Brief Introduction to Urumqi

1. General Situation of Geographical Position and Population
Urumqi is located at the geographical center of Eurasian Continent, the largest and most prosperous central city in Central Asia area, capital city of Xinjiang Uygur Autonomous Region，important gateway for West China to open up west and Xinjiang’s political, economic, scientific, technological and cultural center，and has become an important hub of logistics, finance, transport, funds and information in West China and“bridgehead”of new Eurasian Continental Bridge in West China. Urumqi is temperate belt semi-arid continental climate. Urban area has average temperature of 8.1℃，annual precipitation of 342.9mm, annual sunshine time of 2500-3000 hours，frost-free of about 150-190days. In urban area northwest wind dominates. Urumqi City administrates seven districts, one county and two state-level development zones with total area of 12000 sq. km，of which urban planned controlling area is 1600sq. km，completed area 173.3sq. km. At the end of 2006 the entire city registered household population is 2.0184 million，of which registered non-agricultural population is 1.5874 million.
2. Economic Development Strategy
At the end of 2004，the Autonomous Region’s Party Committee and People’s Government formulated strategic decision of quickening Urumqi-Changji economic integration on premise of not involving adjustment of administrative division. Under right leadership of Urumqi-Changji party committees, according to the basic principle of “unified planning, finance and market” and “three-step”development strategy，Active progress has been made with Urumqi-Changji economic integration. Step 1，do well job of Midong New Area construction and development in order to accumulate experience to drive overall progress of Urumqi-Changji economic integration. Step 2，to actively give impetus to park construction out of the two state-level development zones, with leap-forward development of the two state-level development zones to drive quick development of Urumqi-Changji hi-tech industry. Step 3, relying on Toutunhe Industrial Zone and Changji City industry centering on Bayi Iron & Steel to build Changhe New Area， promote Changji City and Toutunhe District’s combination and development，give impetus to great development of manufacturing industry in Urumqi-Changji area, striving to preliminarily form two big new industrial city of Midong New Area and Changhe New Area with petroleum chemical, metallurgy and manufacturing industry as the leading industries, and make the two state-level development zones become core compaction area of the whole Xinjiang’s modern manufacturing and hi-tech industry by the end of the“11th Five-Year Plan”.
3. Overall Situation of Economic Development
In 2006， the urban area reported gross production of 65.4 billion yuan，local fiscal revenue reached 6.254 billion yuan，accounting for 22% and 30% of Xinjiang’s total respectively. Fixed assets investment of 24.836 billion yuan was completed, proportion of primary, secondary and tertiary industries stood at 1.5：37：61.5，driving economic growth of 0.14, 5.38 and 8.48 percentage respectively. Total retail sales of consumer goods registered 27.267 billion yuan, accounting for 38% of the Autonomous Region’s total. Import and export volume reported USD 4.5 billion yuan，accounting for 49% of the Autonomous Region’s total. Contracted utilization of foreign investment of USD 225 million, 66% of the Autonomous Region’s total. Per capita GDP topped USD 3000，ranking the leading group of capital cities in West China. Urban per capita disposal income registered 10,400 yuan,and farmers and herdsmen per capita net income 4651yuan.
4. Characteristics of Regional Development
Urumqi City will make key efforts to develop equipment manufacturing industry, machinery manufacturing industry, new-type industrialization matching industry, urban industry, hi-tech industry and export-oriented processing industry. In downtown area the principle of demolishing old enterprises but not constructing new ones will be followed in order to mainly develop ecological works, commerce and trade, finance, science, education, culture and hygiene undertakings；two state-level development zones will make key efforts to develop hi-tech industry and export-oriented processing industry；Midong New Area will make key efforts to develop industries of petroleum chemical, coal chemical industry and new-type building materials, etc；Toutunhe Industrial Park, as sub-center industrial base of the integrated area，will mainly develop metallurgy, electromechanical, green food and medicine, etc；Shuimogou Industrial Park will center on textile, garment, furniture, and building materials，mainly develop urban industry，and will make efforts to build high-output, high-benefit and professional urban industry by centering on heat-thermal joint production project and relying on electric power and thermal advantages；South suburb of Urumqi County will serve as ecological conservation area to mainly develop high-efficient urban agriculture and refreshment and holiday tourism.
5. Industries under Key Support Programm
To center on “one core task”, realize “two important breakthrough”，implement “four strategies” and lift “six levels” so as to build Urumqi-Changji area into the largest manufacturing base, most important export processing and foreign trade base, most important tourism destination and collecting and distributing center, most important agriculture and agricultural products processing base, the largest city group and most attractive ecological area for residence of Xinjiang and core driving engine of Xinjiang’s economic growth，so as to realize quick and better development.

To spare no efforts to develop “top 10” industrial groups such as petroleum chemical, metallurgy, electronic information, new energy, bio-medicine, machinery, textile and garment, food processing, building materials and furniture making；to make great efforts to develop modern logistics, tourism, information and intermediary services; to greatly develop special agriculture and animal husbandry, and to actively build an industry support system with hi-tech industry as the leading, modern manufacturing and modern service industries as pillar and modern agriculture development in an all-round way, finally to form the secondary industry-tertiary industry -primary industry industrial development pattern.
Works will be done to strive for making Urumqi-Changji area become the Autonomous Region’s core development area supported by “five big bases”, namely petroleum-natural gas base, heavy chemical industrial base, green food base, light industry and textile base and hi-tech base，and modern logistics center for the Autonomous Region to open up west, and demonstration leading area for the Autonomous Region to develop modern agriculture, so as to realize rapid economic and social development in Urumqi-Changji area, first development and concerted development, and spare no efforts to build harmonious Urumqi-Changji with prosperous economy, social betterment, efficient use of resources, beautiful environment and stable order by the end of the“11th Five-Year Plan”.
6. Introduction to Advantageous Special Resources and Important Products
Urumqi is rich in natural resources, boasting Tianshan Mountains glacier and permanent snow area of 164sq. km, cultivated land 980,000 mu, grassland of 9.63 million mu, natural forest of 1.35 million mu, water area 80,000 mu, highly standing glacier, steep and magnificent Bogeda Snow-capped Peak, Glacier No.1 enjoying reputation of “living fossil of glacier”, original forest stretching a few sq. km, wild chrysanthemum, natural grassland, high mountains, canyons and falls，natural hydrogen sulfide Spa. Underground the coal reserves are more than one million tons，making it enjoy the name of “city on coal field”. And mineral resources such as salt, mirabilite, gypsum, oil shale and copper, etc are sufficient for development. The city is also rich in light, heat and wind energy resources.

Urumqi 70 MW /year Tila Monocrystaline and Silicon Chip Production Project
Description of project：this project is designed to construct one 70MW /year Tila monocrystaline and silicon chip production line to produce para-square chip with size 150×150sq. mm and bigger and thickness of and under 300μm；to construct one 30MW /year cast polycrystalline and silicon chip production line to produce square chip with size of 150×150sq. mm and bigger and thickness of and under 300μm. Estimated total investment: 489.83 million yuan，of which investment of 293.898 million yuan will be made by the employer and 195.932 million yuan is needed from partner. After completion and reaching output, this project can annually produce crystal silicon solar cell 100MW，of which：monocrystaline chip 70MW and polycrystalline chip 30MW. At present project initial inspection, survey and investigation and official confirmation have been completed，and partially finished purchase of equipment and technical improvement of factory building as well as personnel training. Main equipment has been prepared in place.

Urumqi YZ-4 Maize Combined Harvester Project
Description of project：currently, mechanically harvested maize accounts for less than 2％ of the total maize，meaning great market space. The technology has been mature basically, and its industrialization is in urgent need. So it is planned to make investment to construct new-type production line. Estimated total investment: 150 million yuan. This project is designed to produce a product that is developed by scientific research personnel of China Harvester Agricultural Machinery Co., Ltd through many years’ research and is patented. Urumqi Dabancheng District Artificial Planting Ephedra Base Project
Description of project：Dabancheng District Xigou Township now boasts more than 10,000 mu land that has not been developed and utilized（including grassland）with sandy soil and enough water source，suitable for planting ephedra medicinal materials. Dabancheng District grain crops mainly include wheat and broad bean. With limited agricultural crop varieties, farmer’s economic income grows slowly. In order to make full use of the district’s existing wasteland, grassland, water source and land that has not been developed and utilized，it is planned to grow medicinal plants such as plant ephedra, etc so as to cultivate new agricultural economic growth point. Urumqi Dabancheng Wind Power Plant Construction Project
Description of project：Dabancheng is extremely rich in wind energy resources. Meteorological data shows that this area reports windy day not less than 300 days in a year with annual average wind velocity of 3-20M/S，making it one of eight major wind areas of Xinjiang. According to measurement and calculation of electric organization, Dabancheng District Wulapo—Salt Lake area’s installed capacity can reach 2.5 million kW. Urumqi City Hexi Sewage Treatment Plant Project
Description of project： with implementation of expanding north strategy of Urumqi city，Urumqi Hexi system water resources and water environment support system meet unprecedented pressure. Currently Urumqi Hexi area daily produces sewage of about 140,000 cu. m, which is untreated and directly discharged into outdoor sand pit near Xuanrendun Village and Baiyuan New Village for storage, natural seeping and evaporation consumption，causing severe pollution to local natural environment and groundwater. So it is extremely urgent to construct Hexi sewage treatment plant as soon as possible to promote recycling of sewage water resources and completely solve problem of Hexi sewage. Urumqi City Hexi sewage treatment plant construction site is located at the place 4km north of the city north liaison route, where conditions for land acquisition are favorable，and the site is not far from master outlet of Hexi discharge system，boasts enough protection and isolation belt and good transport as well as good external construction conditions. The site is big enough for receiving all sewage from Hexi system and the scope expanded north in short term. This project will be constructed in phases. Phase I works construction scale: daily treating sewage of 100,000 M3，planned Phase II construction scale: daily treating sewage of 200,000 M3. Total investment: 596 million yuan，of which：217 million yuan for Phase I works，379 million for Phase II works.
