Hami is the east gate of Xinjiang and covers an area of 153,000sq. km，accounting for 9% of the Xinjiang’s total. The prefecture administrates Hami City, Balikun Kazak Autonomous County and Yiwu County, and boasts reclaimable land of five million mu, of which 1.1 million mu has been reclaimed. Natural grassland area is 62.904 million mu，utilizable grassland 58.5 million mu. The prefecture reports total population of 541,800 from 37 ethnic groups，of which population of minority ethnic group with Uygur as main section accounts for 32% and urban population accounts for 50%.
Hami enjoys typical temperate continental arid climate. Tianshan Mountains stretches 400km from the east to the west in its territory，making two major natural environment areas complete different from each other, namely area south of the mountains and area north of the mountains：Balikun and Yiwu counties north of the mountains boast broad grassland，cool and agreeable in summer, richly snowing in winter， with beautiful natural scenery，making the area an important animal husbandry production base and tourism resort；Hami Basin south of the mountains, characterized by dry, rare rain, big temperature difference between day and night and long sunshine time, is one of important production place of Hami Melon and Hami jujube famous around the world.
2. Economic Development Strategy
To center on “one target”，realize “three breakthroughs”，implement“four strategies ”and develop “eight industries”.

3. Overall Situation of Economic Development
In 2006，the prefecture reported gross production of 7.763 billion yuan，increasing 12.9% over the last year，of which primary industry added value stood at 1.181 billion yuan，up 8.5%，secondary industry added value 2.585 billion yuan，up 14.6%，tertiary industry added value 3.997 billion yuan，up 13.1%；per capita GDP registered 143.54 million yuan，an increase of 11.2% year on year；the entire prefecture completed fixed assets investment of 3.56 billion yuan，up 27.2% year on year；fiscal revenue registered 963 million yuan，up 25.0% year on year；total retail sales of consumer goods 2.145 billion yuan，up 15.1% year on year. Main pillar industry includes energy industry, petroleum industry, ferrous and non-ferrous metals mining and processing industry, chemical industry, building materials industry, light industry and textile, and special agricultural products and organic food processing industry, etc. Main products include light leather, raw coal, iron ore, copper nickel ore, power generation, cement, soda ash, sulfuration alkali, iron alloy, cotton yarn, late Hami Melon, grape, jujube, cotton and mutton, etc.
4. Regional Development Strategy
Hami City will make key efforts to develop industries of energy, smelt metals, chemical, building materials, light industry and textile, etc to further lift and perfect service industries such as communication and transport, post and communications, finance and insurance and tourism, etc，and build three-level traffic hub city in northwest China and regional economic center city in East Xinjiang.
Sandaoling District will make key efforts to give impetus to development of commercial coal base and coal—electricity—chemical high energy-consuming industries，so as to form a regional center with coal and electric power as the leading and machinery, building materials and tertiary industry developing in an all-round way.

6. Advantages resources and industry development
（1）Energy industry：to make full use of coal resources advantages （forecast resources reserves: 570.8 billion tons）. With power supply construction as the main section to quicken connection with northwest power grid to strive for building the important energy production and transmission base in northwest China, important supporting power supply to Xinjiang power grid and the important industry for regional economic development.
（2）Ferrous and non-ferrous metals mining and processing industry：on the basis of intensifying prospecting, relying on technical progress to constantly extend industrial chain and quicken development of non-ferrous metals of copper, nickel and molybdenum, etc.
（3）Chemical industry：to take the advantageous opportunity to lift salt chemical scale, grade and level. To greatly develop salt chemical industry with caustic soda, soda ash, chromate, potassium nitrate, potassium chloride, refined sulfuration alkali and chemical intermediate products as main products. To actively develop natural gas chemical industry with petroleum natural gas, coal seam gas and retort gas as main raw materials. To quicken development of coal chemical industries of fuel methanol, synthetic ammonia, urea and synthetic oil with coal as main raw material.

To actively create conditions and encourage enterprises such as petrochemicals, etc to give impetus to implementation of projects of coal-oil mixing refining characterized by water saving, high-efficiency and broad market prospects, etc based on local resources conditions. To center on petroleum industry to properly prepare initial works such mid- and downstream products planning and study, etc so as to realize development and utilization of petroleum and natural gas mid-and downstream products.
（8）Hi-tech industry：relying on rich silica resources，works will be done to quicken feasibility study on polycrystalline and monocrystaline industrialization, promote early commencement and production of nm -level calcium carbonate, dimethyl ether and seam-like silicate of soda, etc. To actively develop new energy products, make full use of rich light and heat and wind energy resources to promote development of clean energies of solar energy and wind energy. Description of project：Daquanwan Township People’s Government is located at place 37km away from Hami City with jurisdiction area of 13,000 sq. km. The entire township land development area is 76000mu，and the township is one of main cotton, melons and vegetables production areas of Hami City, boasting rich fruits and melons vegetables resources，suitable for planting economic crops of cotton, jujube, grape, melons and vegetables, etc. Quality Hami Melon, watermelon and grape from this township are sold around China.
Relying on Daquanwan Township’s advantages resources，it is planned to construct one 300-ton fruits freshkeeping and air-conditioning storage. Estimated total investment: one million yuan，of which：fixed assets: 350,000 yuan，liquid funds: 650,000 yuan，assets investment recovery term: 1.5 year. 300,000-sq. m Cotton Stalk Med-density Fiber Board Project

Description of project：Hami City is one of big cotton production areas in China，boasting extremely rich cotton stalk resources. Comprehensive utilization of cotton stalk is one effective measures to change waste into those usable and increase income of farmers. Cotton stalk med-density fiber board is an energy-saving and environmental products popularized by the state, having great market potentials.
Relying on advantageous resources，it is planned to construct 5000-ton-a-year,namely 300,000-sq. m cotton stalk med-density fiber board factory. Estimated total investment: 100 million yuan. At present project proposal and site selection have been completed.

Description of project：construction site is located in Erbu Town, Daquanwan Township, Nahu Township, Taojiagon Township and Huyuan Township, Hami City. It is planned to carry out drip irrigation afforestation of 10000mu and artificial planting Saline cistanche of 10000mu. Products mainly include Saline cistanche and its dried product，and are mainly sold out of Xinjiang. Hami City Sheyuegou Reservoir Project
Description of project：project construction scale and main contents：Sheyuegou Reservoir has total capacity of 3.1378 million m3，dead capacity of 836,300 m3，effective capacity 965,900m3，flood regulation capacity 1.3353 million m3. Reservoir can annually supply water of 1.38 million m3 for agricultural irrigation （85％guaranteed），8.04 million m3 for industry（90％ guaranteed）. Reservoir can cut down flood crest can make once-for-50-year design flood cut by 39.2％，flood rush down by 104 m3/s，once-for-300-year check flood cut by 41.9％，flood rush down by 198 m3/s. After completion, while meeting demand for water of downstream irrigation area for 3800 mu agricultural irrigation，the project can supply 1/3 of the rest water to mine field in the east，2/3 of the rest can be used as second water source to supply water to power plant of coal-electricity base together with Wulatai Reservoir and Bamudun Reservoir，concurrently with flood control function. Estimated total investment: 35.95 million yuan. Economic evaluation analysis：IRR 13.4%，net present value:15.37million yuan，benefit:cost ratio:1.17，higher than 1. Economic sensitivity analysis: this project has certain anti-risk capacity，and is feasible and reasonable economically. Sheyuegou Reservoir Project Proposal has passed examination and evaluation by water conservancy experts of the prefecture. Proposal is under modification.
