一、
1. General Situation of Geographical Position and Population
Kalamay, located at the northwest brick of Xinjiang Zhungar Basin，was established in 1958 as a city. Now it is one under direct jurisdiction of Xinjiang Uygur Autonomous Region, administrating Kalamay, Dushanzi, Baijiantan and Wuerhe four administrative districts，covering total area of more than 9500 sq. km. The city has population （not including XPCC population）of more than 320,000, including population from 38 minority ethnic groups，accounting for 22% of the total. In its territory there are state-owned super-large-sized enterprises such as Xinjiang Petroleum Administration, PetroChina Xinjiang Oil Field Company, Dushanzi Petrochemical Corporation, Dushanzi Petrochemical Complex and Kalamay Petrochemical Company, etc.
Kalamay City enjoys typical continental climate characterized by dry, less rain, more wind in spring and autumn. Here it is cold in winter, hot in summer, short in spring and autumn and has big temperature difference between winter and summer. Annual average fresh gale time is 71.3days, annual average temperature 8.1℃,frost-free 225 days, average sunshine time 2705.6 hours. Initial frost often occurs during the first 10 days of November, and final frost ends during the last 10 days of March. In a year average highest temperature is in July with average temperature 27.6℃, lowest temperature month is Jan. with average temperature of -16.3℃. Annual average precipitation 108.9mm, annual average evaporation up to 3008.9mm, 20.8 times of the precipitation.
2. Economic Development Strategy
Kalamay City’s overall thought for economic and social development during the “11th Five-Year Plan” period：to implement scientific concept for development in an all-round way, center on“1142”overall development targets, clarify two top tasks of“maintaining sustained, quick and healthy economic development and building harmonious Kalamay”，implement three big strategies of“advantageous resources transformation, urban modernization and sustainable development ” and make key breakthrough in four aspects of“constructing national modern petrochemical base，quickening economic development；constructing national garden urban and national ecological city，improving people’s living environmental quality；constructing North Xinjiang regional central city， realizing overall and coordinated urban and rural development；building harmonious Kalamay”.
3. Overall Situation of Economic Development
In 2006 the city realized gross production of 47.3 billion yuan（current price，the same below），of which primary, secondary and tertiary industries realized added value of 190 million yuan, 42.45 billion yuan and 4.66 billion yuan respectively, completed all-society fixed assets investment of 20.6 million yuan and realized local fiscal revenue of 2.98 billion yuan and local fiscal expenditure was 3.53 billion yuan.
Petrochemical industry maintained quick development momentum continuously. Great achievements have been gained in oil and gas prospecting. Newly-increased proven petroleum geological reserves reported 76.289 million tons, exploitable reserves 15.024 million tons；Newly-increased proven natural gas geological reserves registered 7.19 billion cu. m，exploitable reserves 4.77 billion cu. m. Crude oil output reached new high. In the year the city reported output of crude oil of 11.917 million tons，up 2.3%；of natural gas of 2.88 billion cu.m，down 5.2%. Crude oil processing capacity stepped on new level. In the year the city completed processing crude oil of 8.583 million tons，up 4.5%；production of ethylene of 247,000 tons，down 5.4 %. Dushanzi 10-million-ton oil refining and one-million-ton ethylene expansion projects were constructed smoothly. Engineering and technological service competitiveness was further sharpened. In the year the city realized total income of 15.3 billion yuan.
Stable progress was made with petrochemical industrial park construction. Park overall plan modification and compilation work was started, and preparation of petrochemical industry development plan was completed. Infrastructure construction of park road, pipe frame, fire-fighting station and natural gas distribution station, etc was further intensified，guaranteeing smooth implementation of projects in the park. A batch of petrochemical projects such as 200,000-ton-a-year methanol, 120,000-ton-a-year calcined coke and 70,000-a-year solvent oil, etc were smoothly completed. Shandong Xinlu International Trade Co.,Ltd’s 100,000-ton-a-year formaldehyde and 50,000-ton-a-year downstream products project was officially stationed in the park, marking the petrochemical park made substantial breakthrough in attracting foreign investment. By far the park has completed seven projects with total investment of 600 million yuan. Local industries keep growing and expanding，local enterprises over designated size have completed total output value of 4.64 billion yuan，increasing 11.3%.
4. Regional Economy
（1）Kalamay District：total population is 166,625，accounting for 50.6% of Kalamay City’s total，of which 143010 from Han nationality， accounting for 78% of the total. Petroleum industry is the dominating industry of the district，mainly including oil refining chemicals, machinery manufacturing, maintenance and installation, electric power, transport and scientific research design, etc. Local industries are mainly in light industries necessary for people’s daily life such as flour processing, food processing, wooden ware, 白iron and garment processing, etc.
（2）Dushanzi District：an industrial area developed on the basis of petroleum, origin of Xinjiang’s petroleum industry, and was named after the Dushan (paraphrase of Maytakeshan in Uygur language) in the south end of district. In the district there is national large-sized backbone enterprise — Dushanzi Petrochemical Complex. Through tens years development, Dushanzi has now formed relatively complete economic development system with oil refining, chemicals, machinery manufacturing, electric power, building materials and plastics as main section, supported with commerce, trade and circulation services.
（3）Baijiantan District：a main production area of Kalamay oil field. Petroleum industry is the pillar of the district，holding decisive position in the district’s economic development. Main industries include well drilling, oil extraction, oil test and electric power, etc，formation and development of other industries are all centered on petroleum production and service. Petroleum is the top natural resources in the district, characterized by big reserves，good quality, suitable for refining multiple air and aerospace oils, top low-temperature resistant diesel and multiple lubricants and quality asphalt, etc. Petroleum and natural gas are main natural resources here, the next are coal, edible salt and building materials such as sheet stone, sand and stone materials and crystal, etc. Rare wild animals include Mongolian gazelle, wild horse and Asiatic wild ass, etc. Chinese medicinal materials includes Saline cistanche, licorice, root of straight ladybell, Japanese Thistle Herb, Tribulus, Calumba root, Siberian Cocklebur Fruit，etc.
（4）Wuerhe District：a half-agriculture and half-animal husbandry district relying on development of petroleum, the pillar industry, and Kalamay City’s vegetables fruits and melons and meats supply base. Planting industries include grain crops such as wheat, maize and beans and economic crops such as oil-use sunflower, cotton, vegetables, fruits and melons, etc. Wuerhe District is also a petroleum development district, in which there are deposits of gypsum, coal, mirabilite, new one found recently, and limestone, etc. Mineral resources in the district include rich petroleum, natural asphalt, gypsum, natural gas, mirabilite, coal, quartzite, limestone, oil sand, salt, sand, cobble, white stone, green stone, mica and black stone, etc；in mountainous region wild animals resources include Mongolian gazelle, red deer, wolf, wild boar, mallard, Asiatic wild ass, pheasant, hedgehog, eagle and marmot, etc；the district grows wheat and maize, while abounds in various fruits and melons；plant resources include Saline cistanche, licorice, Sophora alopecuroides L, Chinese wolf berries seed, Codonopsis pilosula, Schizonepeta tenuifolia, apricot kernel, ephedra, reed, diversiform-leaved poplar and safflower, etc. Devil City having long enjoyed global reputation is in the district.
5. Mineral resources ：
Kalamay oil field: one of four big oil fields of China, boasting rich petroleum and natural gas resources. Existing exploiting place is on rising period，still existing great development potentials. According to research result of“Zhungar Basin Third Oil and Gas Resources Evaluation”，The basin boasts total petroleum resources reserves of 8.6 billion tons， total natural gas resources reserves of 2.1 trillion cu.m，oil and gas resources reserves total 10.3 billion tons, showing great prospecting potentials and broad development prospects. In addition, there are natural asphalt, coal, gypsum, mirabilite, salt, asbestos, crystal and building materials such as loess, sand and stone, etc. By the end of the “10th Five-Year Plan ”（2005），newly-increased proven petroleum geological reserves reported 69.036 million tons，exploitable reserves 13.478 million tons；newly-increased proven natural gas geological reserves 7.17 billion cu. m，exploitable reserves 6.05 billion cu. m. Rich petroleum resources prepares most favorable substance conditions for Kalamay City’s development.
6. Agriculture：
In 2006，the city reported total agricultural crops sown area of 9240 ha.，increasing 3.2%，of which：grain crops sown area was 140 ha.，down 77.8%；cotton sown area 7940 ha.，up 26%. Cotton output 11367tons，up 26.6%; agricultural gross production of 400 million yuan was realized，up 21.5%；total rural economic revenue reached 52.24 million yuan，up more than 14%. Agricultural comprehensive development and industrialized operation were pushed ahead stably. 1000mu high-efficient water-saving artificial grassland base was completed, 5000musea-buckthorn planted. The 1300-head high-yield cow registered amount of livestock of 1300 heads，dairy products annual processing capacity reached 4500 tons.
Kalamay is rich in land, light and heat resources and has long frost-free period, suitable for growth of grain and cotton. The city boasts land area of 14 million mu，while the unutilized land area is 9.40 million mu, of which land suitable for forest and grass covers an area of more than eight million mu，completed piece grade II class I meadow soil covers 2.43 million mu. Water diverting project is completed and begins to supply water, laying foundation for Kalamay to implement large-scale agricultural comprehensive development，and creating conditions for its diversified economic development.
During the“11th Five-Year Plan” period， key of Kalamay in agricultural economic development is： to develop five major industries, five big bases and nine key construction projects.
7. Tourism
Kalamay is rich in tourism resources. One is Wuerhe Devil City Tourism Zone，mainly arid area natural landscapes；the second is oasis—Kalamay Oil City Tourism Zone，mainly oil cultural landscapes；the third is Dushanzi Comprehensive Tourism Zone，mainly oil cultural landscape and South Dushanzi Mountainous Region sceneries.
In 2006，Kalamay realized total tourism income of 350 million yuan，up 53%；tourism reception of 497,000 person/times，up 41%；direct tourism employees reported 5971，increasing 27% over last years. At the end of the year the city registered 17 star-level tourism hotel（three four-star hotels, eight three-star hotels，six two-star hotels），14 travel agencies, 14 tourism scenic spot development companies, 13 tourism development companies，five tourism souvenir development companies and 88 other tourism enterprises，totaling 151 tourism enterprises. In addition, three international travel agencies were established，marking travel agencies in Kalamay City began to integrate with international tourism organizations and making a substantial step to realize tourism growth from number expansion to quality development.

Kalamay 40,000-ton-a-year New-Process Carbon Black Project
Description of project: this project is planned to utilize greater project’s ethylene tar and coal tar from coal coking device to construct a 40,000-ton-a-year new process carbon black production device. Product from the production line can partially substitute for import of carbon black. Estimated total investment:130 million yuan. Construction site：Kalamay Petrochemical Industrial Park. Project construction scale：40,000-ton-a-year new-process carbon black. Main raw materials and guarantee：products of incomplete combustion of raw materials such as carbon black series aromatic petroleum or coal tar, etc. Market demand forecast：according to incomplete statistics, currently domestic carbon black production capacity is two million tons. It is expected that by 2010 China’s demand for carbon black will reach 2-2.2 million tons.

Kalamay 10,000-ton-a-year Polypropylene Transparent Sheet Project
Description of project：production process for polypropylene transparent sheet is mainly by extrusive molding. Estimated total investment: 96.1 million yuan. Construction site: Kalamay Petrochemical Industrial Park. Project construction scale：10,000-ton-a-year polypropylene transparent sheet. Market demand forecast：of the packing materials in the world, PVC hard sheet is the most used one. But some problems exist with PVC material, such as polymerization monomer migration and penetration, plasticizer digestion pollution and harmful gas during its waste treatment, etc， so in recent years some regions such as western Europe have prohibited to use PVC sheet for food and medicine packing. Polypropylene transparent sheet not only overcome the above-mentioned shortcomings, but also has good transparency, separation, low density and reclaimable, etc. In Europe，this kind of material has become widely popular in pharmacy sector. At present 30％ of medicine press through packing is made with this material. In foreign countries, particularly in advanced countries and regions, polypropylene transparent sheet is more and more widely used in food packing field. Advantages analysis：currently in China there are several sheet equipment manufacturers，but their products are obviously poorer than the imported one in terms quality, operation stability and production capacity. Adopting same raw materials and process，imported equipment-made sheet’s mist is 10％－20％ lower at least than sheet made with domestic equipment, and the lustrousness is improved correspondingly. Therefore, it is proposed to import sheet unit for this project.

Description of project：this project is mainly for realization of PP high property through blending alloy modification. Estimated total investment：26 million yuan. Construction site：Kalamay Petrochemical Industrial Park. Project construction scale：10,000-ton-a-year modified PP new-type special material. Main raw materials and guarantee：Kalamay Petrochemical Plant powder PP material. Forecast of market demand：Chinese market demand for modified PP special material is in large quantities. Only household appliances and automobile industry’s demand can reach 100,000 tons per year.

Kalamay 3000-ton-a-year Polypropylene foaming Material Production Project

Description of project：this project is designed to construct one 1000-ton-a-year polypropylene foaming material production line and two 1000-ton-a-year polypropylene hollow corrugated board production line. Estimated total investment：75.6 million yuan. Construction site：Kalamay petrochemical Industrial Park. Project construction scale：3000-ton-a-year polypropylene foaming material. Main raw materials and guarantee：raw materials adopted for polypropylene foaming material are those special for polypropylene from Kalamay Petrochemical Company and Dushanzi Petrochemical Complex. At present initial preparations for the project：the system’s water, power and steam supply rely on existing facilities，needs can be met basically. Forecast of market demand：product of polypropylene foaming material can be widely used in electronics, toy, ceramic, precise instrument, automobile and packing of plant and fruits with strict freshkeeping requirements. But domestic industrialized production device is less，particularly foaming polypropylene production line is a blank in northwest China, and nationwide demand for the product is more than 10,000 tons. Advantages analysis：to introduce foreign mature-technology polypropylene hollow corrugated board production line and polypropylene foaming sheet production line. Main products: polypropylene hollow corrugated board （2000tons/year）, polypropylene foaming sheet（1000 tons/year）.

Kalamay 20，000-ton-a-year Low Formaldehyde Release Environmental Powder urea formaldehyde glue Project
Description of project：this project is preliminarily designed to construct 20，000-ton-a-year low formaldehyde release environmental powder urea formaldehyde glue，completed with construction of formaldehyde device at the same time. Estimated total investment：100 million yuan（of which foreign exchange USD five million）. Construction site：Kalamay Petrochemical Industrial Park. Project construction scale：20，000-ton-a-year low formaldehyde release environmental powder urea formaldehyde glue. Forecast of market demand：it is expected that in the following days China’s artificial board output will increase 8% or so year on year. By 2010 artificial board output will reach 85 million cu.m，urea formaldehyde glue consumption five million tons. In the future China’s urea formaldehyde glue and artificial board development must be environmental friendly, namely reach class E2+ standard. So by 2010 China’s environmental urea formaldehyde glue consumption will reach five million tons；by 2015 6.5 million tons. Advantages analysis：during production of urea formaldehyde resin，in order to guarantee reaction operating, it is need to add over-dose formaldehyde. Domestically, during production of common urea formaldehyde resin，formaldehyde: urea mol ratio up to 1.5：1， making product made contain high-content free formaldehyde，only meeting class E3 standard （free formaldehyde <60mg/100g）. Foreign advanced technology adopts batch-based add of urea and improving process conditions, etc, which can make formaldehyde：urea mol ratio reduced to 1.05：1. Urea formaldehyde resin produced in this way has low free formaldehyde content，meeting class E1 standard. So this project will adopt imported technology to produce class E1 product.

Kalamay Devil City Scenic Spot Construction Project
Description of project：Devil City Scenic Spot is located in the“Devil City”, famous Wuerhe wind city, Wuerhe District, Kalamay Cit, southwest of Wuerhe district is 90km from Kalamay City，400km from Urumqi City. According to local tourism resources distribution characteristics, transport, communications and other infrastructure situations， it is planned to divide the windy scenic spot into three tourism zones：1）Devil City central scenic spot：based on different functions, the spot is divided into Yadan Landforms enjoying area, exploration area and gate area；2）Devil City movie and TV activity zone：including western movie and TV area, exhibition area, ethnic custom activity area；3）Wuerhe service and reception management area：including comprehensive service management area, fishing area, recuperation holiday area. This project is specifically divided into 10 sub-projects, each of which can serve as independent project for investment promotion：⑴Devil City “Jiangar Villa”construction project；⑵Devil City “Russia Agricultural Village”construction project；⑶Devil City “Uygur Private Residence”construction project ；⑷Devil City “Devil City Street”construction project ；⑸Devil City museum construction project ；⑹Devil City four-dimensional dynamic cinema construction project；⑺Devil City Devil Valley construction project ；⑻ Devil movie and TV city construction project ；⑼Devil City holiday villa construction project；⑽Devil City oil sand山development project.
Estimated total investment：198 million yuan. Construction site：Kalamay City Devil City Scenic Spot. Forecast of market demand：in 2000 Devil City tourism scenic spot reported tourists of 101,000，in 2002 170,000，in 2006 up to 230,000 person/times. All income stood at 4.2 million yuan. It is expected that by 2010 the tourists will increase to 500,000 person/times.
Advantages analysis：as a scenic spot enjoying high notability in the Autonomous Region’s tourism resources（tourism resources evaluation class: class I），it can fully rely on the geographical advantageous of the economic belt along northern slope of Tianshan Mountains and key northern tourism route of the Autonomous Region to combine with the Autonomous Region’s key tourism regions and routes. In addition, the scenic spot has become world famous as the exteriors for Oscar top-prize movie Crouching Tiger Hidden Dragon. Therefore, Kalamay Devil City Scenic Spot will have good market development prospects.

Now the company has 21 employees in total, including nine managerial personnel and 12 business clerks, and owns 40-year right for development and operation of the“Devil City ”scenic spot.

Kalamay Fruits Wine Series Industrialized Development Project
Description of project：This project is designed mainly for planning Xinjiang’s special agricultural products —Hami Melon and grapes, etc by utilizing Xinjiang’s land resources advantages, and for development and research of series fruits wine and wine products by tapping Xinjiang Uygur people’s traditional dietary culture， adopting new technology and new process. Estimated total investment：five million yuan. Construction site：fruits wine factory will be constructed beside the river passing through Kalamay City. Factory area is located at 20 Ashan Road, Kalamay City. Project construction scale：covering an area of 7000m2， of which factory building covers an area of 2000m2. Main raw materials and guarantee：Xinjiang special agricultural products — fruits and melons such as Hami Melon and grape, etc. Advantages analysis：the factory will use fully automatic belt-type squeeze，stainless temperature-control fermentation tank and fully automatic high-pressure bottle washer, filling machine, cover reducing machine, pasteurized spraying sterilization tunnel and code-spraying machine，etc. Production line capacity: to produce wine by 3000-bottle/hour，annual production capacity over 3000tons.

Profile of employer：this project is undertaken by Xinjiang Jiaxuan Wine Industry Co., Ltd independently, which was established on Sept. 30, 2001 with registered capital of 10.23 million yuan. It is an independent legal person enterprise with joint investment by Xinjiang Yongsheng Construction Development Co., Ltd, Kalamay City Real Estate Development Co., Ltd and Xinjiang Ecological and Geographical Institute of Chinese Academy of Sciences. Jiaxuan Wine Industry, also the holding company of Xinjiang Yongsheng Construction Development Co., Ltd，now has 97 employees with average age of 30, 14 managerial personnel，of whom one has post-doctoral degree, one is Ph. D, three have senior professional title, nine medium professional title, and 12 have educational degree higher than associate. At present，the company has assets of more than 10 million yuan，annual production capacity of 3000 tons or so, and modern business management philosophy of “management is productivity，while talent is enterprise’s development source”.
Since 2001，the company has constructed agricultural demonstration base in succession through cooperation with Agricultural Project Office of the Chinese Academy of Sciences（has purchased 10000mu land as special agricultural products experiment base）, and fruits wine and beverages production base through cooperation with the Chinese Academy of Sciences. The company, having dept. of agricultural project, Hami Melon Wine Brewery（owning the first professional Hami Melon wine production line of the sector）and sales company under it, mainly devotes itself to scientific research, planting and deep processing of Xinjiang’s famous, excellent and special agricultural products and byproducts, to selection of quality Golden Queen Hami Melon, Jiashi Melon and quality famous brewing seedless white grape for downstream products development and deep processing. By far it has successfully researched and developed Naxihan Golden Queen series Hami Melon wine, which was marketed in Jan. 2002, with uncommon sales performance gained. At present，the company has developed sweet, semi-sweet, semi-dry and dry Hami Melon wine and Chinese wolf berries wine of different kinds and sizes.
