Brief Introduction to Tacheng Prefecture
一、
1. General Situations of Geographical Position and Population of Tacheng Prefecture
Tacheng Prefecture is located at the northwest of Xinjiang Uygur Autonomous Region, 394km wide from the east to the west，423km long from the south to the north and covering land area of 105,400 sq. km. In the north there is Baktu port for connection with CIS，in the south Eurasian Continental Bridge and National Highway No.312 meet， a good transport. The prefecture has five counties and two cities under its jurisdiction, including 42 townships, 24 towns, 26 pastures, five state-owned farms, 10 state-owned forest farms and three sub-district offices, and 36 agricultural reclamation farms under Agricultural Division No.7, 8, 9 and 10 under Xinjiang Production and Construction Corps (XPCC). The prefecture boasts arable land of 12.3618 million mu，of which class I and II land accounts for 64.28%. Now cultivated land of 6.75 million mu has been reclaimed，rural per capita cultivated land has reached 8.4mu，four mu more than average of the Autonomous Region. In its territory live 29 ethnic groups such as Kazakh, Han, Mongolia, Dawor and Russian, etc. In 2006 the prefecture registered total population (including XPCC) of 2.1 million，of which：local total population was 910,000, population of minority ethnic groups 385,000，accounting for 45% of local total.
Tacheng Prefecture enjoys arid and semi-arid continental climate characterized by annual average precipitation of 142—295mm，annual evaporation of 1605－2110 mm，frost-free of 150—180days，annual average sunshine time of 2832—3006 hours，effective photosynthetic radiation of 274186－277953 Joule/sq. cm and annual average temperature 5—7℃，extremely beneficial to growth of crops, offering conditions richly endowed by nature for development of agriculture and animal husbandry. Main agricultural crops include wheat, maize, rice, beet, cotton, rape, sunflower, Carthamus tinctorious, hops, Dagua melon, apple, grape, watermelon and Hami Melon, etc. Main animals include sheep, goat, cattle, horse, camel and pig, etc.

2. Economic Development Strategy
To build “three big economic belts”，push ahead with construction of“four big industrial zones”and“five big industrial bases”，namely the three big economic belts of area along Wusu-Shawan, area around Tacheng Basin，Tuoli and Hebukesair County mineral resources development zone；quicken development of four big industrial zones of Wusu—Shawan petrochemical industrial zone, Emin—Tiechanggou industrial zone, Heshituoluogai industrial zone and Tacheng City Frontier Economic Cooperation Zone to cultivate and expand green agricultural products processing base, coal-electricity energy base, petroleum downstream product processing base, metal and non-metal mineral development processing base and export commodity processing base.

3. Overall Situation of Regional Economic Development
In 2006 the prefecture reported gross production of 13.28 billion yuan. Proportion of primary, secondary and tertiary industries stood at 29：32：39, local fiscal general budget revenue 1.001 billion yuan, farmers and herdsmen per capita net income 5042yuan, funds in place from investment promotion three billion yuan, total import and export USD 760 million, local fixed assets investment 4.62 billion yuan. with“three major economic blocks” keeping quick development momentum，the prefecture has basically formed a good pattern of sharing resources, complimentary advantages, coordinated and interactive development and overall growth. In the prefecture more than 500 enterprises have been established in fields of coal, electric power, petrochemical, building materials, cotton spinning and foodstuff to offer main products of raw coal, cotton yarn, cotton fabric, cement, gold, chromium iron, bentonite, granite slab, ceramic brick, edible salt, sugar, ketchup, pepper paste, maize starch, preserved fruits and syrup, safflower oil, meat products and dairy products, etc. In 2006 raw coal yield realized four million tons，petroleum production over three million tons，lake salt 300,000 tons ，bentonite30,000 tons ，granite slab 100,000 sq. m，beer 68,000 tons，sugar 39,000 tons，ketchup 75,000 tons ，and maize starch 90,000 tons, etc.

4. Regional Development Features of the Prefecture
Tacheng Prefecture has completed transformation from agriculture-leading to industry-leading in terms of economic development and entered stage of quick economic growth. The three big economic belts，based on their own resources and position advantageous conditions respectively，give full play to the advantages in agriculture, minerals and port advantages，make reasonable layout and scientific positioning to quicken development.
Economic development belt along Wusu-Shawan area：Wusu City and Shawan County have population accounting for more than 50％ of the prefectures total. The belt will fully rely on advantages of rich petroleum chemical raw materials and quality cotton base and coal resources in Dushanzi and Kalamay to give first priority to development of existing petrochemical, cotton spinning and energy industries，make key efforts to construct petrochemical industrial zone with acrylic acid series industrial chain and VAC series industrial as core respectively and industrial zone with green agricultural products processing as main section. To lay stress on position advantageous of economic belt along northern slope of Tianshan Mountains to build Wusu City into a light industry and spinning base of Xinjiang, and Shawan County into one of important tourism areas of Xinjiang.
Economic development belt around Tacheng Basin：Tacheng City, Emin County and Yumin County are important agricultural production areas. Relying on Baktu Port’ advantages and advantages of rich agriculture resources in the basin，the belt will be built into an important green agricultural products producing, processing, storing, transporting and exporting base and western ethnic flavor ecological sightseeing park in North Xinjiang.
Mineral resources economic development belt：Hebukesair County and Tuoli County will rely on resources advantages to quicken development of industries of coal, electric power, chromium, iron, gold, cement, bentonite clay and raw salt in order to build the area into an important energy base and building materials, metal and non-metal developing and processing base in North Xinjiang.

6. Introduction to Advantageous Special Resources and Important Products
（1）Coal resources：the prefecture boasts raw coal reserves of 10.5 billion tons，which are mainly distributed in Tiela, Heshituoluogai, Sikeshui and Nanshan four mine fields，with proven reserves of 1.33 billion tons and annual mining volume of four million tons. With current coal demand of about five million tons，a big gap exists. Luneng and Zhongdian Investment developing coal-power resources in Tacheng have planned to construct 2×150mv and 2×300mv power supply projects, for which feasibility study is going to be completed. After completion of the projects, bigger gap of coal will present.
（2）Petroleum resources： Kalamay and Dushanzi, at the hinterland of the prefecture, are rich in petroleum resources with petroleum reserves of 1.7 billion tons and natural gas reserves of more than 50 billion cu. m. At present in Hebukesair County there are four oil fields with annual output of more than tow million tons. Shawan County has oil field with preliminarily prospected crude oil reserves of 50 million tons. In Wusu City 13 oil wells have been made with capacity to annually produce 90,000 tons of crude oil and daily produce 80,000 cu. m of natural gas. In the following 2－3 years crude oil and natural gas output in the field will reach 500,000 tons and two billion cu.m respectively.
（3）Mineral resources：By far more than 50 varieties of minerals have been found in the prefecture with proven reserves of 36varieties and mine points of more than 460. Those most advantageous for development include chromium, gold, copper, iron, lake salt, mirabilite, bentonite clay, granite and quartz sand, etc. Of which lake salt reserves stand at 1.6 billion tons, chromium iron reserves 2.29 million tons, granite reserves 1.3 billion cu. m, bentonite clay reserves 1.4 billion tons and mirabilite mine reserves 180 million tons.
（4）Meat and milk resources：Tacheng Prefecture has long enjoyed the good reputation of the Autonomous Region’s “granary”and“meat warehouse”. In 2006 the prefecture reported animals of livestock of five million heads，annual offtake of 3.3 million heads，meats total output 140,000 tons，fresh milk 200,000 tons and dairy products processing capacity 40,000 tons.
（5）Bashibai sheep resources：Bashibai sheep is a sheep variety unique in Tacheng characterized by early maturity, quick growth, high slaughtering rate and offtake in one year, etc. The mutton, fresh, good taste, is very popular among the mass of consumers in and out of Xinjiang and in Islamic countries in Western Asia such as Saudi Arab, and broad prospects for development exist for lamb mutton. At present counties and cities surrounding Tacheng Basin have amount of livestock of one million heads and can offer offtake lamb of 700,000 for slaughtering per year.
（6）Base of vegetables for export： Four counties (cities) in Tacheng Basin boast advantageous conditions for production of vegetables. Baktu Port is 17 km away from Tacheng City, in neighboring Kazakhstan and Russian, there are eight states with total population of 25 million，with higher living standard but short of some agricultural products. Tacheng has now constructed facility-based agriculture area of 12,000 mu，far behind the demand.
（7）Cotton resources：
Tacheng Prefecture has cotton output of 160,000 tons, belonging to quality med-staple cotton. At present it has processing capacity of only 20,000 tons. 80％ of raw cotton are marketed outside.
（8）Safflower industry. Tacheng Basin safflower oil has linolein content over 83%. Safflower oil is one of world accredited best healthcare oil products and reputed as rising industry in the 21st century by relevant domestic experts. Emin County has been name “home of safflower of China” by the Ministry of Agriculture. During the“10th Five-Year Plan”，Tacheng Basin completed the largest safflower industry base in China by making the area up to one million mu and annually producing Carthamus tinctorious seed of 100,000 tons and Carthamus tinctorious silk of 10,000 tons.
（9）Tourism resources：Tacheng is rich in tourism resources，including natural and human landscapes such as Lujiaowan Spa, Wusu mud volcano and Devil City in the south，and Baktu Port, Weiren (Great-figure) Mountain and Tasti scenic spot in the north and ancient rock drawings, etc. Gobi desert and diversiform-leaved poplar, sacsaoul and Chinese tamarisk enrich each other’s beauty. With wild almond enjoying name of plant“living fossil”， and rare and valuable medicinal materials such as Codonopsis pilosula, fritillary bulb and ephedra, etc and various wild flowers and plants；multiple national protection wild animals such as Saiga tatarica, Gazella subgutturosa, red deer, Great Bustard and snow leopard, etc. People from 29 ethnic groups in Tacheng live harmoniously, with Russian and Dawor living in particularly compact community, showing striking ethnic regional characteristics.

Tacheng Prefecture 50,000-ton-a-year Refined Industrial Sodium Sulfide Project
Description of project：Industry sodium sulfide is one of basic inorganic salt products. Refined industrial sulfuration is a kind of high-content, low-iron low-carbon sodium sulfide with popular name of sodium sulfide. It is widely used in fields of paper-making, leather making, chemical industry, metallurgy, pesticide, textiles, organic synthesis, movie film and wastewater treatment, etc. This project adopts domestic process and technology. For which feasibility study report has been completed.
Market analysis：In recent years, domestic sulfuration alkali consumption reported about 500,000 tons. However, with rapid growth of domestic pharmacy, paper-making and leather making industries，demand for refined industrial sulfuration alkali keeps increasing. It is expected that growth rate of consumption of sulfuration alkali in pharmacy and paper-making and leather making, etc will be 15%-20% per year.
Construction conditions ：1）construction site：Heshituoluogai Industrial Park is located at the place two km southwest of Heshituoluogai Town with planned area of 20 sq. km. The park will be constructed under the standard of “seven availabilities one leveling and one greening”. By far “four availabilities, one leveling and one greening”namely availability of water, power, telecommunications and road; land leveling and greening with trees and grass. 2）communication and transport：150km away from Kalamay, 260km from main line of North Xinjiang Railway; 3） power for living use: 0.6yuan/kWh, for industry 0.52 yuan/kWh, mixed lump coal 120-150yuan/ton, building material subject to market changes; coal：the prefecture has ensured coal resources reserves of 630 million tons，proven resources reserves of 6.787 billion tons，accounting for 6.8％of the proven coal resources in the whole Xinjiang. Prospectively forecast reserves of shallow resources within 600m report 36.764 billion tons，within 2000m 208.275 billion tons，accounting for 11.4％ of Xinjiang’s total.
Mirabilite：the whole prefecture has five places of the mine found，of which two are large-sized deposits，one med-sized mime and two med-sized mine points. Large-sized deposits are mainly in territory of Hebukesair County with total obtained reserves of 189.4484 million tons.
Estimated investment and project scale：84.66 million yuan, 50,000-ton-a-year refined industry sodium sulfide
Economic benefit analysis：to utilize rich mirabilite in Xinjiang and low-price coal resources to construct refined industry sodium sulfide device. This project has strong competitiveness and good market prospects.

Shawan County 100,000-ton-a-year Cyclohexanone Project
Description of project：cyclohexanone is mainly used for preparation of caprolactam and intermediate of Nylon 66，and also in fields of fine chemicals such as medicine, paint, leather-use chemicals, rubber, dyestuff and agricultural industry. Construction of cyclohexanone project can explore road for Xinjiang to further develop Nylon sector，add chemical fiber variety and perfect product structure of Xinjiang’s chemical fiber industry. In China cyclohexanone is mainly used as nylon intermediate，few as solvent. In China cyclohexanone’s consumption structure is 60％ for caprolactam ，13.5％ for coatings industry，7.5％ for rubber assistants，and 19％ for others.
Market analysis：in recent years，domestic demand cyclohexanone keeps increasing. In China there are now nine major cyclohexanone manufacturers with total production capacity of 300,000 ton／year. In 2002 the output was 270,000 tons，market gap in the same period reported nearly 140,000 tons. In 2006 total market demand was 380,000 tons.
Construction conditions：1） it is planned to construct the project in suburb of Wusu City. 2）communication and transport：main traffic routes such as Urumqi-Kuytun Expressway and Kuytun-Salim High-grade highway, National Highway No. 312 and No.217, North Xinjiang Railway, etc pass through the county，which is 260km away from Urumqi City, 10km from Dushanzi District, 9km from Kuytun City. 3）main production cost and price：industrial electric power : 0.334－0.495 yuan／kWh，industrial water 1.5yuan／cu. m，coal 120－150 yuan／ton，heat supply 17.1 yuan per million KJ.
Shawan County Seat is located at the northwest of Xinjiang，southern brink of Zhungar Basin， northern foot of Tianshan Mountains，middle section of the economic belt along northern slope of Tianshan Mountains,185km away from Urumqi in the east, capital city of Xinjiang，neighboring Shihezi City in the east and stretching to Bayingou and Kaiganqi in the west, where it neighbors Wusu City, Kalamay City and Kuytun City；stretching north to Gguerbantonggut Desert，whtere it neighbors Hebukesair Autonomous County. Shawan County industrial zone has been basically prepared with“five availabilities and one leveling”conditions.
Main raw materials for production are benzene and hydrogen，of which annual benzene consumption will be 88,000 tons and hydrogen (79％)consumption 110 million m3／year
Estimated investment and project scale：320 million yuan，production scale: 100,000-ton cyclohexanone/year.

Wusu 100,000-ton-a-yearcaprolactam Project
Description of project：caprolactam is main raw material for making polyamide（Nylon）fiber and resin. Nylon fiber is characterized by high strength, good wear resistance, being soft, high elasticity, low density and good chemical stability, etc. Nylon resin has high tensile strength, good impact resistance, outstanding wear resistance, chemicals resistance and low friction coefficient. Engineering plastic made from nylon fiber and Nylon resin is widely used for reinforcement of textile and rubber products, and in fields of automobile, electronics and electrical appliances, mechanical parts, consumables and construction, etc. This project plans to adopt domestically developed benzene route（hexamethylene）new process.
Market analysis： at present domestic caprolactam production capacity has reached 184,500 tons but with small scale，short of competitiveness and with low self-supply rate, only 35%. In recent years China imported more than 200,000 tons of caprolactam every year. In 2002 the import reached 320,000 tons, with big market gap and encouraging market prospects. Tacheng Prefecture 100,000-ton-a-year Calcium Chloride Construction Project
Description of project：calcium chloride has unique physical property such as moisture absorption，high solubility and low crystallization temperature, etc. It is a inorganic salt product widely used in fields of industry, agriculture, communication and transport and construction，and in gas and liquid desiccating agent, freezing medium, coagulating agent and chemical raw materials. This project adopts domestically-developed technology and has realized batch production.
Market analysis：calcium chloride is used as snow melting agent in Xinjiang’s petroleum prospecting and cold drinks sectors, as depilatory in leather sector and paper-making void in newspaper recycling. With a lot of users, accumulated consumption is considerable.
Construction conditions：1）construction site：Heshituoluogai Industrial Park is located at the place two km southwest of Heshituoluogai Town with planned area of 20sq. km. The whole prefecture lake salt occupation resources reserves are 170 million tons，proven resources reserves of 600 million tons, forecast resources reserve of 1.84 billion tons, of which potassium chloride over 1.1 million tons. The project will make full use of waste liquid from producing soda ash with ammonia-soda process to make calcium chloride.
Estimated investment and project scale：70 million yuan，100,000-ton calcium chloride （di-hydrate）a year, byproduct: industrial salt 120,000 tons.
Economic benefit analysis ：sales income 70.62 million yuan（not including tax）；profit and tax ：44.84 million yuan； profit margin on investment ：53％； investment recovery term：1.72 year(static).

Wusu One-million-ton-a-year DCC project
Description of project：This project adopts domestically most advanced DCC deep processing technology and takes wax oil and heavy oil as raw materials to produce propylene, gasoline and diesel, etc，of which propylene yield can reach over 15%，making the process an effective means to realize output increase of propylene product. This project has annual processing capacity of one million tons and construction cycle of one year.
Market analysis：with national economic growth，demand for gasoline and diesel, etc keeps increasing year after year. Demand for propylene product as a basic chemical raw material also goes up by 4% year on year.

Economic benefit analysis： after completion and being put into production of the project, the project can realize sales income of 3.8 billion yuan a year，profit and tax 450 million yuan，profit 225 million yuan，investment recovery term two years，with good economic benefit.

Wusu 200,000-ton-a-year phenol acetone Project
Description of project：this project takes propylene and benzene as raw materials，adopts the most advanced propofol oxidization process in today’s world to produce phenol andacetone products. Adoption of outer circulation technique can prolong catalyst recycling cycle and service life，reduce generation of byproducts，improve propofol yield and make phenol and acetone products’ all indexes reach internationally leading level. This project has production capacity to annually produce 124,000-tonphenol, 76,000-ton acetone ，and construction cycle of two years.
Market analysis：in recent years demand for phenol and acetone increased quickly. In 2003 demand for phenol was 642,100 tons，for acetone 320,000 tons，and import of the two products was 322,000 tons and 110,000 tons respectively. Particularly in the first half of this year prices for phenol, acetone go up，and supply of the products fall behind the demand. At present there is a big gap for the products in China，and annual demand goes up by 3% and 4% respectively. This project will meet broad market prospects.
Construction conditions：1. climate and geographical position：Wusu City is located at the northern temperate belt and enjoys typical continental climate. The city is one of the areas with the richest light and heat resource and the longest frost-free period in North Xinjiang. In Wusu’s territory the relief is higher in south and east while lower in the north and west. From the south to the north the landforms can be classified into five landforms belts, namely high mountain area, mid- and low mountain area, hills, inclination plain and desert area.
Environment and transport：Wusu City has good transport，with main traffic routes such as Urumqi-Kuytun Expressway, Kuytun-Salim High-grade highway, National Highway No.312 and 217 and the second Eurasian Continental Bridge, etc passing through, making it an important hub for connection with advanced areas in the economic belts along northern slop of Tianshan Mountains，and the only way for Eurasian Continental Bridge to Central Asia, Western Asia and Russia, etc.
Site and position：it is planned to construct in Wusu City Industrial Park, which covers an area of 19.2 sq. km，works for six availabilities（availability of water, power, steam, communications, road and bus service）and one leveling（land leveling）have been completed. By far there are more than 30 enterprises operating in the park.
Auxiliary facilities：Wusu City now boasts total installed capacity of 31600kW for electricity， and power supply from Xinjiang great power grid is available, preparing sufficient electric power . In the industrial zone a thermal power plant has been completed with heat supply capacity of 105 tons/hour；Water Works No.1 and 2 have total water supply of 11.68 million cu. m a year and daily water supply 32,000 cu. m. Sewage treatment plant can daily treat sewage of 30,000 cu. m；various advanced communications facilities such as domestic optical fiber communications and broad band, etc.

Description of project：vinyl acetate (VAC for short) is a colorless transparent liquid, inflammable and with special smell，and it is one of the chemical products with the largest yield in the world. VAC is mainly used for making polymer such as polyvinyl acetate, polyvinyl alcohol, polyvinyl alcohol actal, ethylene- vinyl acetate copolymer, chloroethene - vinyl acetate copolymer, propylene acetic acid - vinyl acetate copolymer, etc, and widely used in textiles, light industry and paper-making, construction and automobiles, etc.
Market analysis：At present there are more than 40 sets of vinyl acetate device in the world. US is the largest VAC producer and consumer, the next countries are Japan, China, Korea and North Korea, etc. Demand for the product reports an annual average increase of about 4.4% per year. Baktu Port 300,000-ton-a-year Dimethyl Ether Project
Description of project：dimethyl ether is also called DME for short. It is a new-generation super-clean fuel extracted from coal, natural gas or maize and straw. Dimethyl ether is an ideal substitute fuel for diesel（gasoline）and civil fuel，and an important super clean energy product.
Market analysis：at present China needs fuel-level dimethyl ether as substitute for civil liquefied gas of about 10 million tons. In terms of automobile-use fuel，taking diesel as an example, the annual demand is 82.9 million tons or so，and will reach 101 million tons by 2010. Given 10% substitution for diesel，and demand for dimethyl ether of 8.29 million tons or so in 2005，the demand will reach 10.1 million tons by 2010. Raw materials for the product are mainly agricultural crops such as maize stalk and maize, etc that can be used to produce alcohols, wood shavings, wooden pieces and disposal chopsticks given up in daily life, etc. Counties surrounding Tacheng City boasts available maize straw up to two million tons. Tacheng Prefecture One-million-ton-a-year PVC Project
Description of project：Hebukesair County boast salt reserves over 1.84 billion tons，making it one of the three big salt fields in the Autonomous Region. In its territory there are Dabasongnuoer Salt Lake and Manas Salt Lake with proven rock salt reserves of 150 million tons. Dabasongnuoer Salt Lake has compound chemical deposition deposit consisting of rock salt, and anhydrous mirabilite in manner of solid phase as main section and co-existence of solid phase and liquid phase. In which solid-phase rock salt reserves are 94.2222 million tons，a med-sized rock salt deposit；sodium sulfate reserves are 52.4073 million tons，a large-sized mirabilite deposit；magnesium sulphate reserves 11.3087 million tons，a med-sized magnesium salt mine. In liquid mine sodium chloride net reserves are 8.3517 million tons，a small-sized sodium salt deposit. Manas Salt Lake has Class A solid-phase rock salt reserves of 48.835 million tons，associated magnesium salt mine reserves of 1.8684 million tons，anhydrous mirabilite reserves of 1.7014 million tons and liquid-phase rock salt 5.2151 million tons.
In the county area total limestone reserves are about 2000 million tons. Now there are three limestone mining enterprises with capacity to annual produce limestone of about 473,000 tons. According to the development tendency, this year limestone output can reach 700,000 tons or so，fully sufficient to meet the needs of calcium carbide production.
The county is rich in coal resources，mainly distributed in Baiyang River, Heshituoluogai, Kuluntiebuk mine fields，of which coal source place in Heshituoluogai Town, through detailed geological survey and prospecting，has over Class-C reserves of 120 million tons，over Class-D reserves of 4.8 billion tons，over Class-E reserves and geological reserves of 25.35 billion tons. The whole county has coal reserves of 30.27 billion tons，industrial reserves of seven billion tons and prospective reserves of 80 billion tons. Here coal seam area is extensive，coal-bearing area more than 4000 sq. km，accounting for 15％ of the county’s land area. Generally coal seam thickness is about 5m，shallow from surface，generally about 100m or so. The county currently has coal mining capacity of 1.2 million tons／year.
Hebukesair County has available water resources mainly including Baiyang River and water distribution from Buke River and“635” project（one 100 million cu. m/year），surface water volume is 145 million cu. m，ground water reserves about 273 million cu. m. Jiayintala Reservoir, 16km from Heshituoluogai Town, where the county industrial park lies, has total capacity of 23.5 million m3, /year and water transfer of 37 million m3 . In order to meet need of Heshituoluogai’s industrialization, petroleum and petroleum chemical development，Tacheng Prefecture has launched Baiyang River water transfer project. After completion, the project can realize annual water transfer of 8500 cu. m.
The county power grid is connected with North Xinjiang power grid，boasts 110 KV power transmission line and substation. The Kalamay — Beitun 220kV passing through the autonomous county is under construction. Xinjiang Hefeng Luneng Coal Electricity Development Co., Ltd’s coal-electricity integration project is executed smoothly. Description of project：this project can annual produce phthalic anhydride of 40,000 tons and fumaric acid of 2350 tons. phthalic anhydride is mainly used for production phthalic acid esters plasticizer （DOP, etc），at the same time it is also used for production of unsaturated resin and alkyd resin, etc. The project annually needs main production raw materials O-xylene of 37560 tons，which can be supplied by Dushanzi, Kalamay and Urumqi petrochemical complexes. Ortho-phenyl oxidation process will be used to makephthalic anhydride.

Quartz sand is a silicate minerals, hard, wear resistant and with stable chemical property. Its main mineral component is SiO2. Quartz sand is milky white or colorless semi-apparent，has hardness of 7，crisp and no cleavage，shell-like fracture，oil luster，relative density 2.65，its chemical, thermal and mechanical properties have distinctive incongruous nature，not soluble in acid，slightly soluble in KOH solution，melting point 1750℃. The quartz sand mine is 2—10m thick，most 3—5m thick. By diameter it can be classified into seven different specifications，by mesh it can be classified into 5—100 meshes. In terms of shape it is rhomb and natural round grain. The mine has even granular， content of SiO2 in ore is at top level, higher than or equal to 98%. The different granular quartz sand produced by processing is characterized by pure quality, high whiteness, dry, neutrality，acid and alkali resistance, high/low temperature resistance，high hardness, strong wear resistance，small thermal expansion coefficient，increasing heat absorption，high electricity isolation and arc resistance，and easy processing and breaking, good mining and transportation conditions. Emin County Laksay Copper Gold Mine Prospecting Development Project
Description of project：Laksay copper gold mine is located in Kalayemule Township， Emin County. This mine field covers an area of 30sq. km or so，mineralization point and vein centralization area cover 3sq. km. In the mine field distributed are multiple copper gold mineralization body，all from apricot kernel-shaped andesitic porphyrite tectonic fracture zone, which is 20-35m wide. The copper gold mineralization body is in manner of vein, yields in lens shape. Interrupted surface exposure is 700m long，0.5－8.0m wide，1-2m commonly. Preliminary survey shows the ore body is 140m long and 0.1－5.00m thick with gold grade 2.27－3.15g/t, copper grade 0.46％－2.45％，Galena in some areas. Now it is planned to open the mine to outside world for development.

Description of project：This copper gold mine is located at Jiamantielietik area in Baerluk mountainous region， the place 100km from the county seat. This mine is a deuteric hydrothermal fine vein filling one，surface exposure scale very small. In view of mineralization geological background of Baerluk mountainous region，the mine is located at ancient Asian Belt, one of the three big porphyry copper metallogenic belt in the world. Tacheng Prefecture 200-ton-a-day Gold Mine Dressing Project
Description of project：In Songshugou (Pine Valley) in Hebukesair County 16 geologically abnormal points are found. Physical prospecting shows there are rich gold mine resources existing. At present mine prospecting right has been gained by the Autonomous County. According to general survey report on Kuoerzhenkuona gold mine deposit in Hebukesair County by Team 701 Xinjiang Non-ferrous Geological Exploration Bureau, proven class C+D gold ore reserves are 202446 tons, gold metal volume 1854.1Kɡ,average grade 9.20ɡ/t, basically sufficient for demand for ore body to guarantee 8-12 years production at 50-100T/D. This year investment will be made to construct a 200-ton-a-day dressing plant. Now cooperation partner is wanted for joint development.
Market analysis：according to domestic and international market survey on gold demand, domestic market demand for gold during the“10th Five-Year Plan” increased year after year，international market, particularly US and Western European countries reported great demand. After 2005，domestic and international market prospects for gold will be more encouraging.
Construction conditions ：1）construction site： Heshituoluogai Industrial Park is located at the place two km southwest of Heshituoluogai Town with planned area of 20 sq. km. The park will be constructed under the standard of “seven availabilities one leveling and one greening”. Tacheng Prefecture Yumin County Halabula Reservoir Dam-toe Power Station Project
Description of project：since 2000，with rapid economic and social development of Yumin County，power consumption has sharply increased. At present the highest load has reached 23,000 kW, power supply falls short of demand in every peak season of power consumption. Halabula reservoir will be completed and put into operation next year. The reservoir has design capacity of 14 million cu. m and annual flow of 45 million cu. m with diversion channel and tail channel preset and power station site preserved, preparing for construction of reservoir dam-toe power station.
Market analysis：development of small-sized hydropower station lays foundation for local economic growth and improvement of people’s living standard，and plays great driving role in promoting agriculture industrialization, shorten gap between workers and farmers, urban and rural. Tacheng Basin Leather and Byproducts Deep Processing Project
Description of project：Tacheng Prefecture is rich in natural resources. The entire prefecture now has total natural grassland with area of 105.5 million mu，utilizable grassland with area of 88.4 million mu. As a big prefecture in agricultural and animal husbandry resources in Xinjiang，animal husbandry has become an important component of the regional economy. At the end of 2006 the prefecture reported amount of livestock of 5.07 million heads，including cattle of 490,000 head and sheep of 4.12 million heads.
Unique environment and climate in Tacheng Prefecture make cattle and sheep leathers with high compactness, good elasticity and top quality, serving as ideal raw materials for processing high-grade leather products. Cattle skin here has average area of 3.5sq.m，length of 2.2m，width of 1.6m and weight of 25.6kg，and sheep skin has average area of 1.5 esq.，length of 1.3m and width of 1.15m.
Market analysis：with economic growth and improvement of living standard, people’s demand for high-grade leather products keep increasing. In recent years animal skin price keep rising，fully showing that domestic supply of animal skin raw materials becomes short. In the range 1000km of Kazakhstan and New Siberia, Russia to Tacheng Prefecture, there are 210 cities in varying sizes with total population over 20 million. These regions have long history of consuming leather and fur products. With recovery of economy in Central Asia and Russia，market prospects for this project will be broader.
