Brief Introduction to Turpan Prefecture
1. General Situation of Geographical Position and Population
Turpan Prefecture is located at mountainous basin in east Tianshan Mountains,an important passage for inland China to connect Xinjiang, Central Asia and between south and north Xinjiang. Eurasian Continental Bridge Railway, National Highway No.312 and 314 pass through the prefecture. It covers an area of about 69,700 sq. km，administrates 26 townships and towns from Turpan City, Shanshan County and Tuokexun County with total population of 589,600. Turpan Prefecture is richly endowed with natural conditions，rich light and heat resources and sufficient sunshine. Annual sunshine time can reach 3200 hours，effective accumulated temperature over 10℃ more than 5300℃ and frost-free 270days.
2. Economic Development Strategy
To greatly implement six major strategies of“advantageous resources transformation, return grain land to economic crop land, all-directional opening-up, rejuvenating Turpan through science and education, strengthening the prefecture through talents, sustainalble development and water saving” to cultivate and expand seven pillar industries of“petroleum petrochemicals, coal resources transformation, metal mineral resources development, building materials, inorganic salt chemical, special agricultural products and byproducts processing and tourism”.
3. Overall Situation of Economic Development
In 2006，the prefecture realized gross production of 14.58 billion yuan，of which primary industry added value reported 1.39 billion yuan，tertiary industry added value 9.96 billion yuan， tertiary industry added value 3.23 billion yuan. The entire prefecture per capita gross production stood at 24843yuan. Primary, secondary and tertiary industry structure is 9.6：68.3：22.1, and their contributions to growth of the prefecture’s gross production was 5.6%, 79.0%, 15.4% respectively. In the year, the prefecture completed fixed assets investment of 5.44 billion yuan, realized local fiscal revenue of 795 million yuan, reported farmers and herdsmen per capita net income of 3668yuan, and controlled registered unemployment rate in cities and towns at 3.4％，population natural growth at 8.69％.
4. To Develop County-level Economy with Their Specific Characteristics
Turpan City will implement strategy of“rejuvenating the city through tourism” and “strengthen the City through industry”. With tourism as the leading, to strengthen urban planning management and infrastructure construction，constantly improve urban grade and build the city into one of world famous tourism cities and China’s historical and cultural cities. To greatly develop special agriculture with grape as the major industry and equipment agriculture as the foundation, quicken advantageous resources transformation. Taking Shenhong Chemical Industrial Park and Daheyan Building Materials and Light Industrial Park as the key to properly administrate inorganic salt chemical, building materials, light industry, special agricultural products and byproducts processing, metallurgy and casting, etc，so as to gradually form scale advantages and realize leap-forward and ultra-conventional development of industrial economy.
Shanshan County will implement strategy of“rejuvenating the county through science and education, stabilizing the county through agriculture, strengthening the county through industry and enlivening the county through tertiary industry and building the county through urban construction” to speed up advantageous resources transformation，enhance optimization of primary industry and develop and lift secondary industry；take tourism as the leading to greatly develop tertiary industry. To closely center on goal of “regional economic center in east Xinjiang” to quicken construction of“ one line（along National Highway No.312）, two parks（Petrochemical Industrial Park and Stone Industrial Park）, six bases （petrochemical, stone, inorganic salt, metal and mine processing, coal industry, agricultural products and byproducts processing）”and make efforts to build Shanshan County into an important petroleum chemical energy base and ecological modern industrial city and tourism city at the national and the Autonomous Region levels.
Tuokexun County will implement strategy of“strengthening the county through industry, stabilizing the county through agriculture, building the county through ecological construction and rejuvenate the country through science and education”. Primary industry will develop forest and fruits industry, equipment agriculture and animal husbandry in rural area with grape and jujube as main industry，quicken building the county into an important agricultural products and byproducts supply base in Greater Urumqi Urban Circle. Secondary industry will take energy industry as the leading，chemical（coal chemical industry and inorganic salt chemical）and mineral industry as two wings to quicken construction of“one park（energy heavy chemical industrial park）, two areas（Keburjian coal industry production area and Heishan (Black Mountain) mine field）”，so as to realize new breakthrough in coal, electric power, chemical, special minerals and agricultural products processing industry, so as to build Tuokexun County into an important base to receive high energy-consuming industry transfer in and out of Xinjiang, the Autonomous Region’s key energy supply base and important base of Xinjiang’s energy and heavy chemical industry. Tertiary industry will center on quickening new-type industrialization and greatly developing commerce, trade and circulation as well as modern logistics. 6. Introduction to Advantageous Special Resources and Important Products
Turpan Prefecture boasts a lot of kinds of mineral resources. By 65 kinds of minerals have been proven. Minerals such as petroleum, natural gas, coal, gold, iron, copper, mirabilite, granite, saltpeter, sodium niter and bentonite have big reserves and high grade，making the prefecture one of resources-type prefectures with complete and rich minerals of Xinjiang.
（1）Petroleum, natural gas
Tuha Basin boasts total petroleum resources reserves of 1.575 billion tons，petroleum resources proven rate is 19.01%. Tuha Basin reports proven petroleum geological reserves of 270 million tons，exploitable reserves of 72.65 million tons，heavy oil geological reserves of 42.85 million tons，exploitable reserves of 8.57 million tons，condensate geological reserves of 6.947 million tons，exploitable reserves of 2.06 million tons，proven solution gas geological reserves of 44.917 billion cu. m, gas from gas stratum geological reserves of 33.33 billion cu.m, natural gas resources’ total reserve of 365 billion cu. m，proven natural gas geological reserves of 84.6 billion cu. m ，resources proven rate is 20.7%，showing great prospecting potentials.
（2）Coal resources
Turpan Prefecture, with rich coal resources， is one of key coal production areas in China, and one of five major areas with centralized distribution of proven coal ensured resources in Xinjiang. The entire prefecture boasts coal reserves of 134.097 billion tons, annual mining capacity of 2.1 million tons. Coal resources are mainly centralized in Qituanhu Coal Field, Kebuerjian Coal Field, Shaxi Coal Field, Kumishi Coal Field and Heishan Coal Field.
（3）Granite
Turpan Prefecture boasts huge resources deposits, good quality and complete set of varieties. Granite rock body with exposure area over five sq.km numbers 131，over 50sq. km numbers nine. At present main granite varieties that have been developed include those named Hehsuo Red, Green Ice Pattern and Leopard Skin Pattern, etc. Shanshan County Xianshuigou Granite Mine mainly produces“Snow Lotus”and“Shanshan Red”-kind products with prospective reserves over two billion cu. m. Particularly Shanshan Red, with its bright color and huge piece, sells well in Xinjiang and inland market. Now it has become a national famous brand. Stone has become another new economic growth point of Shanshan County.
（4）Nitrate
Nitrate mainly means saltpeter and sodium niter mine. Shanshan County boasts niter resources ranking top in China and Asia with ore reserves ranking top in the world at present. Turpan has proven five sites of niter deposit, pre-prospecting proves niter resources up to 171 million tons, of which resources reserves with industrial exploiting value are 154 million tons, which are mainly distributed in Xiaocaohu mine field and Kumtag area. ore body changes normally with ups and downs of ground，usually is associated with rock salt, gypsum and mirabilite, etc. At present potash salt 的development has enter pilot, market prospects are very broad.
（5）Equipment agriculture
In 2006 the prefecture reported vegetables planting area of 73,000 mu, and constructed equipment agriculture of 38,000 mu. With light and heat resources advantages and position advantages richly endowed by nature，and not far from big market such as Urumqi, capital city of the Autonomous Region capital city，the prefecture has very broad prospects and great potentials for developing equipment agriculture，and has become an important base of vegetables production and supply in winter for Urumqi City, even for Xinjiang.
（6）Forest and fruits industry
In 2006，Turpan Prefecture showed powerful forest and fruits industry development momentum, of which grape area reported 437.400mu with total output of 713385 tons, jujube 42000 mu，with total output of 3848 tons; pomegranate 8925mu, with total output of 837tons; apricot of 2880mu，with total output of 2856tons, making forest and fruits industry a pillar industry for rural economic development in the region. In terms of implementation of grape development strategy, key efforts was made to carry out standardized construction of quality high-efficiency vineyards, making the prefecture’s grape standardized productivity over 56%. Practicing standardized production management，fresh eating grape sales volume keeps increasing year after year. Now the prefecture has more than 40 enterprises in raisin processing with capacity to annually processing raisin of 24000 tons.
（7）Animal husbandry
In 2006，the prefecture had amount of livestock up to 1.1083 million heads. Animal husbandry in rural area has become an important measure to driving rural economic growth and per capita income increase in the prefecture. Higher importance has been attached to animal epidemic prevention and supervision centering on “preventing the five (diseases)”，guaranteeing safety of the prefecture’s animal husbandry production and animal products.
（8）Tourism
Turpan Prefecture ranks top in Xinjiang in terms of tourism resources, and is very striking in China, with famous scenic spots characterized by more types, sound functions and high grade. At present，those forming certain scale include cultural relic and relic areas such as Sugong Tower（Emin Tower）Scenic Spot, Karez Scenic Spot, Flaming Mountains Scenic Spot, Grape Valley Scenic Spot, Desert Ecological Scenic Spot, Shanshan Sand Hill Park Scenic Spot, Tuyugou Scenic Spot and Gaochang Ancient City, Jiahohe Ancient City, Astana Ancient Tombs, Bezkelik Grottoes Temple and Desert Clay Handcraft Exhibition Hall, etc. Tourism undertakings develop steadily. Now the prefecture boasts one national AAAAA-level tourism scenic spot，nine national key cultural relic units， 23 cultural relics at the Autonomous Region’s level，and 179 valuable cultural relic points. In 2006 the prefecture received domestic and foreign tourists of 3.522 million person/times, of which：domestic tourists 3.306 million person/times；foreign tourists 266,000 person/times, realized tourism income of 670 million yuan. Turpan Prefecture 400,000-ton-a-year Acetic Acid Project
Description of project：acetic acid is one of organic carboxylic acid，and one of important raw materials for organic chemicals. The most important use of the product is for production of VAC, acetic anhydride, cellulose acetate, acetic esters, PTA, chloroacetic and acetates, etc. Acetic acid is a colorless clear liquid with irritant smell. At low temperature, anhydrous acetic acid can solidify into ice-like thing，so it has a common name of glacial acetic acid. At normal temperature, it is liquid, colorless and transparent. This project mainly consumer raw materials of coke, carbon dioxide, methanol, sodium carbonate, desulphurizing and decarbonizing solvent and potassium hydroxide，which are mainly supplied by Xinjiang Coke Coal(Group )Co., Ltd and Tuha Oil Field Methanol Plant in local area. Project construction scale （main product and annual output）：According to market development tendency in Xinjiang and northwest China and by giving proper considerations to economic scale, this project is designed with capacity to annually produce 400,000t acetic acid，and will be executed in two phases. The short-term works has construction scale of annually producing 200,000 tons of acetic acid，and long-term construction scale of annually producing 200,000 tons. For meeting need of acetic acid device capacity, it is need to construct carbon monoxide device and oxygen device correspondingly. The short-term and long-term works all have carbon monoxide production capacity of 11250 Nm3/h，oxygen production capacity of 4500 Nm3/h. Estimated total investment（unit：10,000 yuan）：115460. Turpan Prefecture 200,000-ton Coal-made Methanol Project
Description of project：process utilizing coal to produce methanol is characterized by long flow, low production cost big equipment investment, and product from the process has strong market competitiveness. It is planned to newly build 200,000-ton industrial methanol factory. Methanol is a liquid transparent, colorless, inflammable, toxic and with slight alcohol smell. It is one of important organic chemical raw materials and quality fuel, and mainly used for making many organic products such as formaldehyde, acetic acid, chloromethane, methylamine and dimethyl sulfate, etc，and one of important raw materials for pesticide and medicine. In additions, methanol can also replace gasoline as fuel. At present China’s demand for methanol is nearly five million tons a year，and increases at the speed of 8% year on years. project construction scale：Phase I works have capacity to annual produce methanol of 200,000 tons. At present Turpan City Rubber Factory has raw coal production capacity of four million tons /year. Estimated total investment（unit：10,000 yuan）：90000. Tuokexun County 100,000-ton-a-year Acrylic Acid （Acetylene OXO-reaction Process）Project
Description of project：polymer of ethyl acrylate can be used as base liquid for leather anticracking agent or coating. Acrylic acid is now widely used in industry. It is used in acrylic acid resin，and in others organic synthesis. And It is a raw material for protective coating, paint, adhesive and paper soaker, a component for synthetic fiber, plastic, petroleum additive and plasticizer ；it can also be used as emulsifying agent and dispersing agent . At present，China’s total acrylic acid production capacity has reached 174,000 t/a. As China’s acrylic acid （ester） production capacity increases slowly. Now existing manufacturers operate in nearly full load, but their output is still less than market demand, making import in great quantities needed. In 2003, China’s acrylic acid import reached 320,000 tons, showing a big gap between supply and demand in China，and good market prospects for acrylic acid. Construction scale：100,000-ton-a-year（Phase I works 50,000 tons /year ，Phase II works 50,000 tons /year）. Construction site：Xinjiang Tuokexun Heavy Chemical Industrial Park. This project is based at Tuokexun County, Turpan Prefecture to utilize products from existing in-progress calcium carbide production project as raw materials and rich coal resources for production of carbon monoxide,with distinctive resources advantages. Turpan City 25,000-ton Methylmercaptan Project
Description of project：methylmercaptan is an important organic synthetic intermediate. In terms of pesticide，it is important intermediate for synthetic weed killer Simetryne, pesticide methomyl and Baytex, etc； in synthesis of medicine and vitamin，it is a main intermediate. Methanol and hydrogen sulfide, main raw materials for production of methylmercaptan, can be fully guaranteed by Turpan City Rubber. Hydrogen sulfide can be made from sulfuration alkali. Turpan is very rich in mirabilite and coal resources，and sulfuration alkali has been leading product of local inorganic salt chemical enterprises. Construction of 25,000 tons/year methylmercaptan production line in Turpan is supported with great resources advantages compared with other provinces of China. Product plan：methylmercaptan;construction scale：25,000tons/year. Phase I project: 15,000 tons ／year，Phase II project: 10,000 tons／year.

Turpan Prefecture 50,000-ton/year Nm Calcium Carbonate Project
Description of project：nm-class calcium carbonate is mainly used in coating, rubber, plastic, printing ink, paper-making and cosmetics, etc. In recent years China’s import of superfine calcium carbonate increases over 20% year on year. National Planning Commission has place development and production of 10,000-ton class superfine calcium carbonate on the list of “guide on hi-tech industry”. This project investment is characterized by short cycle and quick effect，and the product belongs to hi-tech high return product. Completion of this project can bring more economic profit to local place, and can also create jobs for nearly 100 people, driving local economic growth. With increasing self-supply of nm-class calcium carbonate product in China and constantly expanding product application in hi-tech field，the potential market will surely be expanded. Turpan Prefecture 30,000-ton Active bentonite Project
Description of project：bentonite clay is reputed as“clay with multiple uses”, and is widely used in petroleum, chemical, light industry, daily chemicals, construction, machinery, smelt metals, ceramic agriculture, hydropower, medicine, water treatment, etc. Data shows that China’s metallurgy sector needs pellet-use bentonite clay of about 20—300,000 tons every year; oil field uses drilling-mud clay of about one million tons every year; casting sector also needs a great quantities of casting bentonite clay. At present the entire Xinjiang needs active bentonite of about 20,000 tons every year. With development of petroleum chemicals and oil processing industry in Xinjiang，it is expected that demand for active bentonite will rapidly increase in the following days. Turpan Prefecture Granite, Marble Minerals Geological Prospecting Project
Description of project：Turpan Prefecture boasts advantageous stone minerals mineralization conditions, here granite and marble have been found, showing prospects for searching for advantageous varieties and foundation for further geological works. In recent years Turpan City Rubber Factory’s stone industry development ranked leading in the Autonomous Region，and has become one of the Autonomous Region’s main rough stone block production and processing bases. Turpan Prefecture 900,000-ton-a-year Coal Mine Construction Project
Description of project：Sijingtian is located at the northeast of Kerjian—Buerjian mine field， about 60km away from the county seat and about 10km from highway，with simply-built road to Jingtian and good communication and transport conditions. The coal mine has coal grade of long flame coal，heat productivity 32.35MJ/kg or so，belonging to quality power-use coal of super low ash-low ash, super low sulfur, med-oil, low phosphorus and high heat productivity. A+B+C class reserves are 201.8615 million tons，of which A+B class 90.7416 million tons，accounting for 44.95% of approved reserves. Project site is about 12km away from Hongshan Reservoir. Coal mine construction can be accompanied with construction of 2×300,000 kW power plant. Estimated total investment：coal mine construction total investment: 180 million yuan，power plant construction total investment: three billion yuan. Investment recovery term：coal mine investment recovery term: five years.

Shanshan County Green Pollution-free Fruits, Melons and
Vegetables Deep Processing Production Project
Description of project：Shanshan County is the true native place of Hami Melon，planting Hami Melon of 40,000 mu and grape 170,000 mu every year. The county is 280km away from Urumqi, having advantageous geographical position and good transport and beautiful environment. Shanshan County is warm in winter, making it an ideal place to plant greenhouse vegetables. At present the entire county has greenhouse vegetables planting area of 5000mu，and vegetables quality is good, preparing sufficient raw materials for producing fruits and vegetables juice. Green healthy fruits and vegetables beverages enjoy broad market domestically and internationally.
