1. General Situation of Geographical Position and Population
Changji Hui Autonomous Prefecture is located at the northern foot of Tianshan Mountains and southern brink of Zhungar Basin,neighboring Urumqi City, Turpan Prefecture, Hami Prefecture, Altay Prefecture, Tacheng Prefecture, Bayinguoleng Mongolia Autonomous Prefecture, Shihezi area and Mongolia. The Autonomous Prefecture encircles Urumqi, capital city of Xinjiang Autonomous Region in three directions. The entire prefecture is 541km long from the east to the west,and 285km wide from the north to the south, covers an area of 93,900 sq. km and administrates five counties and three cities,namely Changji City, Miquan City, Fukang City, Manas County, Hutubi County, Jimusar County, Qitai County and Mulei County. In its territory there are four regimental farms of XPCC and a batch of enterprise and institution units at the central government and the Autonomous Region’s levels. Total population is 1.58 million,consisting of 38 ethnic groups of Han, Hui, Kazak, Uygur and Mongolia, etc.
2. Economic Development Principle

3. Overall Situation of Economic Development
In 2006,the Autonomous Prefecture completed fixed assets investment of 7.48 billion yuan,increasing 16.3% over the last year. In terms of number, more projects were constructed, including 730 fixed assets investment construction projects,an increase of 171 over last year; manufacturing industry investment 2.089 billion yuan,accounting for 27.9% of the total investment. The entire prefecture’s private fixed assets investment reached 4.95 million yuan,increasing 26.2% over the last year, 9.9 percentage higher than growth of fixed assets investment, the top highlight leading the prefecture’s quick growth of fixed assets investment.
By 2010,Urumqi-Changji area’s gross production will reach 180 billion yuan,an annual average growth of more than 15%;per capita gross production up to 43,000 yuan,doubling that of 2005;local fiscal revenue annual average growth will be 13%;five-year accumulated fixed assets investment 200 billion yuan,an annual average growth of more than 16%;urban residents per capita disposal income will exceed 15000yuan,an annual average increase of 1000yuan;farmers and herdsmen per capita net income will reach 7000yuan,an annual average of 400yuan;Unit regional gross production energy consumption will reduce 20% compared with that at the end of the“10th Five-Year Plan”period. All efforts will be made in order to strive to build Urumqi-Changji area into the largest manufacturing center, and important international commerce and trade center in West China by the end of the“11th Five-Year Plan”, to take the first to realize well-off society target in an all-round way in Xinjiang by 2015 and basic modernization in Xinjiang by 2020.
4. Advantageous Resources
(1)Striking geographical advantages. The prefecture in three directions encircles Urumqi, capital city of Xinjiang capital city Urumqi City. Capital city of the prefecture is Changji, 35km from downtown area of Urumqi, and 18km from Urumqi International Airport;the second Eurasian Continental Bridge, National Highway No.312 and 216, railway, expressway and Eurasian optical fiber pass through the prefecture, making the prefecture a bridgehead and golden passage for connecting with the East China, going west to Central Asia and Europe.
(2)Enriched resources, rich products. The prefecture is rich in more than 50 high efficient quality agricultural crops such as wheat, cotton and brewing grape, etc,and an important commercial grain and cotton production base in China. Here more than 50 kinds of mineral resources have been found,of which reserves of coal, petroleum and natural gas reserves are considerable. China’s first two-million-ton-level integral desert oil field is in the prefecture. The prefecture is also rich in tourism resources, combining natural scenery, human landscape, ethnic custom and cultural relics as a whole, and boasting world famous national first-batch AAAA-level scenic spot-Tianshan Mountains Tianchi Lake,Kangjia Shimenzi original reproduction worship rock drawings 3000 years ago,relic of western famous historical city Beiting Protectorate established in Han Dynasty,national geological Park silicified wood zone and dinosaur fossil valley, which can be called top of the world, as well as (Equus przewalskii) Wild Horse breeding center,China’s largest and loudest sand-sounding hills and splendid and colorful Wucaiwan, etc.
5. Optimize Industrial Development and Layout
With the target of giving full play to comparative advantages and enhancing overall competitiveness to optimize primary industry, intensify secondary industry and lift tertiary industry. To greatly develop industries that are basic, have distinctive comparative advantages, big market demand and high expansion potentials, strong associated effect, great driving role, powerful resources supporting capacity and are environment friendly. To spare no efforts to develop “top 10” industrial groups such as petroleum chemical, metallurgy, electronic information, new energy, bio-medicine, machinery, textile and garment, food processing, building materials and furniture making;to make great efforts to develop modern logistics, tourism, information and intermediary services; to greatly develop special agriculture and animal husbandry, and to actively build an industry support system with hi-tech industry as the leading, modern manufacturing and modern service industries as pillar and modern agriculture development in an all-round way.
With improving resources utilization efficiency, developing Urumqi-Changji area’s overall strength, giving impetus to regional coordinated development and promoting regional joint prosperity as the goals,following the organic relations between industry development space and ecological environment sustainable development to optimize resources allocation so as to guide advantageous industry to concentrate in key region,industry to concentrate in parks and population to concentrate in cities. Central city should pay key attention to enhancing core role in regional growth, push ahead with traditional industries to transfer to surrounding areas with different steps and at different levels in order to gradually form centralized industrial zone and industrial distribution belt expanding at different levels and with distinctive characteristics to realize joint and centralized development of industries in Urumqi-Changji area. Works will be done to strive for making Urumqi-Changji area become the Autonomous Region’s core development area supported by “five big bases”, namely petroleum-natural gas base, heavy chemical industrial base, green food base, light industry and textile base and hi-tech base,and modern logistics center for the Autonomous Region to open up west, and demonstration leading area for the Autonomous Region to develop modern agriculture by the end of the“11th Five-Year Plan”.
Industry will rely on developing foundation and resources advantages. Urumqi City will make key efforts to develop hi-tech industry, urban industry, export-oriented processing industry, while Changji Prefecture’s key is to develop energy industry and special processing industry,and will spare no efforts to build “three big industrial segments” and construct“two major industrial corridors”in Urumqi-Changji area. “three big industrial sections” means the hi-tech industry segment relying on two state-level development zones in Urumqi, petrochemical/coal chemical industry section on the basis of Midong New Area and metallurgy section with Changhe New Area as the leading.“Two major industrial corridor” means the eastern energy industry corridor with Midong New Area—Fukang City —Jimusar County—Qitai County as the key, and the western processing industry corridor with Changji City —Wujiaqu City —Hutubi County —Manas County as the pillars.
In terms of service sector, Urumqi City will be taken as core development area for modern services to build international commercial and trading city and famous tourism city,actively develop productive services including modern logistics, finance, insurance, information consulting, science and technology service and exhibition, etc,and consumption-based services such as tourism, real estate, culture, sports, community service and catering, etc;Midong New Area and Changhe New Area will be taken as sub-centers with key to develop productive service,so as to provide powerful supports to construction of the two industrial bases;other counties (cities)and townships will develop services to meet production and living needs.
In field of agriculture, Changji Prefecture and XPCC will be taken as the key in order to make full efforts to build “six major” agricultural production base,namely quality grain and oil production base and seed breeding base with Qitai County, Jimusar County and Mulei County as the main players;high-yield quality cotton base, grape base and tomato base with Changji City, Wujiaqu City, Manas County and Hutubi County as the main powers;and animal industry base with Urumqi County, Changji City, Manas County, Hutubi County and Dabancheng District as main players. In suburb of cities, efforts will be made to mainly develop urban agriculture and construct urban agricultural collection areas.

Changji City 5000-ton Fruits and Vegetables Air Conditioning Freshkeeping Storage Construction Project
Description of project:Changji City is located at the middle of the economic belt along northern slope of Tianshan Mountains,with good transport and rich light and heat resources. The climate is dry and has big temperature difference between day and night,very suitable for planting of Xinjiang’s special forest fruits and vegetables. Construction of 5000-ton fruits and vegetables air conditioning freshkeeping storage is justly based on the region’s position advantages and resources advantages to provide a transaction platform combining fruits and vegetables storage, processing and marketing,so as to solve farmer’s problem of bumper harvest but poor income,form the bridgehead of “transferring western fruits to eastern areas and delivering southern vegetables to the northern areas” for Xinjiang’s special agricultural products and an important collecting and distributing center of the fruits and vegetables,thus preparing good conditions for Xinjiang’s agricultural products to be delivered around China and exported to Central Asia. The project will be constructed in Yazhong Agricultural Products and Byproducts Wholesale Transaction Market,covering an area of 30mu and with total construction area of 7000sq. m. Construction contents consist of four big functional areas,specifically including:famous and excellent fruits and vegetables air conditioning freshkeeping storage, grape freshkeeping storage, meat and poultry freezing and freshkeeping storage, other fruits and vegetables freshkeeping storage. After completion, the project can annually store, freshly keep and process various fruits and melons as well as vegetables of 100,000 tons;meat and poultry as well as aquatic products of 10,000 tons. Total investment: 24 million yuan, of which investment of 17 million yuan is needed from cooperation partner. Now feasibility study report for this project has been officially approved, and project storage design and plan have also completed. On July 2006 earthwork construction was started and in March 2007 equipment was installed and adjusted for operation.
Profile of employer:Changji Changrun Vegetables and Salt Industry Co.,Ltd was established in May 1999 with registered capital of 15 million yuan. Business scope and output of main products:mainly in wholesale of edible salt wholesale, real estate development, food chain supermarket, fruits and vegetables freshkeeping and processing, sales, and agricultural products and byproducts wholesale market, etc. The company annually sells various fruits, melons and vegetables of 10000 tons,edible salt of 5000tons and real estate development of 100,000 sq. m.

Changji City Yazhong Commercial City Overall Improvement Project

Jimusar County Hard Polyurethane Foam Plastic Material and Polymer Dry Powder Mortar Project
Description of project: project is located in Jimusar County Industrial Park. Main contents:(1)to annually produce one-million-sq.m hard polyurethane foam plastic board;(2)to annually produce 5000-ton polymer dry powder mortar;(3)to produce steel network for polyurethane material project construction. Polymer dry powder mortar is mainly supplied by purchasing raw materials meeting national technical standard for production, including cement, quartz sand, polymer glue powder, reinforcing agent, water retaining agent and anticracking agent. Xinjiang Hongxin Petrochemical Company 200,000-ton Methanol Project
Description of project:the project is located at the 10-km point of Urumqi-Yining Highway, Ershilidian Town, Hutubi County. This project adopts process of one-section steam conversion for preparing methanol synthesis gas to produce methanol. Construction content: infrastructure construction such as factory building, purchase and installation of 200,000-ton-a-year methanol production line. Hutubi County boasts proven natural gas reserves of 45.7 billion cu. m. PetroChina commits to supply the project 600,000 cu.m natural gas raw materials per day,preparing sufficient raw materials supply. At present domestic methanol market demand keeps increasing, and methanol selling channel is well developed. Now the project is at initial preparation stage. Total investment: 310 million yuan.

Miquan City Rice Deep Processing Comprehensive Utilization Project
Description of project:project site is at Yangmaogong Town, Midong New Area. Miquan City has total rice planting area accounting for 42% of total grain area,and rice industry is the pillar industry of local economy. Completion of this project will form a streamlined industry from field to dinner table,and build a complete rice industrial chain from planting, deep processing to market. The project will be constructed by relying on technical results in rice low-temperature drying, rice chaff deep processing (including rice chaff degreasing and stabilization, rice chaff oil pressing and extraction of rice chaff nutrition element and cellulose), rice husk ashing, etc. After completion, while producing refined rice, the project can also produce rice chaff of 24,000 tons, rice chaff protein of 1800tons,rice chaff nutrition element of 3000tons ,rice chaff fiber of 3000tons, carbonized rice husk of 4000tons,enough for pressing rice chaff oil of 4800tons. Output value can reach 180 million yuan. Project employer constructed 150,000 mu quality rice green raw materials base in 2005, making rice planting area up to 300,000 mu added with that of neighboring regimental farm,which can fully guarantee supply of raw material. Feasibility study report for this project has been completed. Total investment: 149 million yuan. Estimated project recovery term: 3.5years.
