Brief Introduction to Kashi Prefecture
1. General Situation of Geographical Position and Population
Kashi, located at the southwest of Xinjiang，is a region where many ethic groups live in compact community with Uygur people as main section, covers land area of 162,000 sq. km and administrates one city and 11 counties with total population of 3.69 million，of which Uygur people accounts for 90%，Han 8％ and others minority ethnic groups 2%.
Kashi is the western gate of China to Central Asia, Western Asia and South Asia，neighboring Tajikstan, Afghanistan, Pakistan, Kyrgyzstan and India with border line of 888km and six ports opening up to outside world, including Hongqilapu Port, Turgat Port, Yierkeshitan Port, Kalasu Port, International Airport and Xinyifa Class II Port, etc，making it an international passage for China to enter Central Asia, South Asia, Western Asia and Europe.
Kashi is richly endowed by nature with light, heat, water and land resources, boasting sufficient sunshine, long frost-free period，current cultivated land of eight million mu, five major rivers, surface water runoff of 11.7 billion cu. m，ground water resources of five billion cu. m and being one of five major irrigation areas in China.
2. Economic development strategy
To implement “one, two, three, four and six”projects，namely：firmly centering on “one center” to construct “two bases” and implement “three strategies”so as to realize “four transformations”,form “six pillar industries”，build regional new economic system，enhance regional economic strength and market competitiveness and constantly improve people’s living standard.
“One Center”: around the central task of “building Kashi’s position as key of Central Asia and South Asia economic circle”，efforts will be made to quicken construction of Kashi international commercial and trading center，give an impetus to opening up at higher level, wider field and deeper extent，enhance urban functions matching international goods trade, service trade, people and information exchange and build Kashi’s platform for international economic and trading cooperation development.
“Two Bases”: to build Kashi into a export processing base for introducing from the east China and going out west, and a goods collecting and distributing center for introducing from the west to market in the east China by making Kashi connected with neighboring countries and inland provinces (cities) and costal advanced regions with highway, railway and airway, and relying on its geographical, resources and ports.
“Three Strategies”: to implement“advantageous resources transformation”strategy to transform resources advantages into economic and industrial advantages；to implement “rejuvenating Kashi through science and education”strategy to enhance the prefecture’s economic development power；to implement “sustainable development”strategy to realize coordinated regional economic, social and environmental development.
“Four Transformations”: to realize transformations from traditional agriculture to export-oriented agriculture, from basic industry to new-type industry, from extensive economic growth mode to intensive economic growth mode；from traditional economic development mode to all-directional opening-up development mode.
“Six Pillar Industries”: petroleum, natural gas chemical and building materials industry, cotton textile processing industry, special agricultural products and byproducts processing industry, export goods processing （assembling）industry, mineral resources prospecting development smelting industry and commerce, trade and tourism service industry.
3. Overall Situation of Economic Development
Kashi Prefecture is one with agriculture as key economic player. In 2006 it realized gross production of 16.4 billion yuan，of which：primary sector reported 6.9 billion yuan，secondary sector 3.4 billion yuan and tertiary sector 6.1 billion；local fiscal income of 845 million yuan, farmers per capita net income of 2072yuan，urban residents per capita disposable income of 7938 yuan；industry added value of 1.75 billion yuan；total foreign import and export of USD 395 million and tourism income of 576 million yuan. In the year the prefecture completed social fixed assets investment of 7.44 billion yuan, reported total installed capacity for power generation of 390,000 kW and annual coal mining volume of about 120,000 tons.
4. Regional Development Features
To push ahead with construction of “three economic zones” and give priority to development of “one city two counties”（Kashi City, Shule County and Shufu County）economic zones along main railway and highway and with distinctive central city position，so as to make them form remarkable advantages in commerce, trade, tourism, construction of animal husbandry park and scientific and technological park.
With Shache County as center to develop high-yield and high-efficient quality cotton areas in Maigaiti County, Jiashi County, Bachu County and Yuepuhu County, and Yecheng, and special forest and fruits area for almond, pomegranate, walnut and Saimaiti Apricot in Yijisha County.
With Bachu County as center to form quality melon development zones along railway in Jiashi County, Maigaiti County and Yuepuhu County, etc.
Zepu County will rely on petrochemical downstream products and Tashikuergan County will center on tourism, minerals development and frontier trade to enhance their economic strength.
5. Industry under Key Support Program
Petroleum, natural gas chemical and building materials industry, cotton textile processing industry, special agricultural products and byproducts processing industry, export goods processing （assembling）industry, mineral resources prospecting development smelting industry and commerce, trade and tourism service industry.
6. Introduction to Advantageous Special Resources and Important Products
（1） Petroleum and natural gas resources：to fully rely on rim-Tarim Basin advantages of our prefecture to quicken petroleum and natural gas prospecting in Yijisha depressed plate, Bachu rise plate and Maigaiti County slope plate；to intensify mineral resources prospecting, development and smelting and to give priority to development of non-ferrous metal smelting.
In terms of petroleum and natural gas chemical industry, top priority will be given to prospecting. In short term, relying on existing oil and gas resources and industrial foundation，efforts will be made to develop downstream product, participate in mid-stream product production and support development and utilization of upstream products in order to maximize extension of petroleum and natural gas industrial chain. Key efforts will be made to develop petroleum refining, ammoniate processing, methanol processing, dimethyl ether processing, natural gas power generation and civil natural gas projects to strive for realization of scale production of petroleum and natural gas chemical industry.
（2） Mineral resources： sticking to the principles that “he who makes investment in prospecting and development will be benefited”，efforts will be made to intensify minerals risk prospecting. Proceeding from advantages mineral resources as breakthrough，key efforts will be made to develop and utilization of mineral resources such as gypsum, vanadium-bearing titanomagnetite, copper, iron, lead, zinc and jade, etc with good mineralization conditions in Bachu, Jiashi, Yecheng, Shache and Tashikuergan counties, etc. As for proven minerals, active efforts will be made to give impetus to development and utilization of resources，improve product added value and form mineral mining, dressing and smelting industrial chain.
（3） Cotton resources： with goal to“build Kashi Prefecture into a cotton spinning base of Xinjiang”，efforts will be made to give full play to cotton resources advantages in the prefecture by introducing domestic and foreign large-sized enterprises and big groups，and by utilizing scientific and technological information, technology and equipment to mainly develop cotton textiles，encourage development of weaving(knitting), printing and dyeing, garment, home textiles and decoration textiles for longer industrial chain, and expand cotton textile production capacity to one million spindles with combed yarn accounting for60% during the“11th Five-Year Plan” period, establishing the pillar position of cotton spinning industry in the prefecture，and making the prefecture one of important cotton spinning industry production bases in the Autonomous Region.
（4）Port resources：neighboring Tajikstan, Afghanistan, Pakistan, Kyrgyzstan and India with border line of 888km and six ports opening up to outside world, including Hongqilapu Port, Turgat Port, Yierkeshitan Port, Kalasu Port, International Airport and Xinyifa Class II Port, etc，making it an international passage for China to enter Central Asia, South Asia, Western Asia and Europe. Against the backdrop, the prefecture plans to rely on its advantages of border, railways and highways and ports and give full play to two kinds of resources and two markets to develop export-oriented economy in wider fields and at deeper level and improve export proportion in its economic structure. Active efforts will made to participate in international competition，promote foreign trade and economic and technical cooperation and construct export processing and bonded areas based on Hongqilapu Port and Kalasu Port to actively develop import trade, processing trade, service trade and technological trade, etc.
（5）National medicine industry：to carry forward and further develop traditional Uygur medicine，strengthen research of Uygur medicine，expand production of existing more than 150 kinds of national medicines of 13 types of medicament under four batch numbers，and quicken research and development of nine varieties for pre-examination. Efforts will be made to introduce advanced managerial talents and technology，establish modern corporate governance and encourage big pharmaceutical groups in inland China to participate in development and research of Uygur national medicine development so as to expand national medicine industry with market means.
（6）Special forest and fruits industry：namely construction of special forest and fruits product base. According to the requirements of “high starting point, high standard, high input, high output and high benefit”， key efforts will be made to develop dried and nuts such as almond, walnut, jujube and pistachio, etc, highlight development of special fresh fruits such as apricot, pomegranate and Jiashi Melon, etc. Sticking to market orientation, relying on scientific and technological progress，efforts will be made to improve quality and output so as to make the “famous, excellent and special”products industry bigger and stronger. The prefecture plans during the“11th Five-Year Plan” period to develop forest and fruits planting area up to 4.5 million mu with key to develop apricot of 1.5 million mu, almond of one million mu, walnut of 800,000 mu, jujube of 600,000 mu, pistachio of 200,000 mu and others fruits of 400,000 mu, so as to realize fruiting area of more than two million mu and fruits output of more than 1.5 million tons by 2010.
（7）Animal husbandry： during the “11th Five-Year Plan” period，the prefecture will form a“meat in the south and milk in the north” animal products development layout. With dairy product processing in Kashi City as leading, efforts will be made to construct 300,000-head Simmental and black-white improved cow breeding base with Kashi City, Shule, Shufu, Yijisha, Jiashi and Yuepuhu counties as key; with breeding cattle and beef cattle breeding and processing in Yecheng County as leading to construct 200,000-head Angas cattle breeding base with Yecheng, Zepu, Shache, Maigaiti and Bachu counties as key. With implementation of these projects, the prefecture will realize maximum animal breeding of 18 million heads，amount of livestock topping 10 million heads，offtake topping eight million heads and meat output of more than 350,000 tons by the end of the“11th Five-Year Plan”.
（8）Tourism ：key efforts will be made to develop“butterfly-shaped”tourism routes, with the “butterfly” as the main section including tourist attractions of ethnic, folkways, history and cultural tours in Kashi City; small knife, clay pottery, special process tours in Yijisha County;Amannishahan Tomb and desert tour in Shache County, golden diverseform-leaved poplar and Qiaogeli Peak alpine snow tour in Zepu county. The left wing the routes includes Muhammad Kashigali Tomb, Aoyitak Forest Park, Kalakule Lake and Mushitag Peak tours, Tajik ethnic tour and Hongqilapu boundary tablet tour in Shufu County. The right wing routes include Yuepuhu County’s Dawakun Desert scenery, Maigaiti County’s wetland, Tang Dynasty Kingdom City, natural diversiform-leaved poplar forest and Mor Buddhist Pagoda tours, etc.

Shufu County Animal Slaughtering Project
Description of project: animal slaughtering factory of Shufu County Ankang Agricultural& Animal Husbandry Products Development Co.,Ltd was established with joint investment from Shufu County Designated Cattle & Sheep Slaughtering Factory, Supply and Marketing Cooperative and Antai Transport Co.,Ltd with registered capital of five million yuan. Construction contents and production scale：construction of animal slaughtering factory and refrigerating and freshkeeping storage, and corresponding slaughtering, refrigerating equipment and auxiliary facilities, including one 5000-ton-a-year refrigerating storage and one 10000-ton-a-year freshkeeping storage. Estimated total investment：48 million yuan；newly-added production capacity：to annually slaughter cattle of 25,000 heads;sheep of 250,000 heads；to annually process beef and mutton of 7250 tons. Main raw material and supplies： in 2006, Shufu County reported amount of livestock of 964,000 heads，of which：cattle stood at 95,000 heads，sheep 837,000 heads，goat 32,000 heads，animal offtake 755,000 heads and meat output 272,000 tons, preparing sufficient raw materials guarantee for construction of this project.

Shufu County Sea-buckthorn Series Product Development Project
Description of project：Xinjiang Kashi Sanhe Sea-buckthorn Drinks Development Co., Ltd established in 2004，is a stock system enterprise with registered capital of 1.5 million yuan and total investment of five million yuan. In 2006 the company produced fresh sea-buckthorn fruits of 500tons，sea-buckthorn oil of 10tons，raw sea-buckthorn juice of 260tons and sea-buckthorn seed of 25tons with output value of more than 10 million yuan. The company’s sea-buckthorn oil has been sold in Beijing, Shanghai and Guangzhou, etc, and exported to Hungary and Australia，sea-buckthorn seed sold in Shanghai and Lanzou, etc, and sea-buckthorn juice has met brisk selling around Xinjiang. Construction contents and scale：to construct a production line with capacity to annually process 2500-ton fresh sea-buckthorn fruit and one production line with capacity to annually process 1875-ton raw sea-buckthorn juice; to expand sea-buckthorn planting area to 100,000 mu in three years. Total investment: 50 million yuan，investment will be negotiated by both cooperative parties. Main raw materials and supplies：mainly through mode of company+base+farmer household and purchase from market to guarantee supply of fresh sea-buckthorn fruits, which can guarantee sufficient raw materials supply for the project.

Shufu County Hongshan Hydropower Station Project
Name of Project：Shufu County Hydropower Company, established at the end of 1999，has four power stations under its administration with total installed capacity of 12MW. The company now boasts total assets of 44.47 million yuan，liquid assets of 10.36 million yuan，fixed assets of 34.11 million yuan. In 2006 the company realized sales income of 8.61 million yuan and paid for tax of 600,000 yuan. Construction contents and production scale：to newly construct Tashmilik primary and secondary power stations with total installed capacity up to 25,000 kW. Estimated total investment：300 million yuan；newly-added production capacity：total installed capacity up to 25,000 kW. At present，Kashi Prefecture has electricity shortage of 90,000 kWh and Shufu County 3000kWh，so the project will have broad market prospects.

Shule County Grain Bureau Grain and Oil Center Breeding Base Construction
Description of project：this project consists of three major bases, namely dairy and meat products processing base, grass and feed base and breeding base. It is planned to construct in Shule County a new animal slaughtering and meat processing factory and a production line with capacity to daily process production line with capacity to daily process fresh milk of 300 tons；to construct 1000-mu modern artificial forage grass demonstration base for breeding cow of 1000 heads of sheep of 10000 heads. Animal husbandry products, besides meeting the need of domestic sales, can also be exported to international markets in Central Asia and South Asia. Now the center boasts land of 1460mu，and sheds and matching production facilities for breeding of 500-head cattle and 2000-head sheep as well as favorable basic conditions of transport and market. Description of project：construction site for this project is located at South Xinjiang Qilu Industrial Park, supported with good transport, rich milk resources, top milk quality and local people’s habit to eat dairy products. And quality dairy products can also be exported to countries in Central Asia and South Asia，so the project has great market potentials. It is planned to construct a new cow breeding farm, a feed processing factory and a dairy product processing factory for breeding 500-head cow，daily processing feed of 100 tons and fresh milk of 20tons. Estimated total investment: 4.5 million yuan.

South Xinjiang Ecological Tourism Park Development Project
Description of project ：it is planned to construct this project in Yapuquan Town,Shule County. In the town there are natural sandbath course, sand therapy course, hunting area, horse racing area, ethnic custom garden and refreshment and holiday area. Not being developed at present, but more than 10,000 tourists visit here every year. The project area is characterized by broad land, prosperious forests，rich grassland and rolling sand hills，presenting tourists unique and agreeable landscapes. The project will cover 230 ha.，of which：80ha. for natural diversiform-leaved poplar forest scenic spot，150 ha. for desert tourism area. It is planned to develop Shule County Yapuquan Town tourism area with estimated total investment of six million yuan.

Description of project：Xinjiang Dawakun Livestock Bio-Technology Co., Ltd was established in Sept. 2004 with registered capital of 4.8 million yuan. Business scope：donkey milk research, processing and sales，donkey breeding，and development and sales of series donkey products, and processing and sales of juice beverages. Construction scale and contents：in 2007to produce fresh donkey milk of 1000 tons，construct100 “donkey breeding farms”，hire 1500 heads of milking donkey，set up 80 milk collection stations，purchase 1000-head donkey, develop order-based feed planting area of 5000mu，import advanced donkey milk production line，refrigerated lorry for milk transport and vacuum packing machine. Total investment: 13million yuan. Newly-added production capacity：After completion of project, newly-added production capacity means to process donkey milk of 800 tons，add donkey breeding by 300 heads. Yuepuhu County Dalu Oil Chemical Factory Production Expansion and Technical Innovation Project
Description of project：Yuepuhu County Dalu Oil Chemical Factory was established in June, 2002 with registered capital of 100,000 yuan. Business scope：manufacturing and sales of ginning machine（over-80- ton ginning machine, rubber-roller ginning machine） and matching equipment; manufacturing and installation of low-voltage electrical equipment; processing and sales of edible plant oil. Technology and production process：to adopt domestically advanced and mature continuously-refining edible plant oil production line to improve production capacity to 200 tons/day from 40-plus tons/day at present. The production line is leading technologically，supported with state-of-the-art refining technology from several manufacturers in the work，reasonable process design, simple management and operation，low production consumption and cost. Total investment：20 million yuan for newly increasing production capacity by nearly 40,000 tons. Raw material and supply：Kashi Prefecture reports ginned cotton output of 250,000—300,000 tons a year，rich in cotton seed as the raw material for this project. Our technical innovation and expansion project is designed justly based on Kashi Prefecture’s raw material advantage, which has not been transformed into powerful economic advantages. Raw materials supply is out of question.

Yuepuhu County Lanxin Plant Chemical Co., Ltd Licorice Product —Licorice Acid Professional Processing Project
Description of project：Yuepuhu County Lanxin Plant Chemical Co., Ltd was established in March 2002, and its total assets have reached more than 15 million yuan. In 2006 the company realized sales income of more than 18.9 million yuan. By the end of 2006 the company’s assets liability ratio stood at 18%，and in the year the company realized gross profit of 1.89 million yuan. Construction scale and contents：processing base covers an area of more than 100 mu. Total investment：10 million yuan. Raw materials and supply：licorice supply will rely on prefectures and counties as well as farms in Xinjiang so as to benefit farmers and licorice planting bases while expanding and developing enterprise. Annual expenditure for procurement of raw materials is about 20 million yuan.

Shache County 300,000-spindle Combed Fine Yarn Production Project
Description of project：Shache County is the center of four southern counties of Kashi Prefecture，and its “Yerqiang”–brand cotton has been award title of famous brand of China. With rich cotton resources and position advantages，the county has realized total cotton output over million dan for many consecutive years and won title of nationwide advanced cotton production county for many times. In 2007 the county boasts cotton planting area of 650,000 mu，and it is expected that cotton output will reach 80,000 tons. It is planned to build new 300,000-spindle combed fine yarn spinning mill to improve cotton’s added value and form company ＋base ＋farmer household industrialized business pattern by mainly producing 16s－100s fine cotton yarns. Matching the 300,000-spindle cotton mill, six self–use cotton ginnery will be constructed. The project is planned to adopt automatic combed fine yarn process to mainly produce 16s-100s cotton yarns of 60,000 tons a year. Driven by increasing market demand for textiles，Xinjiang’s textiles price rose by 6% in last Jan.，of which cotton yarn price up by 6.3％. Estimated total investment: 600 million yuan.

Shache County Almond Series Medicine and Healthcare Food Development Project
Description of project：Badanmu (almond as academic name) boasts very high medicinal value and good anthelmintic and disinfectant effects. In clinical use, it has curative effect on ascarid, hookworm and pinworm but without side effects. In addition, almond kernel in medicine has functions of moistening lung, relieving hunger, dispelling the wind and cold, antidiarrheal as a good ingredient for relieving a cough，treating bronchitis and asthma. It can also be used for curing stomach and intestine mucitis and acid and alkali poisoning, etc，showing considerably wide medicinal uses and serving as one of essential medicinal materials. With improving of people’s living standard，and deeper processing of food for human being，75% of world’s population is under sub-health state，and 20% in bad health. Particularly full-time employee family with heavy job and living burdens, office group, and mid-aged and old groups with worsening health make great demand for medicine and healthcare food. Shache County has long enjoyed good reputation of “home of almond”，and planned to expand almond to 600,000 mu by the end of the 11th Five-Year Plan. In order to make best use of the resources advantage, it is planned to attract investment of 40 million yuan to construct a pharmaceutical factory by combining almond medicine and Uygur medicine in our county.

Shache County Fruits Processing Project
Description of project：Shache County is rich in fruit resources, including almond, apricot, pomegranate and walnut, etc. as the long-term plan, the county’s almond planting area by 2010 will exceed 600,000 mu with annual output of more than 12000 tons；apricot area 300,000 mu with yield of 450,000 tons；walnut area 100,000 mu with yield of 10,000 tons；pomegranate area 50,000 mu with yield of 25,000 tons. At present，the county has poor auxiliary facilities for processing and storage, etc and insufficient development of high added value of fruit products, leading to lower comprehensive benefit and making it failure to transform forest and fruit resources advantages into economic advantages. Shache County 10,000-ton Large-sized Freshkeeping Storage Construction Project
Description of project：Shache County now has population of more than 700,000，of which urban population reports more than 200,000，meaning a big consumption market. The county has relatively advanced forest and fruits industry and rich variety of fruits and melons, vegetables and meat. In 2006 the county reports fruits yield of 150,000 tons，vegetables yield of 180,000 tons，total meat yield of 39,500 tons. Currently, the county plants Frame-supported melon （sweet melon） of 200,000 mu boasts 23500 vegetables greenhouse of various kinds and will have 50,000greenhouse by the end of the 11th Five-Year Plan. Zepu County 200,000-ton Cement Expansion Project
Description of project：Zepu County Yueying Cement Co., Ltd was established in Sept.2003 with registered capital of 1.2 million yuan. Business scope: cement production and sales. 2006 year-end the company reported assets liability ratio of 0, income of 23.93 million yuan, tax payment of 4.39 million yuan and yearly profit of 5.6 million yuan. The company’s kiln No.3 is a ф2.5×42m pipeline decomposing furnace and rotary kiln with design chamotte output of 13 tons /hour, which was completed and put into production in 1996, but failed to reach design output all the time, with output remaining five tons /hour or so. The company now plans to make investment of 20 million yuan to improve the kiln No.3 by adopting new-type dry process cement production technology of Beijing Sifang Sci-tech Co., Ltd in manner of technological transfer. The technical innovation works include kiln back end preheater, decomposing furnace, dust-collecting device, cooling system, coal powder preparing system, cement packing system and raw material and fuel yard. After completion of the innovation, the kiln No.3’s daily chamotte output will increase from former 120tons to 600tons，annual output of passed cement will increase from former 50,000 tons to 250,000 tons，making production capacity newly increased by 200,000 tons. All raw materials are mainly supplied by Yecheng and Shache Damus Mine，fuel coal by Shache coal mine and Yecheng coal mine. Products from the factory will be mainly sold in Zepu County, Yecheng County, Shache County, Southwest Tarim Petroleum Base and Hotan Prefecture.

Yecheng County Walnut Product Comprehensive Processing Project

In 2006 the county realized total fruits yield of 106,000 tons，and will have the yield of more than 400,000 tons by the end of the“11th Five-Year Plan”. The county now boasts vegetables area of 60,000 mu （of which greenhouse vegetables area is 20,000 mu） to annually produce a variety of vegetables of 180,000 tons. Bachu County Central Heating
Description of project：heat supply in Bachu County is prepared by unit-based self heating, making more than 60 sets of boiler in various sizes existing and annual pollutant emission over 2000 tons. Particularly in heating period in winter, the boilers always make strong smoke, leading to heavy pollution. Therefore it is imperative to develop central heating project. This project construction will cover an area of 150 mu with heat supply as auxiliary function. It is planned to adopt circulation fluid-bed boiler （desulphurizing rate 85%）, which has good environmental effect.Considering breakdown from trouble and maintenance of boiler and peak heating load adjustment, it is planned to install three sets of 35T/H med-pressure coal-burning circulation fluid-bed boiler with mode of YG35/3.82-M6, rated evaporation capacity of 35T/H，outlet pressure of 3.82Mpa，overheated steam outlet temperature of 450℃， smoke emission temperature of 204℃. The project will realize annual heat supply of 46.4×103GJ and heating area of 1.5 million sq. m. Given heating price at 16yuan/sq. m, annual heat supply income will be 24 million yuan. After completion, the project can annually supply electricity of 57 million kWh at price of 0.46yuan/Kwh, making annual power supply income of about 22.23 million yuan. Total investment: 150 million yuan.
