1. General Situation of Geographical Position and Population
Kezlesu Kirgiz Autonomous Prefecture （hereinafter referred to as Kir-Prefecture）is located at the southwest of Xinjiang Uygur the Autonomous Region. Geographically, the prefecture stretches over South Tianshan Mountains, East Pamir Plateau, northwest brink of Tarim Basin and northern slope of Kunlun Mountains. It neighbors Kyrgyzstan and Tajikstan in the north and west，making 1195km of border line. In its jurisdiction there are Yierkeshitan Port and Turgat Port, all are state-level class I port. The prefecture covers an area of 72,400 sq. km，administrates three counties and one city（Aheqi County, Wuqia County, Aketao County and Artux City） consisting of 37 townships （town） or farms with total population of 484,000 from 11 ethnic groups such as Kirgiz （with population of 134,000）, Uygur （309,000）and Han （35,000）, etc. The prefecture is a small one in terms of population with agriculture and animal husbandry as main sectors with same proportion, but a big one in terms of frontier defense, a prefecture of strategic importance, and a prefecture of hope.
2. Economic Development Strategy
The“11th Five-Year Plan” period is a key period for Kir-Prefecture’s economic construction. Kir-Prefecture will firmly establishes scientific concept for development， continuously stick to the development strategy of “laying foundation with agriculture, starting with frontier trade, prospering with tourism and taking off with mines”，give full play to “four major advantages” of resources, geographical position and help and support on the basis of clarifying key sector of industrial development, build special “four major bases” of agricultural products, frontier economic cooperation zone, tourism and refreshment and minerals development, quicken “four construction paces” of well-off society, harmonious society, socialist new rural area and stabilizing frontier and prospering the prefecture, give impetus to “four breakthroughs” of economic structure adjustment, central urban construction, poverty-alleviation through education and income increase of farmers and herdsmen and speed up agro-industrialization, new-type industrialization and urbanization process.
3. Overall Situation of Economic Development
In 2006 the prefecture realized gross production of 1.971 billion yuan，local fiscal income of 109 million yuan，fixed assets investment of 1.03 billion yuan, total retail sales of consumer goods of 429 million yuan, total import and export of USD 118 million；farmers and herdsmen per capita net income of 1486 yuan，urban resident per capita disposable income of 5700yuan.
4. Introduction Advantages Resources and Pillar Industry
Kir-Prefecture boasts broad land, rich and unique natural resources such as minerals, hydroenergy and tourism, etc and advantageous geographical advantages，making it equipped with great potentials for development of special economy.
（1）Mineral resources：Kir-Prefecture is located at the meeting place of Tianshan Mountains —Xingmeng metallogenic belt and Gutetis metallogenic belt， making the area have good metallogenic conditions, wide mineral resources distribution, more mineral varieties, big reserves and good quality. By far, 69 varieties of mineral and 457 mineral sites have been found in Kir-Prefecture, accounting for 40% of the 171 mineral varieties found in China，and 46% of the 138 mineral varieties in Xinjiang. Those having proven or preliminarily proven reserves and been placed on the list of reserves bank include coal, iron, cobalt, copper, lead, zinc, cadmium, gold, silver, salt, sulphur（sulfurous iron ore）, crystal, limerock and clay of 15 varieties in 64 sites；of which there are eight sites of large-sized deposits，nine sites of med-sized deposit and 47 sites of small-sized deposit，making Kir-Prefecture equipped with advantageous conditions for developing industry and minerals such as mining and dressing, metallurgy, building materials, non-ferrous metal and energy, etc.
（2）Hydroenergy resources：Kir-Prefecture is an important hydroenergy base in South Xinjiang，including Tuoshigan River, Yerqiang River, Kezlesu River, Gaiz River, Qiakemak River, etc passing through its territory with annual average runoff of 8.8 billion cu. m，accounting for 10% of Xinjiang’s total surface water runoff. From plateau mountainous region to mountain pass exist great fall，making theoretical hydroenergy reserves of 4.56 million kW，accounting for 22.3% of Xinjiang’s total hydroenergy resources，of which 3.28 million kW are available for development，offering great potentials for development of hydropower undertakings.
（3）Tourism resources：Kir-Prefecture’s tourism landscapes consist of those from Tianshan Mountains, Pamir, Kunlun Mountains and Tarim Basin. As a gathering place of three ancient civilizations（Chinese Civilization, Greece Civilization and Indian Civilization）,three religions（Buddhism, Christian and Islam）and three language systems（Han-Tibet language system, Altay language system and India-European language system）, the prefecture can show your long history and culture, strong ethnic custom and folkways, rich and profound cultural contents, and colorful natural landscapes. Tourism resources here are characterized by big volume, more types and high grade, including more than 230 scenic spots, sight spots and cultural relics. Kir-Prefecture Glacier Park, alpine lake of Kalakule Lake, and father of iceberg Mushitag Peak are state-level tourism scenic spots. Mushitag Peak mountain climbing and exploration area, Yangbulak Glacier and Kunlun Sanxiongfeng Scenic Spot are unique around China even around the world. At the same time the prefecture also boasts the highest natural skiing course in the world skiing course，lowest-altitude glacier in China at the same latitude，and is one with most and most centralized distribution of sand Chinese ilex, living fossil of plant in the world. The prefecture is also world famous “home of hunting eagle”，a place with centralized distribution of snow-capped mountains and glaciers in China and last place to see off sunset in China. Kir-Prefecture has many cultural relics，mainly including Han-Dynasty Buddhist grottoes of Sanxian Cave, Mor Buddhist Pagoda, relic of royal palace of Kalakhan Kingdom, SulitanSatukBulagkhan mazar(Kalkhan Kingdom tomb group), relic of ancient Suwen City and relic of posthouse on ancient Silk Road. Magnificent and wonderful Pamir Plateau sceneries, old and mysterious western ethnic folkways and attractive views of foreign countries in Central Asia make the place a great tourist attraction enjoying domestic and international reputation.
（4）Special fruits and plateau animal products：Kir-Prefecture is rich in special agriculture resources. Unique geographical position and climate conditions give birth to a batch of special and quality agricultural and animal products. Kir-Prefecture boasts a variety of fruit resources. Local quality fruits mainly include fig, grape, apricot, pomegranate, peach, pear and almond, etc. Melons mainly consists of sweet melon and watermelon, etc. Of which Munag grape, fig and Baren apricot enjoy high reputation both at home and abroad. Kir-Prefecture is also rich in animal product resources. Plateau yak has tender and delicious meat，belonging to purely natural quality and green organic product with very broad market prospects for comprehensive development. Broad-leaf fernle mushroom from Wuqia County，with its unique nutrition constituent and medicial value, is a wonderful flower of edible mushroom given birth to in Pamir Plateau.

Aheqi County Qiqijianak Serpentine Rock Mine Comprehensive Development Project
Description of project：the mine field is located at the med-stream area of Qiqijianak River in Halabulak Township, Aheqi County, 125km away from frontier defense highway and about 10km away from Qiqijialak River, 77°9′50″—77°15′30″E and 40°51′00″—40°56′40″N. In mine field six varied-size serpentine rock bodies have been selected with prospective reserves of about 1.8thousand billion tons，of which only mine Ⅳ stretches 2300m long and 100—180m wide. Chemical analysis results show that MgO content is generally 36—40% and SiO2 35—37%. The serpentine rock belongs to a large-sized mine, basically reaching the indexes of high-efficient purifying agent and of compound fertilizer. Estimated total investment：20 million yuan for construction of a compound fertilizer processing factory with capacity to daily produce about 400tons and annually produce about 150,000 tons. The products will be mainly sold in Akesu and Artux as yield-increasing agent for green plant.

Wuqia County Ceramic Building Materials Development Project
Description of project： with proven red clay mine（common clay） of 100 million tons，ceramic mine （quality kaolin）of 15 million tons and quality gypsum of 50 million tons. Red clay mine is located at the place 3km right south of Wuqia County，enjoying very good transport and good mining conditions, suitable for large-sized mining. Proven reserves of kaolin mine in Bayinkuluti Township are about 7.25 million tons，with aluminum oxide content of 17.39—23.22% and average iron content of 1.52—5.33%，suitable for a variety of ceramic building material products. The mine is 70km away from county seat，95km away from Kashi City, a strategic place in South Xinjiang，provincial highway No.309 passes through the mine field，a good transport. Total investment: 25 million yuan. It is planned to construct factory building for two ceramic production lines covering an area of 15000sq. m and relevant auxiliary facilities. Issues on technology, electricity power, water conservancy and transport have all been completed successfully.

Wuqia County High-grade Cement Production Project
Description of project： the county is rich in limestone mine, clay mine, iron raw materials, gypsum and slag, etc, has express transport conditions and sufficient water, power and gas supplies, preparing good conditions for construction of high-grade cement production project. Wuqia County’s Project to Produce High Purity Strontium Carbonate with
Catalytic Conversion Process
Description of project：Wuqia County is very rich in celestite mine resources with proven reserves of about 200,000 million tons. At present Wuqia County has reported enterprise in production of strontium carbonate with annual output of 3000tons but with poor purity. Our county hopes to introduce investor to produce high purity strontium carbonate with new process. High purity strontium is one of very important material in electronic industry and color picture tube，meaning very encouraging market prospects. At present there is mature catalytic conversion process available for production of high purity strontium carbonate. Total investment: eight million yuan. Construction scale：Covering an area of 5000sq. m，with capacity to annually produce 3000 tons of the product and annual output value of 20 million yuan.

Artux City Salt Lake Salt Chemical Product Development Project
Description of project：Artux City now boasts two salt lakes —Xiaokule Lake and Tuzsugaite Lake with total area of more than 140 sq. km （Xiaokule Salt Lake area is about 90sq. km and Tuzsugaite Lake area about 50sq. km）. The two lakes are 40km away from Halajun Township，110km from Artux City and about 10km from each other. （1）Xiaokule Salt Lake，distribution in north-west — east-south run，about 13km long and 2—6km wide. Salt seam thickness varies from 0.5 to 1.5m， and salt mine seam thickness is about 20—30cm. Chemical analysis shows that associated potassium content is 0.07%—0.15% and boron oxide content 0.17—0.33%. And associated potassium content in muddy salt is 0.76% and boron oxide content 0.19%. Tests of 109 chemical samples and 22 bittern samples from the salt lake mine show solid salt class D reserves are 86 million tons. （2）Tuzsugaite Salt Lake is distributed in north-east-east — south-west-west run, about 18km long and 2—4km wide. The lake surface is covered with a salt cover seam with thickness of 20—30cm， down from which it is coarse crystal rock salt seam with thickness of 30—60cm. Geological team has made survey of the mine site and measured and calculated solid salt class D reserves of 13.2 million tons, geological reserves of 12 million tons; mirabilite class E reserves of 31.26 million tons, very rich salt resources and very high mining value. At present the city has one fine edible salt factory with capacity to annually produce 15,000—20,000 tons of processed fine edible salt factory, but limited to edible salt processing. In order to make our city’s salt mine resources give greater economic benefit，it is urgently needed to carry out large-scale salt-chemical comprehensive development and utilization. Kir-Prefecture Animal Product Comprehensive Development Project
Description of project：Kir-Prefecture is the main production area of yak of Xinjiang. Kir-Prefecture “Pamir” yak, named “Treasure of High Mountains”, lives around the purely natural, pollution-free and vast grassland，making it one of few quality green organic products around China even around the world. Kir-Prefecture and surrounding areas now boast more than 100,000 heads of yak. With relatively sluggish development, utilization and research of yak around，comprehensive development and utilization of “Pamir”yak will have very broad market prospects. Yak lives in unpolluted plateau mountainous region, so its meat and milk are purely natural green food. In addition, market price for yak cashmere and skin keeps increasing. Yak meat, milk and bone all contains multiple micro elements easy to be absorbed by human body, and are purely natural organic quality tonifying products. At present，in view of market development, yak value has been doubled and gain grace of people. Now it is planned to attract investment（private investor better）to construct in Kir-Prefecture an animal products comprehensive processing factory with capacity to annually process and utilize yak of more than 5000 heads and series products of more than 750 tons, including yak meat, bone and meat powder, animal gelatin and yak-marrow-made bone-enhancing powder and infusion, etc. Estimated total investment: 15 million yuan. Through multiple deep and careful research and survey and repeated demonstration, Kir-Prefecture series yak products comprehensive development project proposal has been completed preliminarily.

Aheqi County Animal Product Deep Processing Project
Description of project：Aheqi County Kirgiz nationality is an ancient nomadic and hunting ethnic group of China，and animal husbandry is Aheqi County’s pillar industry. Aheqi County is located at high cold mountainous region with rich natural grassland. In pasturing area animals lives mainly on pollution-free natural grassland，eating Chinese medicinal materials ，drinking mineral water. In upstream area of Tuoshigan River there is not factory, and downstream area is far from rural area. Without industrial and other pollution，it is hard for plant diseases and insect pests to spread，and yak, horse, donkey and sheep, etc have meat tender, delicious and richly nutritious. Particularly yak deserves the title of plateau green food, meaning good prospects for development of plateau green food deep processing in Aheqi County. The county has good transport，180km away from Akesu City，350km from Kashi, and enjoys cold climate，generally highest temperature in summer is 36℃，lowest temperature in winter -27℃，and annual average temperature 6.3℃，serving as a good meet products deep processing base. It is planned to introduce some processing equipment and funds to construct a 500-ton-a-year comprehensive meat processing factory to produce series small-package collection smoked horse sausage, dried horse meat and donkey meat. Construction scale：to construct a comprehensive food processing factory with capacity to annually produce 500 tons of meat products. Construction site is located at Aheqi County. Aketao County Baren Apricot Industrialization Project
Description of project：Aketao Baren apricot is famous around Xinjiang with big size, bright color, more meat, high sugar content and tasteful sour and sweet flavor. In 2001 the county was awarded the title of“Home of Baren Apricot” by the Ministry of Agriculture. Now the county boasts Baren apricot planting area of 200,000 mu, added with 400,000 mu from surrounding counties and cities，making total planting area of 600,000 mu in this area. Of which 50,000 mu has entered peak fruiting stage to annually yield fresh apricot of about 60,000 tons. It is expected that by 2010 Baren apricot yield can reach 170,000 tons or so. Construction site for this project is located at Aketao County. It is planned to newly construct factory building of 2000sq. m and introduce equipment for processing and production line, etc to carry out deep processing such as making dried apricot, preserved apricot, freshkeeping or apricot kernel beverages, etc. Estimated total investment: about 80 million yuan. After completion, the project can annually process dried Baren apricot of 2000tons. Given market sales price at 10 yuan per kg，annual total output value can reach 20 million yuan. With fresh fruit to dried fruit yield ratio of 4：1，annual total production cost will be 17.74 million yuan，annual profit margin 40%. Besides economic benefit，implementation of this project can improve ecological environment of the project area and surrounding regions，make ecological environment improve in virtuous circle and promote sustainable economic development of Aketao County.

Wuqia County Wide-leaf Fernle Mushroom Production Base Development Project
Description of project：wide-leaf fernle mushroom is special rare edible mushroom in Wuqia County, Xinjiang. It grows only associated with the medicinal plant Chinese Asafetida Resina Ferulae’s root and stem in Pamir Plateau，and a wonderful flower of edible mushroom given birth to in Pamir Plateau. It has unique nutrition constituent and medicinal value. Growing from medicinal plant fernle mushroom root and stem，it holds very important position in Xinjiang’s medicinal materials, so it is called “white glossy ganoderma in western region”, “Magic Mushroom”, etc. Modern bio-chemical analysis shows that fernle mushroom has protein content of 26%，fat of only 1.1%，carbonhydrate 37.8%，high protein but low fat，rich in a variety of amino acids necessary to human body, accounting for 45% of total amino acid，10% higher than other edible mushroom on average，making it an ideal good food. Construction site is located at Wuqia Town. It is planned to newly construct 50 greenhouses with total investment of four million yuan. After completion, given each farmer household plants 1000 bags every time, the product can make farmer’s net income grow by 9000 yuan. From experimental cultivating to now, Wuqia County agricultural machinery popularization station has basically mastered wide-leaf fernle mushroom artificial cultivating technique. Over the past years it cultivated more than 50,000 bags with more than 8000kg of fresh fernle mushroom produced. In addition, enterprise can gain profit of more than 600,000 yuan every year.
Project progress：At present Wuqia County has made investment of two million yuan to construct10 greenhouse, covering an area of 40mu and with annual cultivation capacity up to 50,000 bags. Feasibility study report on project development investment has been completed by the unit with qualification for making the report.

Aheqi County Sea-buckthorn Fruit Deep Processing, Sea-buckthorn
Oil Extracting Development Project
Description of project：Aheqi County is rich in sea-buckthorn resources. Along 120km flood land on both banks Tuoshigan River passing through the whole county from the west to the east, there are quality sea-buckthorn resources of 35 thousand km，which can produce sea-buckthorn fruit of 450 tons. Characterized by good quality，centralized distribution, easy collecting and enjoying the good reputation of king of vitamin, the fruit has great market potentials, high development value and medicinal value. Long-term eating of the fruit can effectively prevent and cure coronary heart disease, etc. Now it is planned to introduce funds to improve production technology and construct a 400-ton-a-year sea-buckthorn oil extracting and sea-buckthorn fruit deep processing factory. Aketao County Central Heating Project
Description of project：At present，heating in Aketao County is scattered，and unit-based heating system still exist in some urban areas. The scattered heating mode makes serious energy waste，heavy environmental pollution，low economic benefit and poor environment for people’s life. So it has become the top task in urban infrastructure construction of Aketao County to carry out central heating, concentrated consolidation and energy saving so as to improve environment and people’s life. It is planned to newly construct one central heating station by laying main thermal pipelines of 12km to make heating area reach 1.1 million sq.m in short term. Estimated total investment: 36 million yuan. After completion, this project can completely solve problem of heating for more than 23,000 people in county seat，with good economic benefit and social benefit.

Aketao County Seat Natural Gas Utilization Project
Description of project: Kir-Prefecture’s Wuqia County has Arke gas field with total area of 16.6 sq. km, natural gas reserves of 12.37 billion cu. m and exploitable volume of 6.2 billion cu. m. Arke gas field —Kashi City 93km long-distance pipeline transmission project has been completed，and Kashi City is only 30-plus km away from Aketao County Seat，preparing sufficient raw materials guarantee for Aketao County to carry out natural gas project. In order to better improve people’s living quality and urban infrastructure level, it is planned to carry out the natural gas project in the county seat. Construction contents include the 27km main pipeline in urban area and branch pipelines. Planned total investment for this project is 22.2578 million yuan. After completion, the project can supply gas to urban area of 3.2476 million cu. m, making gas supply ratio up to 85% and supplying gas to 26,000 residents. Initial progress：the Autonomous Region’s urban and rural planning and designing institute has been entrusted with preparing feasibility study report （also as project construction proposal）.

Kir-Prefecture Artux City Industrial Park infrastructure Construction Project
Description of project：Artux City Industrial Park is located at the golden delta area between Kashi and Artux City，5-17km away from Artux City，30km away from Kashi，with flat land，and large piece of land available for industrial development. National Highway No.314 passes through along the edge of the park，a good transport. At present several domestic enterprises have stationed at the park. With increasing enterprises into the park，it becomes urgent to carry out infrastructure construction for water supply, discharge and heating, etc. Total investment: more than 400 million yuan. After completion, the project will charge at market price for water supply, discharge and heating, etc as cost for infrastructure construction，benefit will be considerable.
Project progress：general planning of the project area has been completed，and simply-build road, greening pipelines and greening works in the park completed also.

Wuqia County Yierkeshitan Port Movement-down Infrastructure Construction Project
Description of project：Kir-Prefecture Yierkeshitan Port was approved to open officially under Circular GH〔1998〕No.9 by the State Council in Jan.1998. As the land here is narrow, the port has no any space available for sustainable development. With sharp increase of goods volume passing through，the narrow space has become a bottleneck restraining sustained development of the port. Now the People’s Government of the Autonomous Region has on principle approved to move the port down to the west of Wuqia County. Now our prefecture is under works to carry out planning and design. Movement-down infrastructure construction project mainly includes investment in construction of infrastructure of water supply, discharge, power transformation and transmission lines and customs-supervised warehouse, etc. Total investment is about 100 million yuan. After completion, the project will greatly improve the port’s capacity for goods passing through and economic benefit. Project progress：Explanation of Yierkeshitan Port Movement-down Overall Plan 2006-2020has been prepared by the Autonomous Region’s urban and rural planning, surveying and designing institute，and reported to the Autonomous Region. Appraisal of the primary design plan has been organized for many times. Currently Yierkeshitan Port movement-down overall plan has been completed. Works should be done to strive for early starting and construction to make benefit.

Artux Great Canyon Scenic Spot Development Project
Description of project：Artux canyon is located in a valley 18km southwest of Tugumaiti Township of Artux City. The scenic spot, 2.5 sq. km，is the place where Shatuk, founder of Xinjiang Islam, took a refuge about 1000 thousand years ago. The canyon tourism area is encircled by mountains in four directions，with high mountains and deep valley, rolling mountains，multiple water systems，blue sky and water, grey crane flying，clear spring water, cod swimming and fresh air. Along the road you can enjoy wonder peak and jagged stone，with peculiar form，some look like galloping steed，some like sleeping bear，like camel neighing，magnificent palace， mysterious and majestic temple, like roaring lion，in various forms, very interesting, and like a solemn and noble castle. Beautiful and wonderful Artux City canyon stands against mountains and by water，with clear spring water，wonderful and long-history relic of religion activities，added with Artux’s unique ethnic custom and rich sweet fig，further enhancing the city’s magic and making it more attractive to domestic and foreign tourists. Artux Ahu Reservoir Scenic Spot Development Project
Description of project：Ahu Reservoir is a med-sized river-weir one with flood control as main function with concurrent functions of irrigation, power generation, breeding and tourism, etc. The reservoir, with total capacity of four million cu. m and water area of 4500 mu,is encircled by mountains in four directions，enjoys sufficient sunshine，agreeable climate, fresh air，smooth communications，and sound water and power facilities. On broad and clear water, the ripples spread，mallard and water birds play，with a few natural small islands dotted. Beautiful views in the reservoir area make here the unique scenic spot of Kir-Prefecture with multiple refreshment facilities, showing great potentials for development and high return on investment. It is needed to construct ethnic folkways corridor, pavilion, artificial fall, fountain, golden beach, air cableway and entertainment facilities, etc. Total investment: 12.45 million yuan. Artux Xipudun Shigongmen (Stone Arched Door) Scenic Spot Development Project
Description of project：Artux Xipudun Shigongmen enjoys the name of wonder in the world，and is recommended as one of global 25 latest exploration routes by US journal ADVENTURE. Magic Xipudun Shigongmen is located at the south branch of Western Tianshan Mountains，75km away from Artux City，with naturally formed “门(means door in Chinese character)- shaped” stone，100m wide and more than 500 m high. Wonderful“Heaven Door”，uncanny and magnificent，is the paradise longed for by tourists and explorers. Xipudun Shigongmen is a scenic spot founded in 2005，and now still in original status，meaning broad prospects for development. Kirgiz Heroic Epic Manas Cultural Tourism Development Project
Description of project：Manas is an epic of great domestic and foreign influence，and one of China’s three major heroic epics，enjoying high reputation at both home and abroad, and being reputed as a wonderful flower of folk literature and art. Manas, as a orally handed-down non-material cultural heritage，has now been spread by few folk artists, and has one volume of Chinese book published. Making, publishing and issuing of a variety of books, vides, movies and TVs of the epic and cultural tourism development can drive great development of relevant tourism. Manas is widely spread in many places, where there are Kirgiz people living in compact community there is Manas spreading. Besides Kirgiz communities in Xinjiang of China, Kyrgyzstan, Kazakhstan, Uzbekistan and Afghanistan, etc also have Manas spread. And there are many Chinese and foreign culture lovers. Description of project：Yuqitash grassland is a summer pasture with the highest altitude and the largest area in South Xinjiang. With its unique idyllic scenery it is one of collections of scenic spots and historic resort of China. With altitude over 3000m, and covering an area of more than one million mu, it is a multi-functional comprehensive scenic spot combining sightseeing, holiday, refreshment, summer holiday, recuperation and ethnic tour, etc. Here boasts strong Kirgiz ethnic custom and culture, entertainment and traditional sports activities, etc，showing very high development value. It is planed to construct a holiday village with capacity to annual receive tourists of 120 thousand person/times，consisting of scenic spot facilities, service facilities and infrastructure construction. Total investment: 10 million yuan. After completion and coming into operation, it is expected that this project will generate income of 15.7843 million yuan per year. Wuqia County Port Logistics Center Construction Project
Description of project：Yierkeshitan Port is one of land passages for China to enter Central Asia even to Europe. In recent years goods passing through the port increases by more than 20% year on year, and logistics industry and matching industry related to foreign trade grow quickly. With movement down of Yierkeshitan Port， it is needed to construct a large-sized multi-functional logistics center combining storage, transport, handling, customs declaration and exhibition, etc. The project covers an area of 200,000 sq. m with construction area of 12,000 sq. m and total investment of 48 million yuan. Wuqia County State-owned Assets Company will make investment of 18 million yuan，and it is needed to attract foreign investment of 30 million yuan. The project’s annual return on investment can reach six million yuan. Investment in the project belongs to property investment for logistics center，with less investment risk，and the return will be stable and increase based on port development.

Wuqia County Sinter Ancient Ecological Water Development Project
Description of project：Wuqia County Tuoyun Quanhua ancient ecological water project is located one the state-owned wasteland 70km northwest of Wuqia County, 75°09′37″—75°09′58″E and 40°25′07″—40°25′39″N，with area of 0.5km2. Sinter is a calc-sinter relief the same as stalactite and stalagmite，and the colorful crystal formed on ground by oxidization of spring water containing great quantity of calcium carbonate after overflowing to ground. The crystal is the naturally formed from colorless and transparent spring water，with rich and bright color. The largest sinter overflowing outlet is under a huge stone，with mouth as a basin，and water pouring to about 30cm high. All the places with the spring water flowing through have colorful crystal with red dominating，making it a rare quality mineral water. Test and measurement show that the spring water has the same nature as life origin water，contains multiple rare minerals very good to human body，is called world-level top water and serves as the only one with natural osmosis in the world by far. In addition, the water has also multiple functions such as helping digestion, softening blood vessel，delaying decrepitude, building up body and healthcare, etc. Survey shows that the spring water dynamically stable spring group flow is about 7L／s，spring group total resources 220752m3／a，actually measured spring water temperature is 12.8℃，5.8℃ higher than that of river water. Yearly exploitable volume is 110376 m3／a. Give 500ml bottled water as production standard，gross production can reach 147.168 million yuan. Estimated total investment: 30 million yuan.
