaldehyde （POM）is a good-property thermalplastic resin，has high elastic modulus, hardness, rigidity and mechanical performance, and can be used in larger temperature range and widely in fields of electronic and electric appliances, machinery, light industry, automobile and agricultural. This project adopts foreign advanced production technology. Main raw material --- natural gas will be supplied by Tarim Oil and Gas Field，and Meike Chemicals and Luntai Dongchen Company can supply sufficient methanol. Korla Development Zone Methanol-made Ethylene, Propylene （MTO, MTP）Project
Description of project：total investment: 3.3 billion yuan for construction of production line to annually produce 344,000 million tons of ethylene, 482,000 tons of propylene and 42,000 tons of C5 distillate. Under this project ethylene and propylene are most basic raw materials for petroleum chemicals，and can be used to produce multiple organic raw materials. At the same time, they are also monomer of synthetic materials， and can be used to produce various polyethylene and polypropylene. It will have very good market prospects to utilize Xinjiang’s rich natural gas resources to construct large-sized methanol project and construct methanol-made ethylene, propylene devices as matching project. This project is planned to adopt foreign MTO processing technology. Xinjiang’s rich natural gas resources serve as an resources guarantee for construction of this project，and Ba-Prefecture totals 90,000-ton methanol available，preparing sufficient raw materials，and adoption of MTO, MTP advanced technology offers new means for preparing of alkene. Main raw material methanol can be supplied by Meike Chemicals and Luntai Dongchen Company in the prefecture and purchased in market. Korla Development Zone 1l0,000-ton-a-year Acrylic Acid, Acrylate Project
Description of project：total investment:1.29 billion yuan for construction of production line with capacity to annually produce acrylic acid of 12,200 tons, metha acrylic acid／ethyl acrylate of 40,000 tons, n-butyl acrylate of 60,000 tons. Acrylic acid is an important unsaturated and organic acid，and a basic raw material for development of fine chemical. Acrylic acid esters can be widely used in homopolymerization and copolymerization，synthetic acrylic acid series copolymer . Acrylic acid and esters are widely used in fields of coating, adhesive, chemical fiber, textile, paper-making, leather, dyeing and printing, hygienic product and oil field chemicals, etc. To construct acrylic acid and esters project based on Xinjiang’s propylene resources can better match butyl-octyl alcohol project to be constructed，drive development of downstream products. Propylene and methanol can all be supplied in Xinjiang. propylene as downstream product of in-progress Meike Chemicals in the development will be produced，guaranteeing source of the raw material.

Korla Development Zone 600，000-ton-a-year NPK Compound Fertilizer Project
Description of project：total investment： 150 million yuan for construction of two sets of device with capacity to annually produce 300,000-ton NPK compound fertilizer each, namely 600,000-ton NPK compound fertilizer a year in total. High-concentrated compound fertilizer is the development tendency and direction of chemical fertilizer industry. Ba-Prefecture has an agriculture-dominated economy，and is one of Xinjiang’s cotton production bases rich in economic crops such as fragrant rice, flax and soya, etc. This prefecture is suitable for carrying out soil-test-based fertilizer application, in order to apply high-efficiency and special compound fertilizer on soil quality and agricultural crops varieties, which will effectively improve output of agricultural crops. Urea, one of main raw materials for this project, will be supplied by in-progress Tarim Greater Chemical Fertilizer Factory, potassium sulfate purchased in Xinjiang and the others from market. This project is designed to utilize 450,000-ton synthetic ammonia, 800,000-ton urea device of Tarim Petrochemical Company’s greater chemical fertilizer factory that is going to be completed to realize device matching and product extension development，and will have high economic benefit. Korla Development Zone 80,000-ton-a-year Sodium Chlorate Electrolysis Project

Description of project：total investment: 250 million yuan for construction of 80,000-ton-a-year sodium chlorate electrolysis project. Sodium chlorate is a colorless and white crystal，and tastes salty and cool. It is an important inorganic salt with wide uses, can be used to make chloride dioxide, sodium chlorite, per chlorate and other chlorate. At the same time, it can be widely used in industrial fields of pulp, dyeing and printing, medicine, pesticide, dyestuff, tanning and minerals treatment, etc. Salt mine is main resource needed for production of sodium chloride. Lop Nor in Ba-Prefecture of Xinjiang is an important inorganic salt production base，boasting very rich salt mine resources with prospective reserves up to 500 million tons，a guarantee for supply of raw materials to this project. At present Xinjiang has had no sodium chlorate product，most of sodium chloride needed has to be purchased from coastal area in East China，failing to meet the demand of prefectures with advanced paper-making, cotton spinning and wool processing industries such as Urumqi, Turpan and Hami Prefecture. Heshuo County 200,000-ton Caustic Soda Project
Description of project：total investment: 1.5 billion yuan for construction of the project in two phases. Phase I scale：to annually produce 100,000-ton ion membrane caustic soda，20,000-ton CPVC（PVC chloride ），120,000-ton PVC（PVC ）, which consumes power of 100,000 kW and raw salt of 180,000 tons. This project is a large-sized chemical project combining salt chemical, natural gas chemical and electric power resources development and utilization as a whole by utilizing Ba-Prefecture’s rich natural gas, salt and electric energy resources to produce basic chemical raw materials and synthetic materials such as caustic soda, CPVC（PVC chloride ）and PVC（PVC）, etc. Implementation of this project can quicken transformation of Ba-Prefecture’s resources advantages into economic advantages，promote Ba-Prefecture’s quick economic growth. Ruoqiang County Xuequan River Bandaogou Iron Mine Point Risk Prospecting Project

Description of project：to carry out risk prospecting of the area and complete detailed geological prospecting of the whole mine field, based on which to expand development scale. Minimum mining volume： to be surveyed. The project is located at Qimantag Mountains, 125km east of Ayakekumu Lake, with altitude of about 4200m. Yearly average temperature is 5℃，mining period seven months/year. Mine field conditions: in the mine field there are many rivers，and rich groundwater resources，preparing conditions for production and living water for the mine field development in the following days. And a simply-built road is available for entering the mine field. This mine has single-variety mineral composition，iron mine average grade TFe:35. General survey over minerogenetic region has been completed.

Ruoqiang County Subalik Iron Mine Project
Description of project：this deposit is located at the southeast of Ruoqiang County and about 90km west of Tubulake Town. This area has altitude of 3500—4700m or so, temperature is slightly lower than Ruoqiang. Iron mine distribution area reaches up to 10 sq. km, and totals 41 ore body ，most of which are on transition belt from limestone, upper of phyllite to sandrock, generally 20－100m long. The longest is 673m long, the shortest is 2 m. Thickness is generally 1－3m，the thickest up to 13.7m. Total proven resources reserves report 3.906 million tons. Mine field is 15km from Yusupualek River, preparing water source for production and living water for development of the mine field in the following days. Mining period（March— Dec.）：10 months/year. From Yutubulak Town to mine field there is a simply-built road. Xinjiang Xigui Investment Company and Geological Team No.3, Xinjiang Geological Minerals Bureau hold right for mine prospecting in this area respectively.

Hejing County Magnesia Project
Description of project：general estimate of project investment: Phase I project total investment: 150 million yuan，project construction scale：this mine belt has forecast resources reserves totaling 183 million tons，consisting of two pieces，92 million tons each. In view of 30-year service life（national stipulations），it can meet the need of 3.06 million-ton-a-year processing capacity，and be enough for production capacity of one million tons a year. Halehate magnesia is located at the upstream area of Halehate Valley, north of Kaidu River, 114km northwest of Hejing County. Of the deposit there are large-sized 14 ore bodies. The mine has total reserves over 130 million tons. At present，China reports magnesia output of four million tons a year，of which 2.2 million tons are for export，1.8 million tons for domestic sales.
