Brief Introduction to Hotan Prefecture

1. General Situation of Geographical Position and Population
Hotan Prefecture is about 670km long from the east to the west and about 600km wide from the south to the north, covers a land area of 249,200 sq. km，including oasis area of 9730sq. km, cultivated area of 2.74 million mu ，per capita cultivated land 1.62mu. The prefecture administrates seven counties and one city consisting of 86 townships and towns，four subdistrict office and 1401 village committee. In 2006 the prefecture registered population of 1.82 million from 22 ethnic groups, including Uygur, Han, Hui, Mongol and Kirgiz, etc，with Uygur population of 1.76 million，accounting for 96.7% of the total，and Han and other minority ethnic groups population accounting for 3.3％ of the total.
Hotan Prefecture is located deeply inland，far from ocean and encircled by high mountains in four directions（Tianshan Mountains, Kunlun Mountains and Pamir Plateau）， and enjoys typical continental climate with annual average temperature of 11.0℃～12.1℃，annual precipitation of 28.9～47.1mm, annual evaporation of 2198～2790mm, and plain area frost-free period of 182～226 days, most over 200 days.
2. Economic Development Strategy
To implement “six important strategies” and construct “five major bases”，namely: for rural economy to implement scientific and technological innovation strategy， for urban economy to implement system innovation strategy，for infrastructure to implement western development strategy，for social stability to implement stabilizing Xinjiang and consolidating frontier strategy，for spiritual civilization to implement strategy of prospering the frontier area through culture，for Party Construction to implement strategic decision of the 4th Plenary Session of the 16th Central Committee；and agricultural product processing and value added base，energy minerals development base，forest, fruit and horticultural base，animal husbandry grass and feed base and special Uygur medicine base.
3. Overall Situation of Economic Development
Hotan Prefecture is one with agriculture as main economic player. In 2006 the prefecture reported gross production of 5.534 billion yuan，local fiscal general budget revenue of 268 million yuan，completed fixed assets investment of 3.474 billion yuan, total installed capacity for power generation of 146,800 kW，coal mine mining volume of more than 600,000 tons. Hotan River Basin boasts proven natural gas reserves of 61.694 billion cu. m. At present the whole prefecture boasts more than 300 enterprises in fields of coal, electricity power, building materials, machinery, cotton spinning, silk and food, etc with main products of cotton yarn, cotton fabric, raw silk, silk products, carpet, wine, fruits wine, preserved fruits, E-gelatin, Uygur medicine, raw coal and jade carving products, etc.
4. Regional Development Features
Hotan City, Hotan County, Luopu County and Moyu County industry, commerce and trade economic zone has population accounting for more than 63% of the prefecture’s total， is integrated with more than 70% of the prefecture’s economic, scientific and technological strength，and has good foundation conditions of transport and energy, etc，and preliminarily formed certain-scale industrial groups in field of textile, food, fruits wine, electricity power and building materials, etc. Construction of the second desert highway from Hotan to Akesu will give new vigor to the region for development.

Xinjiang-Tibet highway，Minfeng County, as the east gate and big tourism county of Hotan Prefecture，will make key efforts to develop tertiary industry with tourism leading，and production of medicinal materials and animal husbandry；Yutian and Cele will mainly develop agricultural and animal husbandry tourism economic zone with grain and cotton, forest and fruit and medicinal industries as foundation.
Pishan special forest and fruit economic zone. This economic zone will take pomegranate, dried apricot making and walnut as key industries to form a forest and fruit economic zone with unique characteristics.
5. Industry under Key Support Program
Cotton spinning, silk, special tourism, community service, agricultural comprehensive service, finance service, information service, modern logistics, real estate and property management，special traditional industries such as jade, carpet and Aidelai Silk, etc，and development and utilization of energy and mineral resources such as coal and natural gas, etc.
6. Introduction to Advantageous Special Resources and Important Products
（1）Natural gas resources： Hotianhe Gas Field reports natural gas geological reserves of 61.694 billion cu. m，of which exploitable reserves are about 44.573 billion cu. m. The maximum gas transmission capacity of pipeline to Hotan City is 1.9－2 million cu.m/day，design maximum annual capacity 550－670 million cu.m /year. By far overall plan for 10 natural gas chemical projects has been completed and investment promotion is under way in and out of Xinjiang. In addition, the counties natural gas civil project is under investment promotion.
（2）Coal resources： Hotan Prefecture has coal reserves of 200 million tons，mainly distributed in Buya and Duwa two mine fields with good coal quality and smooth road system. At present the prefecture’s total demand for coal stands at more than one million tons，making existing production capacity fail to meet the demand. Coal development has great potentials.
（3）Mineral resources：at present 61 varieties of minerals and more than 250 mineral sites have been found. Through general survey and prospecting appraisal, 25 deposits（including three large-sized ones, eight med-sized ones and 14 small-sized ones） and 168 mine sites have been determined. Minerals developed and utilized include coal, cement limerock, Hotan jade, salt mine, clay and sand and stone materials；minerals in urgent need to be developed include natural gas, natural sulfur, Spodumene and rare metal minerals, gypsum, iron mine, white mica, alluvial gold mine；and minerals needing general survey are diamond, agate and rock gold, etc. As with low prospecting extent，only 10% of the minerals in the prefecture has been given general survey, prospecting and verification，the rest 90% of minerals needs further general survey, prospecting and verification，showing great development potentials. Rare metals：at present 274 Spodumene veins have been found，one prospected and 15 appraised，getting lithium oxide reserves of 62,000 tons and neodymium oxide reserves of 4,000 tons.
（4） Hotan jade： good Hotan jade comes from Kunlun Mountains enjoying name of “forefather of mountains”. Hotan jade has prospective reserves of 350,000 tons. Rough jade is mainly mined from place over Kunlun Mountains snow line of 5000m above sea level，raw jade mainly from Yulongkashi River and Kalakashi River. Hotan has successfully held Hotan Jade Cultural Tourism Festival for three consecutive rounds.
（5） Hotan carpet ： Hotan carpet belongs to oriental ethnic hand-made carpet system, characterized by using high quality material and fine weaving process，unique pattern and enjoying rich cultural tradition. The Hotan wool used for the carpet has proper fiber fineness and coarseness，strong elasticity and strength and silk-like luster. Hotan carpet enjoys long history, and has been top tribute since ancient times. In history the carpet was exported to many places of the world. Today Beijing People’s Conference Hall also uses Hotan carpet. The People’s Government of the Autonomous Region used Hotan carpet as gifts to celebrate foundation of HK SAR and Macao SAR.
（6） Hotan Silk： Hotan was an important traffic hub on south route of ancient Silk Road，important collecting and distributing center of silk and one of three silk cities in western region. Hotan, enjoying thousand-year history of silk industry， is the largest mulberry silkworm cocoon and silk production base in Northwest China. Modern Hotan silk enjoys very high reputation in neighboring countries and very popular among Muslim people.
（7）Uygur medicine： Hotan Prefecture is one of origins of Uygur medicine. Uygur medicine has a long history of more than 2500 years，and is one of an important components to traditional medicine treasure of China. General statistics show that 40% of the raw medicinal materials used for production Uygur medicine are produced in Hotan Prefecture，30% are imported and 30% are Chinese medicinal materials from inland area. Hotan Prefecture boasts more than 600 varieties of wild medicinal material resources, of which 136 varieties have been cultivated in small batch. Hotan Prefecture has unique geographical environment. Medicinal materials produced here are characterized by stable quality and low cost，making it the largest Uygur medicinal materials collecting and distributing center in China.
（8）Cistanche tubulosa：Cistanche tubulosa, with popular name Chinese tamarisk Saline cistanche，is “Ginseng” in desert and has been recorded in China Pharmacopoeia 2005. Saline cistanche has tonifying medicinal function. Hotan now reports artificial planting of 190,000-mu Chinese tamarisk Saline cistanche and artificial planting Cistanche tubulosa area up to 140,000 mu with annual yield of about five million tons. The 4th Cistanche tubulosa and psammonphyte medicinal plant academic symposium was held on May 14-16, 2007 in Hotan, Xinjiang.
（9）Equipment agriculture：in 2006 the prefecture reported vegetables planting area of 160,000 mu and annual vegetables output of 250,000 tons，accumulated completion of 72,500-mu vegetables greenhouse . Based on its unique light and heat resources, Hotan Prefecture now plans to develop high-efficient equipment agriculture of 300,000 mu. Minfeng “Andihe”brand sweet melon enjoying reputation in and out of Xinjiang is supported by 20,000-mu base with annual yield of 32,000 tons, which falls short of demand. At present Hotan’s fruits and melons and equipment agriculture have been developed to certain scale preliminarily，and a variety of vegetables, fruits and melons have been sold in and out of Xinjiang, winning good market perception. Hotan Prefecture boasts 39 agricultural products and 23 bases with total area of 1.149 million mu have passed the Autonomous Region’s pollution-free certification. It has richly-endowed raw materials advantages to develop equipment agriculture and agricultural products and byproducts deep processing in Hotan Prefecture.
（10）Forest and fruits industry：the prefecture is rich in forest and fruit industry，including walnut area of 804,900 mu with annual yield of dried walnut of 17,000 tons （ Hotan County has gained 300,000-mu walnut green food raw materials production base product certification），preparing rich resources conditions for developing walnut deep processing；apricot planting area of 320,000 mu with annual fresh apricot yield of 66,000 tons；pomegranate area of 80,000 mu with annual fresh fruit yield of 13,000 tons （Hotan pomegranate has good taste and quality. Piyaman pomegranate has been awarded honors of “the Autonomous Region’s pollution-free agricultural product accreditation certificate”, “the Autonomous Region’s pollution-free agricultural product pollution-free base accreditation certificate”, and “quality pomegranate production base”, etc. In 2003 National Standard Committee approved Piyalema Township sweet pomegranate state-level agricultural standardization demonstration zone project.“Piyaman”-brand big and sweet pomegranate is the only special fruit won trademark right in Pishan County）；grape area of 150,000 mu with annual fresh grape yield of 130,000 tons；jujube area of 120,000 mu with annual yield of 6000tons （Regiment No.224 in Pishan-Moyu reclamation area has won certificate for 3000-mu jujube organic product transformation period certification，and certificate for 100,000-mu jujube pollution-free agricultural product certification）. Hotan Prefecture has great potentials for development of fruits deep processing.
（11）Animal industry：animal husbandry is a traditional industry of Hotan. At the end of 2006 the prefecture reported amount of livestock of 4.49 million heads，including commercial cattle of 80,000 heads and commercial donkey of 76,000 heads. Hotan Ahua E-gelatin Co., Ltd under Shandong Dong’e Group has great demand for donkey skin. Besides purchase of donkey skin from local area, it also needs to purchase donkey skin from other prefectures and foreign countries. In addition, donkey meat deep processing industry has broad prospects for development, too. Hotan’s big-leaf alfalfa has high protein content, rich nutrition and good 适口性，making it a quality feed grass and preparing conditions for development of animal husbandry. Now the prefecture has planting area up to 660,000 mu with annual yield of 380,000 tons，but no feed processing enterprise has been established in Hotan.
（12）Tourism ： Hotan, also named Yutian in ancient times， was a hub for Chinese and Western economic and cultural exchange，a strategic post on south route of ancient“Silk Road”，and a place where Buddhist, Taoist and Islam prevailed in succession. Now it is one of the Autonomous Region three golden tourism routes. Hotan is rich in tourism resources，supported with ancient cultural relics, unique desert oasis scenery, splendid and strong Uygur ethnic customs and special tourism products that are being developed. By far the prefecture has developed 132 scenic spots under more than 20 types for tourists visit and sightseeing, including natural scenery, ancient cultural relics, ethnic handcrafts, local specialties, customs and culture and desert exploration. In 2006 Hotan Prefecture received a variety of tourists of 380,000 person/times and reported tourism income of 446 million yuan.

Description of project: special snack street is 2km from center of the city, supported with express traffic service. The project is designed to transform existing ethnic special kebab and snack stores into a ethnic special food street characterized by standardized management and conforming to food hygiene. Hotan City Desert Museum Construction Project
Description of project： Hotan is rich in natural resources of desert animal and plant. It is planned to construct a 100-mu animal and plant specimen exhibition hall for 300 tourists to visit simultaneously, including collecting of animal and plant survived in desert as exhibition specimen and construction of desert animal and plant breeding and planting garden. Hotan City Quality Apricot Processing Project
Description of project： Hotan apricot is rich in vitamin and micro elements, etc and has high nutritive value, and dried apricot is full, even-sized, sweet and tasteful. In order to meet demand for domestic and foreign markets, works can be done to select quality apricot and adopt advanced process to produce green apricot dairy beverages and dried apricot. Currently Hotan boasts apricot bases in varied sizes with total area of 400,000 mu and annual fresh apricot output of 50,000 tons, rich materials but no this kind of processing enterprise. It is planned to construct a quality apricot deep processing enterprise with capacity to process apricot from 20,000-mu area for sales in domestic and foreign markets. Hotan City Ecological Pigeon Processing Project
Description of project： Hotan has long history in breeding pigeon, and ecological pigeon has been popular among domestic and foreign tourists all the time. The mode of enterprise + farmer household can be adopted for ecological breeding and vacuum-packed product can be processed for marketing. It is planned to annually breed pigeon of three million heads in order to realize annual output value of 25 million yuan. At present our city has no scale cooked pigeon processing enterprise. So it is planned to construct an ecological pigeon scale breeding base, added with product line to produce vacuum-processed cooked pigeon product. Total investment: five million yuan.

Hotan County Chinese Tamarisk Saline Cistanche Planting and Deep Processing Project
Description of project：implementation of this project can not only prevent and reduce wind and sand incursion on oasis, but also control dust，purify air，beautify environment, improve oasis environment on which people from local ethnic groups live，and lay solid foundation for sustainable social and economic development. In addition, Chinese tamarisk roots area can be used to cultivate Saline cistanche，which is a valuable Chinese medicinal materials with multiple functions of tonifying kidney, enhancing yang, loosing bowel to relieve constipation, etc, and has long enjoyed the good name of “Ginseng in Desert”. Project construction site is at Yingawati Township. It is planned to plant 10000-mu Chinese tamarisk integrated with Saline cistanche. The site is 28km away from Hotan County，enjoying good transport and asphalt-paved road available, and complete set of water and power facilities in the project construction area. Currently Saline cistanche is in short supply in domestic and international markets, and Xinjiang Cistanche tubulosa is particularly popular and the price is relatively higher. With bumper harvest of Chinese tamarisk Saline cistanche, more than 500kg fresh Saline cistanche can be gained per mu. At conservative price of 10 yuan/kg，mu-area can realize income of 500kg × 10yuan/kg = 5000yuan，and 14300-mu area annual income will be 7.15 million yuan. With Chinese tamarisk life of 50—100 years generally, the economic benefit will be great. Total investment: 5.8 million yuan. Hotan County Alfalfa Planting and Deep Processing Project
Description of project： Hotan big-leaf alfalfa is a quality forage grass variety in Xinjiang. Big-leaf purple-flower alfalfa is high-yield, of good quality and being tasteful. It contains protein, rich minerals and vitamin. Grass powder, granular feed and dried grass made of alfalfa are essential feed for many domestic animals （poultry）, making it enjoy the title of “king of forage grass”for a long time. Hotan County is located at the south brink of Taklimakan Desert and has desert arid climate with sufficient light and heat resources. The climate is dry and suitable for development of alfalfa planting. In 2006 Hotan County reported artificial forage grass base of 110,000 mu for the alfalfa，preparing enough raw material for construction of the project. The project area, 25km from downtown area，enjoys good transport and sound auxiliary facilities such as water and power, etc. By far Hotan Prefecture has no any scale feed and grass deep processing enterprise. The existing feed product has single variety，and concentrated feed for local used has to be purchased from other places. In 2006 Hotan reported year-end amount of livestock of 2.8 million heads. With growing of animal husbandry，forage grass deep processing industry will have great potentials. Alfalfa deep processing is the key for great development of improved-variety animal products. Products processed with alfalfa as raw material has great market demand，meaning broad development prospects，less production，high profit and quick recovery, great potentials for investment and development. In case of annual production of 6000tons granular feed，given price of 1200yuan/ton，and after deduction of various costs，net income of 200 yuan per ton can be realized，and annual profit can reach 1.2 million yuan.Total investment: four million yuan，construction period: one year，term of recovery of investment: three years.

Hotan County Quality Jujube Planting Base Construction Project
Description of project： Hotan County enjoys typical inland desert climate characterized by long sunshine time, high evaporation and dry conditions，and has more saltings. Unique climate and soil resources make the place very suitable for jujube. The jujube from this area is not only bright, fragrant, but also tasteful. Project scale: 1000-mu quality“jujube”planting base. Project area is located at the south brink of Taklimakan Desert, 96km away from the county seat. After completion, the project will enter bumper harvest period in 2-3 years. Generally each jujube tree can yield fresh jujube of 20kg. Given price of 4 yuan/kg，income of 2400yuan/mu, or net income of 1200yuan/mu after deduction of costs can be gained. Hotan County Walnut Deep Processing Project
Description of project：In order to transform Hotan County’s rich walnut resource advantages into commercial advantages，it is planned to attract investment to construct 10000-ton tons walnut deep processing enterprise for development of series green walnut products such as walnut oil, walnut powder and walnut beverages, etc so as to improve added value of walnut product. Hotan County has long history in cultivating walnut，boasting more walnut varieties and abounding in thin-skin walnut characterized by big size, thin skin, smooth surface, high kernel yield, fragrant and sweet kernel, rich oil, bitter free and good variety，for which the county has been reputed as the home of walnut of China. In recent years, with implementation of Hotan Prefecture’s “six 300,0000-mu projects” and Hotan County Party Committee and People’s Government’s strategy to develop walnut in the south and grape in the north，walnut industry as Hotan County’s pillar industry for enriching people keeps increasing in area and yield. By far walnut planting area has reached 320,000 mu，walnut fruiting area 100,000 mu to annually yield quality dried walnut of 10021tons. With increase of walnut fruiting area，it is expected that by the end of the " 11th Five-Year Plan " the county’s walnut yield will exceed 30,000 tons. In 2006 Hotan County was approved as green thin-skin walnut standardized production base by relevant national authority. Land for construction of factory will be offered at favorable price, and the policy of first payment then refund will be executed for the project land. Hotan County will be responsible for “four availabilities and one leveling” for factory site. Industrial power charge is at 0.35yuan/kWh，water 0.25yuan/cu.m，coal 150yuan/tons and worker salary 500yuan-800yuan/month. The series walnut products are green foods containing multiple vitamins and mineral element and having functions of invigorating the function of the spleen, being good for kidney and the brain, nourishing the liver and moistening the lung, being good for digestion and the stomach, and prolonging life, etc. With improving of people’s living standard, people’s healthcare awareness is further enhanced. Walnut product is very popular among the broad consumers，market demand for the product keeps increasing, making encouraging market prospects for development of series walnut products，and economic benefit will be remarkable. Hotan County Sea-buckthorn Base Construction and Deep Processing Project
Description of project： Hotan County is located at the south brink of Taklimakan Desert ， enjoying desert arid climate，sufficient light and heat resources and dry conditions. The climate prepares richly-endowed light, heat and land resources conditions for construction of sea-buckthorn base. Hotan County now has more than 500,000mu wasteland with reclaimable value， and 10000mu naturally-grown sea-buckthorn. At present，sea-buckthorn is mainly sold to other places as raw material. Sea-buckthorn has high yield and wide uses. Sea-buckthorn seed mainly contains vitamin C, vitamin E, carotene, organic acid fat oil, etc. Its skin contains tannin and alkaloids，having certain curative effect on presbyope, fever, anaemia and aphthae, etc. In addition, sea-buckthorn leaf can be used as fertilizer for farmland. The above-mentioned analysis shows that sea-buckthorn and its products have encouraging market in and out of Xinjiang. After planting, sea-buckthorn can fruit in the fourth year. Given 30kg/mu dried sea-buckthorn seed, oil yield of 40g per kilo seed, and 70 yuan/kg sea-buckthorn oil, 10000mu sea-buckthorn base can generate economic benefit of 840,000 yuan at least per year. Coming into peak fruiting period, the yield will increase by double. Total investment：two million yuan, construction period: one year，term of recovery of investment: three years.

Hotan County Series Rose Products Deep Processing Project
Description of project：At present international market has great demand for refined rose oil. In order to transform Hotan’s rich rose resource advantages into commercial advantages，relying on technical support by Northwest University of Agriculture and Forestry and land and relevant facilities provided by our county, it is planned to construct scale rose industry group with regional characteristics with capacity to annually process 700-ton rose mainly for development of series products of refined rose oil, rose jam and rose tea, etc, so as to improve added value of rose product and drive development of relevant industries. Refined rose oil is a most valuable natural perfume extracted from rose. In international market refine rose oil can compare favorably with gold and has long enjoyed the name of liquid gold. Rose is a deciduous bush，with flower purple-red and strong fragrance and functions of clearing lung and nourishing face. Hotan County has climate suitable for cultivating rose. Hotan Prefecture is the famous refined oil-use rose planting base and has planting area of 12000mu with yield of fresh flower 200－250kg/mu and total yield of 2400－3000tons, preparing sufficient raw material for construction of this project. Total investment: 12 million yuan.

Kunlun Mountains Mineral Resources Risk Prospecting Development Project
Description of project： Hotan County is rich in mineral resources with more mineral varieties and very broad prospects for development and utilization. The minerals are mainly distributed in Dahongliutan and Kangxiwa area in Kunlun Mountains. Currently 40 kinds of mineral have been proven minerals，and those under mining include coal, limestone, Hotan jade, salt mine and gypsum，those to be developed include Spodumene, lead and zinc mine, copper mine, iron mine, white mica and alluvial gold mine, etc and rare metal minerals. As the mine field is deep in Kunlun Mountains，transport is hard and funds are short, no geological survey has been done. According geological experts estimate, there are more than 10 veins with development value reaching industrial production scale, but no detailed information on mineral varieties, reserves, quality and specific distribution situation is available, risk prospecting is to be made. The site for risk prospecting （Dahongliutan, Kangxiwa）is 850km from Hotan County，and prospecting route goes along Hotan County -Yecheng- the 850-km point of Xinjiang-Tibet highway. Investor is free to independently select geological prospecting team subject to survey permit issued to the investor by the land resources administration concerned. After gaining prospecting result，the investor will enjoy priority of mining right. Most veins in this area contain Spodumene mine, lead and zinc mine and copper mine, etc, the rare noble metals such as associated niobium enjoy very good development value. Hotan County Carpet Processing, Development and Sales Project

Description of project： Hotan County has long history in making hand-made carpet with traditional Uygur process. The product takes plateau-produced Hotan wool as raw material， has soft texture, is graceful and durable，and sells well at both home and abroad. At present， Hotan carpet is processed mainly on the home-made basis，characterized by self production and self sales，low technical content and limited patterns. In order to make this traditional ethnic industry bigger and stronger，it is now planned to attract investment to establish carpet company to carry out carpet processing and project development on the premise of unified technology, unified pattern, unified supplies and unified standards and with operation mode of company+farmer household. Animal husbandry is the pillar industry of Hotan County. In 2006 Hotan County reported year-end amount of livestock of 736,000 heads.
